Arrested - Roosevelt Island Resident Surrenders To NYPD 114 Precinct Early This Morning And Admits Firing Gunshots At Upper East Side Building From Waterfront Promenade

According to the Roosevelt Island Operating Corp (RIOC):

NYPD and PSD Chief Jack McManus announced early Friday morning that 22-year-old Roosevelt Island resident Farris Koroma surrendered to authorities at the 114th Precinct in Astoria. He admitted to being the suspect wanted in last week's random shootings at a Manhattan luxury high-rise apartment building. He was charged with reckless endangerment, possession of a weapon and criminal mischief.
