NotMyKid: Indelicato bad but not your reasons. McManus has done good job refocusing PSD towards community policing - really about reducing crime. Your position rejected & debunked here on Island: policing is about making arrests and, from your perspective, the more arrests, the better the officer is evaluated and promoted. That just leads to more law enforcement abuse.

McManus, and several officers, have made a very good effort connecting with the pre-teens and teens, including coaching soccer, etc. through the Roosevelt Island Youth Program, the Island's largest organization. Charlie DeFino of RIYP deserves much praise for tirelessly promoting this idea within RIOC/PSD (Mr. DeFino has a prior track record of starting this programs in other communities). There is success in this collaboration effort, and I hope it is expanded.

One more bit of bright news on Roosevelt Island: NotMyKid, you're no longer working for PSD, so glad to be rid of you; every time you write, it is a refreshing reminder of purging your kind of officer and your kind of thinking. Happy Holidays!

It’s certainly odd her appointment in New
Rochelle ended quite abruptly, even more puzzling why is she given these
appointments if she has such a horrible track record? Though retirement should
be an option I’m guessing between Andrew Spano and Larry Schwartz they may have
a new position waiting for her. They have great ties to each other and have
aided her in receiving her past appointments.

President Indelicato definitely has very influential and powerful friends unfortunately they all seem to be corrupt. The City of Mount Vernon Mayor Earnest Davis selected her to serve as the Commissioner of planning and community development allowing backdoor deals to made to further his agenda in the city. This proved key and granted the Mayor and Commissioner Indelicato access to nestle friends and associates in comfortable positions throughout Mount Vernon creating bogus positions and fudge qualifications to justify salaries given to these workers. No surprise over here. Hopefully she has not dragged anyone affiliated with this Mount Vernon tax CHEAT! to Roosevelt Island in order to repay the Honorable Earnest D. Davis.

Wow - that is really bad news, Bella. I've lost track of her jobs: Mt Vernon was the last job before RI, right? It was Westchester, then New Rochelle, then Mt. Vernon. I'm really shocked and saddened there were such things going on - I wonder if she needed to "leave" Mt. Vernon because of possible revelations regarding these appointments, which remind me of the job the relative of Martinez obtained at RIOC - a job he was not qualified for (nepotism). The creation of bogus positions? That's even worse - I can't believe such things would occur. I certainly hope these things do not happen routinely. There was once talk that Martinez had a hand in hiring Guerra - since they were friends from college - but at least Guerra was a cop who was qualified for the position (although if his application was given preferential treatment because of his friendship with Martinez, a more qualified candidate might have been unjustly not hired). Do you really think she is also a tax cheat? How do you know that?

It would be appalling if she has been in effect "on the run" since Westchester - because of improprieties at her former positions. And now she has he complaint of racial discrimination at RIOC - reminiscent of the gender discrimination lawsuit filed in Westchester.

Again, I won't allow anonymous comments which infer that a named individual committed a crime even if it is phrased in the form of a question.

Please don't continue with such anonymous speculation without evidence. Such comments will also be deleted.

You are anonymously inferring wrongdoing against a named individual being done on Roosevelt Island without any evidence.

In the absence of any supporting evidence of wrongdoing by the named individual on Roosevelt Island, not speculation, I am deleting the comment.

It's not fair to the individual named to allow such anonymous comments to remain.

October 14, 2014, Manhattan U.S. Attorney announced The Mayor of Mount Vernon Ernest D. Davis entered a guilty please for failing to file income tax returns. I suggest prior to deleting any comments you actually commit to conduct your own research the information.

It's disappointing that the previous posts were deleted. What ever happened to freedom of speech? You constantly censor comments that add value to the discussion. This leads me to think that you may have been influenced perhaps by Indelicato because of what the information may lead to. This is all too familiar of the way she tried to deal with the press while she was commissioner in Mount Vernon to protect her hide. Mayor Davis was one of her corrupt protectors and she owed him. I would strongly suggest if there were any hires once she Indelicato arrived on Roosevelt island you might want to check the credibility of their backgrounds. You might want to keep these posts in the future.

RIOC hidden budget surpluses? Disconnect with RIOC Budgets and Audits?

RIOC CFO Frances Walton:

I have been trying to understand a part of the RIOC budget, as compared with its
audited financials, for the past several years. It seems that in each approved
budget, in the cash flow predictions, the opening balance is X and next year's
opening budget is Y, but when next year comes around, it's approved budget's
opening balance is significantly higher than Y:

[amounts in thousands, as per your budget documents]

[see attached photo that summarizes the budget surpluses]

08-09 proposed budget: 2009 opening $40,643, 2010 opening $40,472, difference
from actual 2010: $4,282

09-10 approved budget: 2010 opening $44,754, 2011 opening $26,697, difference
from actual 2011: $33,303

10-11 approved budget: 2011 opening $60,000, 2012 opening $26,920, difference
from actual 2012: $18,080

11-12 approved budget: 2012 opening $45,000, 2013 opening $33,197, difference
from actual 2013: $4,803

12-13 approved budget: 2013 opening $38,000, 2014 opening $27,309, difference
from actual 2014: $14,691

13-14 approved budget: 2014 opening $42,000, 2015 opening $21,923, difference
from actual 2015: $20,077

14-15 approved budget: 2015 opening $42,000, 2016 opening $25,334

That accumulates to approximately $95 million that the board has approved but
not actually spent. Can you explain why the corporation consistently does not
spend significant amounts that the board has approved? There seems to be no
mention in the approved budgets or the audit reports of these kinds of
mismatches. Nor does the methodology of the budgetary process (which compares
year-to-year approved budgets, but not approved vs. actual) nor the methodology
of the auditing process (which compares actual to actual, but not approved vs.
actual) reveal these kinds of discrepancies ... which give an incorrect picture
from a budgetary perspective, right?

Also, regarding the inflow of State funds for the Goldwater/Cornell properties,
does that add to the approximately $1 billion in debt/liability owed to ESDC
from the 1988 Revenue Allocation Agreements? What is your estimate of the
present debt/liability, with interest compounded, as per those agreements in
further contributions from NYS/ESDC in the 1980s and 1990s?

Thanks.

Freedom of speech means that the government cannot do you any harm for speaking your opinion (that's the gist, at least). Freedom of speech does not mean that a blog owner is not allowed to remove any comments that are not to his liking (or whatever other reasons). Why is the term "freedom of speech" so misunderstood?
