Roosevelt Island Tram Spotted Stuck Over East River This Morning - Not To Worry, Operator Leitner Poma Conducting Tram Rescue & Evacuation Crew Training Drill

A tipster shared this photo and reported this morning:

The tram has stopped over the river.

Any idea what us happening? It has not moved for 30 minutes and there are people on board. They could be testing something or it could be stuck.
and:
There were passengers on it and eventually it returned to the Roosevelt Island side but very slowly. It is now hanging in the middle of the east river passenger less.
I asked Roosevelt Island Operating Corp (RIOC) Acting President Susan Rosenthal and Tram operator Leitner Poma representative Armando Cordova if there were any problems with the Tram this morning. Mr. Cordova replied:
Early this morning we were conducting the tram rescue and evacuation practice drill. The drill was successfully completed without incidents to report.

We try to recreate a real life situation for our tram crew training purposes.
