I've got $1 on "It was the same cat AND it was already dead when it attacked the jogger and dog."

I saw the dead cat last night, by the water near Gristedes. It's a big black-and-white guy that used to hang around in that area all the time. He looked like he had been mangled or something, really awful.

If so, how do they get over the bridge? Thumb a ride? Or do they hop on the tram to come over?

maybe animal control should look into the cat/raccoon situation? when I saw that cat I thought "rabies."

If the body hasn't been removed, someone could call the City to have a necropsy done including rabies and tox screen. Wasn't the City called when the squirrels died -seemingly dropped dead in their tracks - by the Starbucks?

some joggers allow their dogs off their leash at SP park! My friend and her child were almost attacked by a dog at South Point Park while the was roaming around off the leash. Why does RIOC allow dogs off their leash? Someone is going to get bitten one day because so many allow their dogs to run or walk free all the time and nothing is done about it. BTW, the cats on the island have all been checked and tested for rabies for all you haters out there who like to come down on the abandoned cats that live here. Focus on the leash law here on the island and the lack of following that law before a child is bitten and or put into the hospital by a dog running free. That law should be enforced more, and if you have a picture of a dog off a leash and an owner near by, there should be a reward to you for taking that picture and charges should be applied. Even a friendly dog will bite or attack in a situation where a dog feels alarmed or threatened in the outdoors. So many things can scare a dog, a loud noise, other dogs around...anything can happen.

I have read that all the abandoned cats on the island are checked for rabies.

if someone let their dog off a leash, anything is possible. If the cat was attacked by a dog, the owner should be held responsible. That cat may have lived around there as some horrible cat owners allow their cats to roam free outside in those apartments over there.

Leash law should be enforced. Aren't there a couple of dog runs on RI? Maybe RIOC should distribute a circular re RI dog owner guidelines/laws in the Wire including the locations of the dog runs on RI, where it is OK and not OK to walk dogs, and so forth.

The dog owner may have claimed the cat attacked the dog to cover for his dog having attacked the cat. After all, only the dog owner could make a statement to the police.

not once, but a couple times I have seen people release their dogs off their leash to chase cats...then the owners laugh. That is just cruel...but there are evil folks her on RI also, let us not forget how mean some people can be. Nothing would surprise me,
