According to this 9:33 PM Roosevelt Island Operating Corp (RIOC) advisory:

On Tuesday January 21, 2014 at approximately 7:00AM, barging operations to facilitate the removal of debris from the former Goldwater Hospital site will commence. For reasons of public safety, the East Drive and the adjacent walking path will be closed to vehicles and pedestrians until further notice. Vehicles traveling south will be directed to make a right turn on the Transverse Road. Upon exiting the Transverse Road all vehicular traffic will be directed north onto Main Street. Pedestrians walking south towards SouthPoint and Four Freedoms Parks will be directed to the pedestrian path adjacent to the West Drive to reach those parks and, when returning, to utilize the same Westside pedestrian path to walk North. Additionally, during this road closure, there will no bus service to SouthPoint Park by either the RIOC Red Bus or the Q102. Updates to this closure will be published as they become available.
