Resident Asks When the Roosevelt Island Octagon Tennis Courts Resurfacing Will Start And Be Completed - RIOC Says Delay Caused By Bidding Issue

Roosevelt Island resident Janet Falk is concerned about the status of the Octagon Tennis Courts

resurfacing by the Roosevelt Island Operating Corp (RIOC). Ms. Falk notes that RIOC President Charlene Indelicato had previously mentioned in her March 21 community report:
... This Spring, the Octagon Tennis Courts will be undergoing resurfacing to repair and improve the playing surface. The Tennis Courts are currently open for free play and will be closed when construction begins in the first week of April. The closure is anticipated to last for approximately two months. New 2014 permits will be issued once work is completed. We will continue to notify the community of any changes or developments....
Ms Falk reports:
There were folks playing tennis on April 20 at 5:00 pm. Does this mean the re-surfacing is finished ahead of schedule or that it did not start yet?
Unfortunately, the resurfacing has not yet started. During RIOC April 7 Operations Committee Meeting (audio web cast of meeting here), RIOC Engineering Director Jim Mortimer said that the Octagon Tennis resurfacing should start by the end of April and take approximately 2 months to complete. RIOC President Indelicato added that the delay in starting work was caused by a "bidding issue".

UPDATE 4/23 - According to RIOC:
Please be advised that resurfacing of the Octagon Tennis Courts has commenced today, April 23rd. The courts are scheduled to be closed for approximately two months while work is performed. Updates on this project will be provided to the public on the RIOC website and through RIOC Advisories. Thank you for your patience.

How bad are the courts right now?
If resurfacing takes two months than unless they are in a "hazardous condition" you might as well wait until November at this point wait. Otherwise why would you consider resurfacing at the time of peak utilization?
