2013 Roosevelt Island Public Purpose Funds Allocation Process Underway - RIRA Interviewing 13 Applicants With $254 Thousand In Requests And Budget Of $100 Thousand

Roosevelt Island Residents Association (RIRA) Public Purpose Funds (PPF) Committee Chair Dave Evans provides this report on the 2013 allocation process. According to Mr. Evans:
To date, we have interviewed 9 of the 13 applicants.
We plan to complete the interviews on 26 Feb.
Of the 13 applicants, 3 did not request funds last year.
We plan to submit the PPF Subcommittee recommendations to RIRA-CC during the 6 March meeting.

Total funds requested: $254210. Total funds available: $100000.

Historical Society @ $22000
Chamber of Commerce @ $10000
RI Day Nursery @ $35000
RISA @ $20000
Roosevelt Landing Residents Association @ $5000

R&R Concerts @ $14850
RIVAA @ $30000
Island Kids @ $19000
As previously reported, here's how the Public Purpose Funds process works:
... The Roosevelt Island Residents Association (RIRA) has been delegated by RIOC to make recommendations to the RIOC Board for the allocation of available Public Purpose Funds. RIRA created a Public Purpose Funds Committee that will interview and evaluate the applicant organizations and then make recommendations as to how the funds get distributed to the full RIRA Common Council. Upon approval by the RIRA Common Council, the recommendations are forwarded to the RIOC Board for approval. The total amount of Public Purpose Funds available is $100 Thousand to be allocated among the recommended Roosevelt Island organizations....

Joe-
All the original WIRE buildings have residents or tenants
associations of one kind or another. As far as I'm aware none of the newer buildings or complexes have their own associations, including 24 year old Manhattan Park, except for 425 and 455 Condo units.

look at the staffing and salaries. From sitting on RIRA 12 years, I can tell you that the committee reviews all these things. One thing you may not be aware of is that many of the orgs, like the Day Nursery, MST&DA, and others also offer scholarships to a percentage of those families who need help. That is one of the criteria for considering their "asks". Also, you should know that most of the organizations asking for financial aid, only get a fraction of
what they ask for with a static amount being available. Additional dollars to help support our current, and perhaps new organizations, is one of the things that RICC (negotiating team working on behalf of Roosevelt Island, it's various RI member organizations, and the community) is trying to add into the mix from Cornell-Technion. Are you aware of any of these things?

Joe, as noted below, none of the organzations, or extremely rarely, does any requesting group get what they ask for.

Are you aware that you, as a RIRA resident (and thus a RIRA Member), can join any RIRA committee?


This committee has a very specific amount of time that it functions. The committee interviews the leadership of each org and asks probing questions. Once the committee has made it's funding decisions, they come to the RIRA Common Council with their recommendations. Council members discuss these recommendations and then votes on the committee's recommendations.


With so little money to disburse, it can be a pretty difficult and sometimes painful job.

One more thing, "Really" --
I don't know if or how you know the salaries of all the Directors of all the organizations, but I have a feeling you don't. Many of the "indigenous" orgs asking for financial aid, don't pay a lot of money to the directors, many of whom live here on the RI. Also many don't have huge staffs, and many of those "staff" members are volunteers, such as those who work for the Historical Society.

there is a bump up in payroll taxes but i must 30 percent of my income for rent. i think they should now take 28 percent. to make up for this bump up. what do you think .ron
