Roosevelt Island, Don't Be Alarmed By Workers Wearing Protective Gear On Wednesday Says RIOC - Here's Why, Riverwalk Building 7 Sewer Construction

According to the Roosevelt Island Operating Corp (RIOC):
Please be advised that on November 6, from 8:00 AM until 7:30 PM and on November 11 and 12 from 11:00 PM to 6:00 AM, staff wearing personal protective gear will be working on the Island. This is due to construction involving the sewer system at the site of the future Riverwalk 7 building. This is not a cause for alarm as the suits are just a precautionary measure against personal contact with septic materials.

This is New York. Rats are just part of city-living. What I don't understand, though, are people that cover the ground with breadcrumbs at the tram plaza on the Manhattan side. Do they think pigeons and rats to be their pets?
