Do you know who created the map? Is it a federal regulatory agency such as the FAA?

It's just a map that shows 5 mile circles around each airport, which, as we already know, require the operator of an RC controlled airplane to inform the airport. At least they are supposed to but I am not sure how you would contact Laguardia to let them know (of JFK for that matter.)

If you'd like to inform the tower of your planned flight, you call the tower. Tower contact appears to be 718-533-3401 on the most recent AOPA notice, though the old communications card says 718-779-7901 or 718-478-8575.
