I am very pissed at being removed earlier this morning by MTA Press Office from meeting on finding temporary solution to alleviating the anticipated overcrowding on the Roosevelt Island F Train service during &lt;a href="http://rooseveltislander.blogspot.com/search/label/Tram%20Outage"&gt;2010 Tram outage&lt;/a&gt; despite being invited to attend by a &lt;a href="http://www.rioc.com/"&gt;Roosevelt Island Operating Corp&lt;/a&gt; (RIOC) Director, the Roosevelt Island Residents Association (RIRA) President and with the knowledge of &lt;a href="http://www.micahkellner.net/"&gt;Assembly Member Micah Kellner's &lt;/a&gt;office who convened the meeting. I also got soaking wet walking in the poring rain to MTA Headquarters for this meeting which did not help.&lt;br /&gt;&lt;br /&gt;MTA press people present removed me and the &lt;a href="http://nyc10044.com/"&gt;Main Street WIRE editor&lt;/a&gt; from meeting claiming that MTA could not speak openly or frankly about this subject with us in the room.&lt;br /&gt;&lt;br /&gt;Unbelievable, how absurd and incompetent can the MTA be?&lt;br /&gt;&lt;br /&gt;What happened to new MTA Chairman Jay Walder's policy of openness and transparency. According to the&lt;a href="http://cityroom.blogs.nytimes.com/2009/09/08/incoming-mta-chief-offers-few-specifics/?scp=1&amp;amp;sq=walder%20mta%20transparency&amp;amp;st=cse"&gt; NY Times&lt;/a&gt;, Mr. Walder testified at a public hearing that:&lt;blockquote&gt; ...he hoped to encourage “a new communications strategy with the communities we serve” and to make public information about the system more “comprehensive and comprehensible.”...&lt;/blockquote&gt;and:&lt;blockquote&gt;“We need to address the issues of credibility, accountability and transparency,” Mr. Walder said when asked about his goals upon starting his job. “I’m sure we can all agree on that.”&lt;/blockquote&gt;Apparently, based upon today's actions,  nobody else but Chairman Walder believe in credibility, accountability and transparency at the MTA. It is simply ridiculous to bar a citizen journalist/blogger from such a meeting when any of the other participants present at the meeting could just as easily blog about what occurred as I can.&lt;br /&gt;&lt;br /&gt;Since I don't yet know what happened during the meeting, here is a summary of what RIRA is proposing for temporary Roosevelt Island subway service during the Tram outage scheduled to start in March 2010.&lt;br /&gt;&lt;blockquote&gt; - We are requesting 4-5 trains, one every half hour, in the morning rush between 6:30-9:00.  For example, the schedule might be 6:50, 7:20, 7:50, 8:20, 8:50 -- the exact times are to be refined later.&lt;br /&gt;&lt;br /&gt;- The Special-Q service will take an uptown Q train from the 57St-7Ave terminus and send it outbound via 63St tracks to 21St-Queenbridge.  Once there, the train will "turnaround" on the Queens-bound track (motorman switches to West end of train) and await a Manhattan-bound F train to pass on the Manhattan-bound tracks.  After the F train passes, the Q train will switch tracks and follow to the F train.  Once the Q train arrives at Roosevelt Island, the doors will open on the empty train and passengers will board quickly.  The Q train will continue on 63St tracks (stopping at 63St-Lex) and continue down 7Av and Bway on the normal Q train service.&lt;br /&gt;&lt;br /&gt;- These additional Q trains will *NOT* add load to the 63St connector interlock (in Long Island City) nor the Rockefeller Center interlock, i.e., we are avoiding two congestion points.&lt;br /&gt;&lt;br /&gt;- For Roosevelt Island commuters, they can transfer at 63St-Lex, continue on 7Av-Bway (a block away from the F train route), or transfer at Herald Square to the F train.&lt;br /&gt;&lt;br /&gt;- The extra service is only for the morning rush.  No additional evening trains are requested.&lt;br /&gt;&lt;br /&gt;- Has this kind of cross-track routing been done before?  Yes, the MTA did this in Herald Square on the 6Ave lines while providing several temporary train services over the years. Reporter stated the smoke alarm battery went bad all was in order.&lt;br /&gt;&lt;br /&gt;Aided - Aided walked into PSD and stated she fell by the subway and hurt her right knee and shoulder . Aided refused EMS.Sidewalk was checked no damage was found&lt;br /&gt;sidewalk was leveled.&lt;br /&gt;&lt;br /&gt;Suspicious Activity - Tenant reported two suspicious persons filming Con ED power plant. FDNY on scene corrected condition.&lt;br /&gt;&lt;br /&gt;Aided - PSD responded to apartment for a female tenant on a wheelchair being disabled. Home attendant refused to help until an officer on scene. EMS Refused.&lt;br /&gt;&lt;br /&gt;Aided - PSD Officer and NYPD responded to a male tenant who fell from his wheelchair. EMS on scene helped tenant back onto his chair. No hospital transport required.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;11/28/09-7:00 AM to 11/29/09-7:00 AM&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;Aided- An ill person was taken to the hospital by EMS.&lt;br /&gt;&lt;br /&gt;Harassment- A report of harassment by a Central Parking employee who allegedly scratched a parked vehicle.   No witnesses.  NYPD refused.&lt;br /&gt;&lt;br /&gt;Lost Property- A wallet.  An Island youth found the wallet.  It was returned to the owner.&lt;br /&gt;&lt;br /&gt;Petit Larceny- A G.P.S. was taken from a parked vehicle.  Victim stated he may have left the vehicle unsecured.  NYPD refused at this time.  Incident to be reported to NYPD C POP at a later date.&lt;br /&gt;&lt;br /&gt;Unlicenced Operator- Subject committed a moving violation and was stopped by PSD.  Upon investigation it was determined that he was an unlicenced  operator.  Subject was arrested by PSD.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;11/29/09-7:00 AM to 11/30/09-&amp;amp;:00 AM&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;Towed Vehicle- A vehicle parked on the sidewalk over 1 ½ hour was towed&lt;br /&gt;by PSD.&lt;br /&gt;&lt;br /&gt;Investigation- NYPD conducting an investigation on an incident off island.&lt;br /&gt;&lt;br /&gt;Aided- Female in apt slipped from her wheelchair.  EMS responded and transported her to the hospital.&lt;br /&gt;&lt;br /&gt;Domestic Dispute- Between a Foster Mother and 2 foster youths.  PSD and NYPD responded.  NYPD filed a report.  Youths left apt.  Foster mother will notify the agency.&lt;br /&gt;&lt;br /&gt;Criminal Mischief- A garbage can was set on fire by a group of youths. PSD responded and extinguished it.  Search conducted for the youths with negative results.  No damage to the garbage can.&lt;br /&gt;&lt;br /&gt;Graffiti- On a pillar rear of 540 Main Street.  Search made with&lt;br /&gt;negative results.  UA notified.  NYPD refused.&lt;br /&gt;&lt;br /&gt;Aided- PSD, NYPD and UA responded to an apt for a possible aided.  Upon arrival tenant was in apt and fine.  He stated he did not call 911.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;0700hrs November 30, 2009 through 0700hrs December 1st, 2009&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;Harassment (off island) - Female was being harassed by the wife of an ex-male friend. NYPD was refused female has order of protection against the ex-male friend and will advise courts of the incident with his wife.&lt;br /&gt;&lt;br /&gt;Aided- Male complaining of pain.  EMS called and male transported to the hospital.&lt;br /&gt;&lt;br /&gt;Fire- Smoke and flames coming from the apt window. PSD units respond, tenants in apt and entire floor is evacuated. FDNY on scene and fire was extinguished. No injuries reported.&lt;br /&gt;&lt;br /&gt;Aided- Male fell out of his wheelchair and hit his table.  EMS responds and male is transported to hospital.&lt;br /&gt;&lt;br /&gt;Verbal Dispute- Between two tenants.  NYPD refused. Matter referred to housing management office.&lt;br /&gt;&lt;br /&gt;Aided (EDP)- Male youth acting irrational and disorderly with foster parents, also refused to take his medication. EMS and NYPD respond, aided is transported to hospital.&lt;br /&gt;&lt;br /&gt;Aided EDP)- Male youth behaving irrational with his guardian. EMS responds and requests NYPD for youth to be transported to the hospital&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;12/1/09-7:00 AM to 12/2/09-7:00 AM&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;Aided- Female fell outside of a building.  She refused EMS.  PSD escorted her to her residence.&lt;br /&gt;&lt;br /&gt;Smoke Condition- Burnt food at the Day Care center.  No inuries and no property damage.  FDNY responded and corrected the condition.&lt;br /&gt;&lt;br /&gt;Graffiti- In the hallway of a building.  Search conducted with negative results.  UA Super notified. Occurred in March and ceased when called back.  But it has resumed since Sept 2009 to the present.  Reporter to call the club and advise if it doesn't cease she will have her attorney notified.&lt;br /&gt;&lt;br /&gt;Verbal Dispute- Between 2 Goldwater Hospital patients.  No injuries.  Argument ceased and they departed separately.  NYPD refused.&lt;br /&gt;&lt;br /&gt;Investigation- Tenant reported a odor possibly Marijuana.  PSD responded and searched the hallway and the stairwells with negative results.  Odor coming from a bathroom vent. PSD Caution taped area advised Merchant to contact City Gate to have condition corrected.&lt;br /&gt;&lt;br /&gt;Trespass - Five subjects caught inside eastwood stairwell with illegal substances. PSD and UA responded and detected no odor of Gas.&lt;br /&gt;&lt;br /&gt;Graffiti- On an apt door.   UA notified.   Search for the subject yielded negative results.  NYPD refused.&lt;br /&gt;&lt;br /&gt;Investigation/Follow Up- NYPD requested information on an incident previously reported pertaining to a tenant who was followed to her apt.&lt;br /&gt;&lt;br /&gt;Trespass- 9 youths locked the East Wood laundry room and would not open the door.  PSD responded.  Parents were notified and picked up the youths.  No damage to property.  No injuries.&lt;br /&gt;&lt;br /&gt;Vehicle Accident- Between a vehicle and PSD vehicle.  No injuries. Motorist did not have a driver's license in his possession. Motorist left driver's license at home.  Father of motorist/licenced retrieved the vehicle. PSD and NYPD conducted a search with negative results on 12/7/09.  Flyers were distributed on the island.  On 12/8/09 the missing was found in Queens and taken to the hospital.  Husband saw the news story and went to the hospital to get his wife per NYPD.&lt;br /&gt;&lt;br /&gt;Lost Property- A wallet at a hospital where Island resident works at (off Island).  PSD report filed.&lt;br /&gt;&lt;br /&gt;Petit Larceny/Possession of Stolen Property- Subject stole 2 cases of beer and walked out of Gristedes Supermarket without making payment.  PSD responded and arrested the subject.  Subject also had marijuana in his possession.&lt;br /&gt;&lt;br /&gt;Vehicle Accident-Between a private Sanatation Truck and a private vehicle.  Passenger of vehicle opened door without looking  and truck struck door of vehicle.  EMS and NYPD refused.  Parties also refused personal information. The point of my post was more about the effective monitoring of RIOC staff by the RIOC Board members present at the Real Estate Committee meeting than the Dog Run itself. &lt;a href="http://rooseveltislander.blogspot.com/2009/12/no-dog-run-for-roosevelt-islands.html"&gt;I wrote&lt;/a&gt;:&lt;br /&gt;&lt;blockquote&gt;... This incident is a small but telling example of the importance of having Roosevelt Island residents on the RIOC Board who are knowledgeable and caring enough to effectively monitor the actions and decisions of RIOC staff as it pertains to the quality of life here on Roosevelt Island. In the past, the RIOC Board would probably have accepted Ms Abramson's statement regarding the dog run as fact and moved on to another matter. THOSE DAYS HAVE CHANGED!...&lt;/blockquote&gt;The next day Mr. Shane emailed:&lt;blockquote&gt;In fact, while Mr. Leitner opined that there was no obligation for the dog run in the Southtown Development Agreement, as confirmed by the Southtown Developer, Mr. Kraut, then and now a RIOC Board member, offered the statement from his memory that the dog run was put in at the instance of the then Northtown residents, by and through RIOC, as the Northtown residents didn't want those future Southtown dogs running around and messing up the Island. So, the Developer agreed to do so in the spot now occupied by the dog run. With the advent of the new buildings, at some future date, the dog run will be relocated to a mutually agreeable location with Riverwalk and  RIOC. No sinister plot by RIOC or grand victory for the self-styled oppressed residents. It is to be noted that many NYC parks do have dog runs, as canine owners are viewed as citizens also.&lt;/blockquote&gt;Later that day Ms Abramson emailed: &lt;blockquote&gt;Obviously you missed the point.  Come in and I will show you the documentation that indicated the Blackwell park location for the dog run.  The Blackwell park location for the dog run became a moot issue when RIOC persuaded the developer to build it elsewhere.  Also, there was never a contention that RIOC had an obligation to rebuild the tot lot, so what was your point?  It's always been clearly the developer's obligation and we never contended otherwise.&lt;br /&gt;&lt;br /&gt;I think it would be helpful to you to come in and review the background so you have some context for what you write.&lt;/blockquote&gt;I replied to Ms. Abramson: &lt;blockquote&gt;Thank you for expressing your view on subject. I am always happy to correct any mistakes, errors or omissions that appear on the Roosevelt Islander blog.&lt;br /&gt;&lt;br /&gt;However, in regard to your comment concerning this &lt;a href="http://rooseveltislander.blogspot.com/2009/12/no-dog-run-for-roosevelt-islands.html" target="_blank"&gt;post about the Dog Run at  Blackwell Park&lt;/a&gt;, I did not miss your point, obvious or otherwise.&lt;br /&gt;&lt;br /&gt;As you know, during the November RIOC Real Estate Committee meeting you clearly and adamantly insisted that under the Southtown Development Agreement, RIOC was under a legal obligation to allow a dog run to be built in Blackwell Park. Had the RIOC Directors present at this meeting not insisted that RIOC General Counsel Ken Leitner examine the Agreement to confirm your statement the understanding would have persisted that the Riverwalk Developer had the contractual right to install a dog run in Blackwell Park. We now know that is not the case. Whatever documentation you reference, other than the Southtown Development Agreement is clearly not controlling.&lt;br /&gt;&lt;br /&gt;Your point regarding this being a moot issue because RIOC had already persuaded the Riverwalk developer to put the dog run elsewhere is confusing. When did this occur - if before the November Real Estate Committee meeting why did you insist that RIOC had the legal obligation to build the dog run at Blackwell Park? If after the November meeting why did RIOC have to persuade the Riverwalk developer not to do build the dog run at Blackwell Park when the developer had no such right to begin with? What am I missing here?&lt;br /&gt;&lt;br /&gt;As to my mention of the tot lot, it was only included in the post because Mr. Leitner mentioned it in his discussion. No other point was intended or made.&lt;br /&gt;&lt;br /&gt;As always, I am happy to include yours and any other member of RIOC's staff perspective in any material published on Roosevelt Islander blog so that the full context of a story is presented. I always endeavor to be fair though at times I may fall short. When that is pointed out to me I will make any correction.&lt;/blockquote&gt;Ms. Abramson replied: &lt;blockquote&gt;The dog run was agreed by developer not to be in Blackwell park long before Nov.  meeting at my insistence, which is why it was moot and not pursued with legal. That it's legality was subsequently raised with legal had no consequence as it wasn't going there anyway. Come in and I'll show you documentation.&lt;br /&gt;&lt;br /&gt;The fact that I didn't comment further at the ops meeting is because it has been moot for a long time and I didn't think any more time spent on a non event would be profitable.  There's lots of stuff I didn't comment on including whether the sky was falling. Only Orwell would draw implications from that.&lt;br /&gt;&lt;/blockquote&gt;I replied to Mr. Shane's message:&lt;br /&gt;&lt;blockquote&gt;Thank you for your thoughts on this matter.&lt;br /&gt;&lt;br /&gt;My main point in this post was not whether or not a Southtown Dog Run is a good or bad idea. The main point was that RIOC's VP of Planning and Intergovernmental Affairs provided incorrect information to RIOC Board members on this subject during the November Real Estate Committee meeting but that in this case was challenged by resident RIOC Board members to demonstrate the validity of her statement and it was subsequently determined to be inaccurate by RIOC General Counsel Lietner.&lt;br /&gt;&lt;br /&gt;As you know, Rosina adamantly insisted at this meeting that a Blackwell Park dog run was a part of the Southtown Development Agreement and you agreed with her as well. ( See &lt;a href="http://www.rioc.com/webmeeting.htm" target="_blank"&gt;RIOC webcast of meeting&lt;/a&gt; at approx 1 hour 18 minute mark forward) that RIOC was obligated to put a Dog Run in Blackwell Park. In the past, the RIOC Board would have accepted Rosina's statement, and your agreement with that statement as true, and moved on to another matter. That did not happen this time and was the point of the post - not the adviseablilty of a Southtown Dog run.&lt;br /&gt;&lt;br /&gt;Also, in subsequent email messages between Rosina and myself following the publication of this post, in which you were copied, Rosina explains that she persuaded the Riverwalk Developers not to place a dog run in Blackwell Park long before the November Real Estate Committee meeting. But if that was the case why did she state to the RIOC Board Directors during that meeting that RIOC was obligated to put a dog run in Blackwell Park? Further, why did she think she needed to persuade the Developer to forgo building a dog run in Blackwell Park that the Developer had no right to build in the first place as stated by Mr. Leitner?&lt;br /&gt;&lt;br /&gt;In regard to the Dog run, your statement that the dog run is for the benefit of Northtown residents is incomplete at best since you and Rosina both indicated at the Real Estate Meeting that it is a marketing gimmick for the Riverwalk Developer so that he may attract more dog owners to his buildings and Roosevelt Island.&lt;br /&gt;&lt;br /&gt;I was not imputing any "sinister plot by RIOC" just reporting what happened and approving of the RIOC Directors actions in this matter.&lt;/blockquote&gt;Finally, Mr. Shane gets the last word - maybe: &lt;blockquote&gt;Having dogs was and is a marketing matter for Riverwalk. The dog run was originally pushed by the other Island residents. See David Kraut's recollection.Now having been promised a dog run in the marketing materials, the Riverwalk folks of course view it as their prerogative.&lt;br /&gt;I was relying on the map produced by Rosina showing the dog run location. Let us not continue to flay this horse, now dead. The purpose of the community planning exercise is not to impose anyone's will, but to reach consensus. Delighted that the issue, now raised, has been satisfactorily resolved to everyone's satisfaction. A missing elderly Roosevelt Island woman was found at a Queens Hospital by her family after the NYPD spotted her wandering around Main Street and Roosevelt Avenue in Flushing. According to today's Roosevelt Island Public Safety Report: &lt;blockquote&gt;Missing Person- An elderly female was missing. PSD and NYPD conducted a search with negative results on 12/7/09. Flyers were distributed on the island. On 12/8/09 the missing was found in Queens and taken to the hospital. A similar water crossing journey may have been accomplished to Roosevelt Island not by a deer but by an African Gray Parrot last seen by it's owner last October on Manhattan's East Side.&lt;br /&gt;&lt;br /&gt;I noticed several flyers placed around Roosevelt Island last night by the owner of a missing African Gray Parrot seeking help in finding the pet. According to the flyer:&lt;blockquote&gt;Please help me find my lost African Gray Parrot, Zoe. There was a handwritten sign saying no subway service to Manhattan.&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size:10;"&gt; &lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size:10;"&gt;The father replied, "Good thing we came right to the tram, because we might not have made it," gesturing to the three year old boy with him and his son.&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size:10;"&gt; &lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size:10;"&gt;When the tram conductor, Greg, got to the tram and closed the doors, the boy asked, "Did you know there was no subway today?"&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size:10;"&gt; &lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size:10;"&gt;"No, I did not," said Greg, with a note of surprise in his voice.&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size:10;"&gt; &lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size:10;"&gt;When a six-year old boy has to tell the tram conductor there is no subway service, then the residents are in BIG trouble.&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size:10;"&gt; &lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size:10;"&gt;RIOC should have someone CALL THE MTA EACH FRIDAY and confirm whether or not there is subway service on the F line and NOTIFY the residents when there is a change in service. &lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size:10;"&gt; &lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size:10;"&gt;I understand that RIOC is happy to receive the increased revenues resulting from the MTA's suspension of subway service for repairs. But their poor communications with Island residents is inexcusable.&lt;/span&gt;&lt;/p&gt;&lt;/blockquote&gt;&lt;p class="MsoNormal"&gt;&lt;span style=";font-size:10;color:black;"  &gt;&lt;/span&gt;&lt;/p&gt;To be fair to RIOC, they usually publish an &lt;a href="http://www.rioc.com/advisorybody.htm"&gt;advisory&lt;/a&gt; on their web site when there is going to be a F Train Subway service disruption although I am not sure if they did so this weekend. Also the &lt;a href="http://tripplanner.mta.info/NewTP/serviceAdvisories/ServiceAdvisoryAll.aspx"&gt;MTA&lt;/a&gt; has a service advisory web site as well. Be prepared for crowded Trams going into Manhattan.&lt;br /&gt;&lt;br /&gt;F train Subway service, or lack thereof, has long been a huge problem for some Roosevelt Island residents and may now start impacting the decisions of those potential new residents as to whether or not to live here. An example is this recent message from a reader:&lt;blockquote&gt; I'm looking at Roosevelt Island as a possible location to rent. Is the tram outage a serious problem for current potential residents or mostly just a hassle for those who normally use the tram to get to the upper east side as part of their regular commute? I would be taking the F train either way. I spoke to a leasing agent who basically glossed over the problem, but I'm not sure if their view is trustworthy. Some further insight would be much appreciated.&lt;br /&gt;&lt;/blockquote&gt;I replied: &lt;blockquote&gt;The tram is scheduled to go out of service in March 2010 for what is said to be a 6 month time period. The fear of some residents is that it will take longer than 6 months but of course there is no way of knowing. Also, the work replacing the tram has been postponed 2 or 3 times already in the last year.&lt;br /&gt;&lt;br /&gt;If the tram does go out of service there is a real concern among some residents that the rush hour commute (7:30 AM - approx 9 AM) from Roosevelt Island to Manhattan will be very overcrowded. At present, there are times during rush hours when Roosevelt Island subway riders have to let one or two trains pass without getting on because of overcrowding from Queens. In June 2008, the Tram was out of service for about 10 days. There were no significant problems reported with F subway service during that time. However, since that time there have been 2 new buildings constructed and the residents from these building will certainly add some additional crowding to the F Train.&lt;br /&gt;&lt;br /&gt;In my opinion, whether the additional subway overcrowding caused from the Tram outage is merely a hassle or something more significant depends upon what you are used to. I used to live on the UES and took the 4,5,6 trains at Lex/86th street. Now that was an overcrowded train station. The L at Bedford is overcrowded. For me, the F is not and probably will not be terribly overcrowded during rush hours when the Tram goes out of service. Others may and do feel differently.&lt;br /&gt;&lt;br /&gt;Another problem though is that on occasional weekends, there are subway disruptions of F train service in one direction or the other. If that happens during the tram outage, weekend travel from and to Roosevelt Island will be a real pain.&lt;/blockquote&gt;The reader decided to look elsewhere: &lt;blockquote&gt;Thanks, I've decided to continue hunting. Luckily in this market the options are plenty.&lt;br /&gt;&lt;br /&gt;I can see the transit issue on weekends being a pain. If there were more shops on the island it might make for a better situation. That being said, I can see it as a great place to escape the city. Without going too far away.&lt;/blockquote&gt;In regard to Roosevelt Island train service during the Tram outage, it was reported during the December RIRA meeting that a group of local elected representatives, RIOC staff and RIRA members will jointly meet with MTA engineers next week to try and find a way to bring additional subway service to Roosevelt Island during the Tram outage for the 2 hour morning rush hour commute. However, an information gathering meeting took place under the Chairmanship of RIOC Director David Kraut focusing on the status of the Blackwell Park Master Plan.&lt;br /&gt;&lt;br /&gt;As indicated in &lt;a href="http://rooseveltislander.blogspot.com/2009/12/will-dog-run-replace-basketball-court.html"&gt;post&lt;/a&gt; earlier this week:&lt;blockquote&gt; ... A new issue in the Blackwell Park Master Plan Redesign saga was raised by Ms. Abramson during &lt;a href="http://www.rioc.com/webmeeting.htm"&gt;November 20 RIOC Real Estate Development Committee meeting&lt;/a&gt;. Ms Abramson claimed that in addition to the Southtown Tot Lot being moved to Blackwell Park when construction of Riverwalk Buildings 7-9 commences, the Southtown Development Agreement requires RIOC to also move the Southtown Dog Run to Blackwell Park as well.&lt;br /&gt;&lt;br /&gt;Ms Abramson did not say what feature currently in Blackwell Park such as the Basketball Courts, Fountain, Lawn or trees would have to be removed to accommodate the dog run.&lt;br /&gt;&lt;br /&gt;The RIOC Directors present at the meeting (Kalkin, Polivoy and RIOC nominee Smith) were not pleased at the Dog Run news and were highly skeptical that this was part of the Agreement. They asked Ms. Abramson to show them where this provision compelling RIOC to install a Dog Run in Blackwell Park was in the Agreement. According to Mr. Leitner, after reviewing the Agreement he found no mention of a dog run in the Agreement and concluded that no such obligation existed. Ms Abramson did not say what the basis was for her earlier conclusion that there was such an obligation.&lt;br /&gt;&lt;br /&gt;Mr. Leitner also indicated that the Southtown Riverwalk Developers, not RIOC, were obligated to replace the current Southtown Tot Lot in Blackwell Park upon construction of Buildings 7-9 on the Queens side of East River.&lt;br /&gt;&lt;br /&gt;This incident is a small but telling example of the importance of having Roosevelt Island residents on the RIOC Board who are knowledgeable and caring enough to effectively monitor the actions and decisions of RIOC staff as it pertains to the quality of life here on Roosevelt Island. In the past, the RIOC Board would probably have accepted Ms Abramson's statement regarding the dog run as fact and moved on to another matter. THOSE DAYS HAVE CHANGED!&lt;br /&gt;&lt;br /&gt;It was also decided that the ad hoc Blackwell Park Task Force Committee, composed of Roosevelt Island residents, will be brought in under the authority of RIRA so that RIRA will continue to be the official voice of the community to RIOC. RIOC will move forward on the Blackwell Park Master Plan based upon the recomendations contained in the &lt;a href="http://rooseveltislander.blogspot.com/2009/11/keep-trees-lose-tram-parts-roosevelt.html"&gt;Blackwell Task Force November 6 &lt;/a&gt;letter to Ms. Abramson.&lt;blockquote&gt; November 6, 2009&lt;br /&gt;Dear Rosina,&lt;br /&gt;&lt;br /&gt;Since the Saturday Walk-through with Lee Weintraub, a Task Force Committee has met several times for many hours over the past two weeks to formulate a response to what was presented and provide feedback on our priorities. The committee has remarkable consensus on virtually all of the recommendations that are presented below.&lt;br /&gt;&lt;br /&gt;A) The committee is enthusiastic about the proposed placement and design of the new Tot Lot on the south side of the park. We feel strongly that the park should be a place for pure recreation and play and that it should not have a “science-theme”. We concluded that the best place for the future dismantled tram pieces is the glass enclosure of Motorgate, especially because of the need to continue protecting them from the effect of the elements and since Motorgate is a natural extension of the industrial art motif.&lt;br /&gt;&lt;br /&gt;The elements that we most appreciate are&lt;br /&gt;• The consolidation of facilities – so that caregivers can supervise kids of all ages&lt;br /&gt;• Well designed bench locations&lt;br /&gt;• Ambitiious sprinkler plan – we hope you splurge on this, should be great fun&lt;br /&gt;• Ample shade&lt;br /&gt;• Varied elevations&lt;br /&gt;&lt;br /&gt;B) The committee is unanimously opposed to relocating trees. Such relocation is costly and unsafe to the trees. This is not to say that we oppose moving one or two trees to fulfill a specific objective, but we believe that the wholesale relocation that was presented at the walk-through was very undesirable and unnecessary.&lt;br /&gt;&lt;br /&gt;C) The committee is also almost unanimously opposed to relocating the basketball courts. We are certain that the basketball courts’ present location is optimal. The 40 to 50 trees that ring them are appealing and block some of the view of the power plants. The courts should be resurfaced so that they drain properly and so that drains are not so prone to clogging by leaves and other debris.&lt;br /&gt;&lt;br /&gt;D) We applaud the plans to make the park entrance more appealing, and encourage bold efforts in this regard. We all agree that the green fence next to 504 - the former Lillies Blackwell School and the unused area that it encloses should be removed in favor of a more open southwest vista. Benches should be replaced with more appealing and durable ones – such as those in and around Octagon Park or LIC park in Queens below the Pepsi sign.&lt;br /&gt;&lt;br /&gt;At the entrance, we also encourage consideration of a pergola, arbor area, trellis or garden, to direct the attention of passersby to the direction of the park.&lt;br /&gt;&lt;br /&gt;E) The sloping lawn next to the Blackwell school already has a nice open feel to it, and will become larger once the area inside the fence is integrated into it. The grade extending to the river can be modified by terracing. Terrace walls can be used as natural bench backs.&lt;br /&gt;&lt;br /&gt;F) The former “Castle playground” should be considered as the locale for a fitness area for teens and adults.&lt;br /&gt;&lt;br /&gt;G) The western border overlooking both basketball courts should be wheelchair accessible. The area between the two courts (the red pergola) can be remodeled but should continue to provide ample seating.&lt;br /&gt;&lt;br /&gt;H) The ambience of the park would be enhanced with the addition of appropriate sculptures – perhaps in the area just south of the Blackwell House back deck.&lt;br /&gt;&lt;br /&gt;I) Park lighting needs to be upgraded, both at the basketball courts and along the paths and playgrounds, and by any sculptures. Improved lighting around Blackwell House has already made it more attractive at night and has reduced the risk of vandalism.&lt;br /&gt;&lt;br /&gt;J) The path of stairs leading from the courts to the back of Blackwell House is attractive and should remain. This area would benefit from a less cluttered appearance. Hedges should be trimmed back. Flowers or a garden should be considered if there is a suitable location either here, or at the Park entrance. All the walkways would be improved by use of wheelchair accessible brick or dense gravel material.&lt;br /&gt;&lt;br /&gt;K) The committee feels strongly that significant expenditure around the 504 building should be deferred until its final use is resolved. Clearly, requirements for this area will be different for a library, than it will for, say, a restaurant.&lt;br /&gt;&lt;br /&gt;L) The committee wants to see nearby bathroom facilities, but not in the park. Ideally, the new tenants for 504 Main Street or other nearby storefronts would offer facilities.&lt;br /&gt;&lt;br /&gt;M) The “Castle” had a quality about it that challenged imaginations and was beloved by generations of kids. We’d like to see something like it replace the play equipment currently in place, possibly a “cityscape” or some other equipment that lends itself to exploration the way the Castle did.&lt;br /&gt;&lt;br /&gt;N) Blackwell Park renovation needs to be considered in the context of the Island as a whole. While the Task Force, as per your request, has focused on Blackwell Park, the committee does not believe that it should take priority over other pressing issues such as the repair of rusted promenade railings or rehabilitation of the lighting and grounds at the pier south of the Meditation Steps.&lt;br /&gt;&lt;br /&gt;The committee extends a very warm invitation to you and Mr. Weintraub to discuss these recommendations any weekday evening or weekend at either the RIVAA gallery or Rivercross Community room.&lt;br /&gt;&lt;/blockquote&gt;The task force will have continued involvement throughout the project.&lt;br /&gt;&lt;br /&gt;RIOC Director Fay Christian remarked that she thought it unfair that Southtown residents had dogs while it was banned from most other parts of Roosevelt Island. We learned that the reason for this is not any policy enacted by RIOC but by the individual building owners who have incorporated "NO Dog Policy" in their leases. Approval of Agenda – Action tabled pending quorum&lt;br /&gt;2.     Treasurer’s Report: $_____ in Checking; $______ in LAF Total $_________.&lt;br /&gt;-    Inquiry by A. Hamburger regarding whether funds will be transferred to a local bank.  Treasurer states that this action was put-off due to a question regarding the Constitution.  This issue has been answered and there is no problem.  Funds will be transferred as soon as possible.&lt;br /&gt;-    President requests that the Treasurer investigate whether directors/officers insurance is necessary.&lt;br /&gt;3. Approval of 10/7/09 Minutes, Vote: Approved by Unanimous Consent&lt;br /&gt;7.    President’s Report&lt;br /&gt;-     Subway service.  A Meeting with the MTA will be held on 12/1/09.  The President plans to see the extent of how the MTA can accommodate the Island’s changing needs.  If they do not respond we will “push the button”.  The President asks residents to call our elected representative because they track the number of calls, which will make the difference when considering the weight of their constituents.  In the past, the MTA has dismissed our suggestions and such increased the weight will put more pressure on MTA to make a change. We may need to be prepared at the next meeting with a quick response depending on the success of the 12/1/09 MTA meeting.&lt;br /&gt;- Blackwell park:  The President briefly commented on the innovation of watching a group collaborate and come to consensus.  The whole island has its act together on this issue and working well.  President defers to M. Katz.&lt;br /&gt;- A cease and desist from department of public health has been issued against RISR.  A problem occurred stemming from the memorandum of understanding with RIOC and public safety.  They have failed to complete mandatory paperwork when they go on a call, comprising a record of the call and a necessary part of treatment.  While searching for these reports at public safety, the DPH observed a RISR vehicle, registered as an ambulance, but a private vehicle. Furthermore, despite the requirement that Mike Acevedo, the head of the organization must be an EMT, he is not.&lt;br /&gt;8.    Committee Reports&lt;br /&gt;Housing Committee – J. Micheff &amp;amp; L. Strong-Shinozaki:&lt;br /&gt;-  Island House and Rivercross are inflicted with bed bugs.  The committee is considering a townhall on the issue, which would be previewed with a fact sheet to determine interest.&lt;br /&gt;&lt;br /&gt;Social, Cultural and Educational Services – N. Leopold:  No Report&lt;br /&gt;Island Services – A. Hamburger:  No Report&lt;br /&gt;Planning &amp;amp; Development Committee – M. Katz: Report Submitted&lt;br /&gt;Committee Motion:  The RIRA Common Council supports the presence of commuter ferry service on Roosevelt Island and urges the choice of a ferry docking site to best expedite the start of service and that could potentially be a permanent site.&lt;br /&gt;-    Discussion on the motion:  S. Marcus expresses questions regarding the language regarding a permanent site. I. Cruz-Perez inquires as to what potential sites are being considered.  M. Katz states that on the west channel, the only site that the Coast Guard will consider is the Octagon pier, but this pier is not yet equipped.  M. Katz further advises that Becker has spent hundreds of thousands of dollars to get approvals for this pier.  P. Bozzano-Barnes is hosting meeting on this issue and it is important that RIRA go on the record.    Thereafter, an off-topic discussion was held regarding the appropriate location for the ferry dock.&lt;br /&gt;-      Motion to Amend by striking the words “and that could be potentially be a permanent site.” Movant: A. Hamburger; Second by E. Polivy. Vote: 5 in favor; 11 against; 1 abstain  - Motion fails&lt;br /&gt;-    Motion to Amend by substituting the words “creation of a” for “presence” and change to read “potentially become a permanent service”.  Movant: J. Mincheff; second by P. Bozzano-Barnes – Vote:  Amendment passes by unanimous vote.&lt;br /&gt;Motion as Amended: The RIRA Common Council supports the creation of a commuter ferry service on Roosevelt Island and urges the choice of a ferry docking site to best expedite the start of service and that could potentially become a permanent service. Vote: 17 in favor; no opposition – Motion approved by unanimous vote&lt;br /&gt;&lt;br /&gt;- Update regarding Blackwell park from S. Marcus.  The issue of public restrooms was tabled with general consensus that the location should be off site.  Consensus also reached that there is no need to move basketball courts to create open space as open space already exists.  The group largely opposed moving trees, especially considering the cost of $25,000 per tree to do so. J. Terranella inquires of the tight deadline discussed at our last meeting.  The President advises that the October taskforce meeting was cancelled and that it appears this strategy failed and RIOC has allowed the residents to move the process along. Per S. Marcus, no RIRA action is yet required, but possibly depending on how the cooperation continues.  A. Hamburger notes that Rosina has asked the Riverwalk Management to provide a representative to the taskforce.  S. Marcus believes this is her attempt to undermine the newly formed committee and control the process despite the newly formed collaborative group.&lt;br /&gt;&lt;br /&gt;Communications – E. Erickson: No Report&lt;br /&gt;&lt;br /&gt;Government Relations – M. Smith: No Report&lt;br /&gt;-  M. Katz has not yet received any response from Jose Serrano about RIOC appointments. He has now contacted Liz Kruger, state senator from across the river.  She responded and asked for name of appointments and what needs to be done.&lt;br /&gt;Public Safety– E.  Feeley: Report Submitted&lt;br /&gt;&lt;br /&gt;8.    Old Business&lt;br /&gt;Motion to Adopt Guidelines and Criteria for Evaluating Public Purpose Funds.  Movant: S. Marcus; second by S. Helstein&lt;br /&gt;-  Amendment to remove provision creating exception for discriminatory practices.  Movant: J. Mincheff; second by P. Bozzano-Barnes. New Business&lt;br /&gt;Question of whether to donate $275 towards Holiday lights.  A. Hamburger states that while he is usually in favor, there is not enough money this year. J. Marcus states that a door drop alone, if necessary would cost approximately $300 per building, but the President volunteers that he would fund a door drop personally.  M. Polivy:&lt;br /&gt;Whereas the Roosevelt Island Residents Association represents a community of approximately 12,000 people;&lt;br /&gt;Whereas we enjoy having clean unfiltered tap water from the New York City watershed in upstate NY;&lt;br /&gt;Whereas Hydrolic Fracturing has a history of contaminating aquifers;&lt;br /&gt;Whereas our water supply is too important to gamble;&lt;br /&gt;THEREFORE, BE IT RESOLVED that RIRA joins the “Kill the Drill Coalition” in supporting an immediate ban on gas drilling within and without the New York City watershed.&lt;br /&gt;-  Presentation by sponsor:  Gas companies are buying drilling rights in out watershed.  The NYC watershed overlays a natural gas source.  There has been significant pressure on farmers upstate to sell the rights to their land.   To access the natural gas, a company drills 6 miles under ground, then laterally in order to shoot high pressure water, which cracks the shale providing access to the gas.  The gas is poisonous and the water is proprietarily protected so we do not know what they are putting into the system.  Community Board 8 took decided to wait on forming a position until DEC made final determination.  DEC has now determined that there is no danger and drilling is ok. These include:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;&lt;p style="margin: 0pt;"&gt;&lt;span style="font-family:Helvetica;"&gt;&lt;span style="font-size:100%;"&gt;º  Parking on the east road along &lt;/span&gt;&lt;/span&gt;&lt;span style="font-family:Helvetica;"&gt;&lt;span style="font-size:100%;"&gt;Goldwater&lt;/span&gt;&lt;/span&gt; &lt;span style="font-family:Helvetica;"&gt;&lt;span style="font-size:100%;"&gt;Hospital&lt;/span&gt;&lt;/span&gt;&lt;span style="font-family:Helvetica;"&gt;&lt;span style="font-size:100%;"&gt;, where currently “No Parking” signs are posted:  We understand that these signs were to be removed (no one seems to know why they were installed in the first place). However, so far, the signs are still there preventing RI residents from using this road for legitimate parking.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;&lt;p style="margin: 0pt;"&gt;&lt;span style="font-family:Helvetica;"&gt;&lt;span style="font-size:100%;"&gt;º  Short term parking on &lt;/span&gt;&lt;/span&gt;&lt;span style="font-family:Helvetica;"&gt;&lt;span style="font-size:100%;"&gt;Main St.&lt;/span&gt;&lt;/span&gt;&lt;span style="font-family:Helvetica;"&gt;&lt;span style="font-size:100%;"&gt;:  Metered parking on &lt;/span&gt;&lt;/span&gt;&lt;span style="font-family:Helvetica;"&gt;&lt;span style="font-size:100%;"&gt;Main St.&lt;/span&gt;&lt;/span&gt;&lt;span style="font-family:Helvetica;"&gt;&lt;span style="font-size:100%;"&gt; is a mix of long-term parking, 2 hours max, and short term parking, 40 minutes max. The short term parking is primarily for people who need to unload or load their cars or go to one of the stores for a quick purchase. The ISC suggests that the short term parking time be reduced to 20 minutes max, so there will be more turn-over of these spots for greater use to meet residents needs. This could help eliminate the frequent double-parking on &lt;/span&gt;&lt;/span&gt;&lt;span style="font-family:Helvetica;"&gt;&lt;span style="font-size:100%;"&gt;Main St.&lt;/span&gt;&lt;/span&gt;&lt;span style="font-family:Helvetica;"&gt;&lt;span style="font-size:100%;"&gt; by people unloading/loading their car. Others say no way. ISC will attempt to resolve this issue with RIOC.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;&lt;p style="margin: 0pt;"&gt;&lt;span style="font-family:Helvetica;"&gt;&lt;span style="font-size:100%;"&gt;º Ticketing:   Public Safety continues to be lax in ticketing overdue cars and inappropriate cars throughout RI. We need to press them to aggressively penalizing and/or removing these cars from our roads.  &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;&lt;p style="margin: 0pt;"&gt;&lt;span style="font-family:Helvetica;"&gt;&lt;span style="font-size:100%;"&gt; &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;&lt;p style="margin: 0pt;"&gt;&lt;span style="font-family:Helvetica;"&gt;&lt;u&gt;&lt;span style="font-size:100%;"&gt;Transportation&lt;/span&gt;&lt;/u&gt;&lt;/span&gt;&lt;/p&gt;&lt;p style="margin: 0pt;"&gt;&lt;span style="font-family:Helvetica;"&gt;&lt;span style="font-size:100%;"&gt;ISC is following the various transportation issues – F train, tram, ferry:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;&lt;p style="margin: 0pt;"&gt;&lt;span style="font-family:Helvetica;"&gt;&lt;span style="font-size:100%;"&gt;The  recent MTA -  F Train report hints at a numbers of ways to increase the capacity of this subway. We need to press them on this.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;&lt;p style="margin: 0pt;"&gt;&lt;span style="font-family:Helvetica;"&gt;&lt;span style="font-size:100%;"&gt;Meanwhile, the frequent outage of the public address system at the RI station has be&lt;/span&gt;&lt;/span&gt;&lt;span style="font-family:Helvetica;"&gt;&lt;span style="font-size:100%;"&gt;come&lt;/span&gt;&lt;/span&gt;&lt;span style="font-family:Helvetica;"&gt;&lt;span style="font-size:100%;"&gt; a new concern. First the system needs to be fixed so it’s reliable for informing passengers about serious delays, changes in operation and for emergencies. We have several suggestions to offer MTA on how to handle important an&lt;/span&gt;&lt;/span&gt;&lt;span style="font-family:Helvetica;"&gt;&lt;span style="font-size:100%;"&gt;nouncements when the P. A. syste&lt;/span&gt;&lt;/span&gt;&lt;span style="font-family:Helvetica;"&gt;&lt;span style="font-size:100%;"&gt;m is down.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;&lt;p style="margin: 0pt;"&gt;&lt;span style="font-family:Helvetica;"&gt;&lt;span style="font-size:100%;"&gt;Finally, there’s a safety issue on the walkway on the RI bridge. There is no protective railing on the traffic side of the &lt;/span&gt;&lt;/span&gt;&lt;span style="font-family:Helvetica;"&gt;&lt;span style="font-size:100%;"&gt;Queens&lt;/span&gt;&lt;/span&gt;&lt;span style="font-family:Helvetica;"&gt;&lt;span style="font-size:100%;"&gt; side portion of the bridge. Because two classes where merged, the 1s grade class grew to have 30 students in a room, that spend some of their morning routine sitting in a rug.  Because this class became so big, there where some kids that did not fit in the rug and had to sit in the floor.  Mainly thinking that winter is coming and the floor will get very cold, I brought this issue to the attention of Mr. Fox.  He does not have any ties or relation to the school, but immediately agreed to donate a rug from his rug business.  The rug was placed two weeks ago.  This is an example of how Roosevelt Islanders come to the help of others in the best way they can. They asked Ms. Abramson to show them where this provision compelling RIOC to install a Dog Run in Blackwell Park was in the Agreement. She was not able to do so at the meeting.&lt;br /&gt;&lt;br /&gt;Yesterday, I asked David Kramer, Principal at &lt;a href="http://www.hudsoninc.com/home.htm"&gt;Hudson Companies&lt;/a&gt;, developer of Roosevelt Island Riverwalk buildings (together with Related Companies): &lt;blockquote&gt;As you may know there has been quite alot of controversy on Roosevelt Island regarding RIOC's initial plan to re-make Blackwell Park. According to RIOC, the idea began because of the necessity to move the Southtown Tot lot from its current location if and when Riverwalk Building 7-9 start construction.&lt;br /&gt;&lt;br /&gt;As of now, the plan to alter &lt;a href="http://rooseveltislander.blogspot.com/2009/11/keep-trees-lose-tram-parts-roosevelt.html" target="_blank"&gt;Blackwell Park has been put on hold&lt;/a&gt; but a new issue was raised during the &lt;a href="http://www.rioc.com/webmeeting.htm" target="_blank"&gt;11/10 Real Estate Committee meeting&lt;/a&gt; (which primarily discussed Main Street Master Leaseholder Plan) when RIOC's Rosina Abramson claimed that under the Southtown Development agreement RIOC was required to also include the current Southtown Dog Run in a re-developed Blackwell Park when Riverwalk Buildings 7-9 start contruction. From your perspective is that true - Is there a legal obligation upon RIOC to place the current Dog Run in a new Blackwell Park once construction starts on the new buildings?&lt;br /&gt;&lt;br /&gt;If so, what current portion of Blackwell Park would be removed. Basketball Courts, Fountain, Trees, Lawn etc?&lt;br /&gt;&lt;br /&gt;In my opinion a dog run for Blackwell Park will  result in significant community opposition. I already see people, mostly from the new rental and condo building using adjacent Firemen's Field as a place to walk and let their dogs run unleashed.&lt;/blockquote&gt;Mr. Kramer replied: &lt;span style=";font-family:Arial;font-size:85%;color:navy;"   &gt;&lt;/span&gt;&lt;blockquote style="color: rgb(0, 0, 0);"&gt;&lt;span style=";font-family:Arial;font-size:85%;"  &gt;&lt;span style=";font-family:Arial;font-size:10;"  &gt;Why would anyone oppose a dog run? It was intended as a &lt;u&gt;concession&lt;/u&gt; to the anti-dog crowd by giving our canine friends a place to congregate. What am I missing? &lt;/span&gt;&lt;/span&gt;&lt;br /&gt;&lt;/blockquote&gt;I replied to Mr. Kramer: &lt;blockquote&gt;This is what you may be missing.&lt;br /&gt;&lt;br /&gt;If the current Southtown Dog run planned to be removed sometime in the future is placed in Blackwell Park that means something that is now there and enjoyed will be removed given Blackwell Park's limited size. Blackwell Park, given the current boundaries, is not large enough to add a dog run to it.&lt;br /&gt;&lt;br /&gt;So the opposition is about what will be taken out of the current Blackwell Park if a dog run is placed there? The Basketball Courts, Fountain, Lawn, Trees etc?&lt;br /&gt;&lt;br /&gt;Separate and apart from this objection is also the objection to dog owners who do not properly take care of their pets, not cleaning up after them and allowing the dogs to run unleased even though there is a dog run currently available to them.&lt;br /&gt;&lt;/blockquote&gt;Let's see what RIOC has to say about Blackwell Park conceptual plan at Wednesday's Operations Committee meeting. Please, do not let any children sing any songs anymore - at least let them practice until they have it down perfectly. It was so bad. Especially with the weather and standing in the Santa line waiting desperately with young kids for Santa to show up. That woman (I forgot her name) was okay.&lt;br /&gt;&lt;br /&gt;Also, getting to Santa was sheer chaos. People ignored the line and let children push forward especially during the performances. When Santa time came nobody cared to go back to the line as it was formed. It was mad house.&lt;br /&gt;&lt;br /&gt;This was our first tree lighting ceremony here on the island. I expected better.&lt;/blockquote&gt;Which drew this reader's response: &lt;blockquote&gt;Waaa, Waaa, Waaa !&lt;/blockquote&gt;Followed by: &lt;blockquote&gt;I would happily accept that "Waaa" comment but I did talk to a lot of people and they all agreed with me that night. Well, don't laugh but Roosevelt Island may be inching its way on that list as well with the introduction of a brand new Google Android Cell Phone Application for its residents.&lt;br /&gt;&lt;br /&gt;From Roosevelt Island resident &lt;a href="http://ribustracker.viniciusfortuna.com/"&gt;Vinicius Fortuna&lt;/a&gt;.&lt;blockquote&gt;I wrote you before about the &lt;a href="http://www.google.com/cse/home?cx=008073218349613559356:yhy8yv4aovg"&gt;"Roosevelt Island Search Engine"&lt;/a&gt;.&lt;br /&gt;Now I'm writing to let you know that I have recently launched the "Roosevelt Island Bus Tracker" for android phones. The idea is to track the red buses so you know whether you should wait or walk, and make your own predictions (since the ones from NextBus can be unreliable). Look for Numbers 5 and 6. The Nextbus system vendor has not been able to get the GPS transponders onto the new buses, so the reliability of Nextbus is temporarily up in the air.
