Roosevelt Island Tram South Cabin Operating At Half Capacity Advises RIOC - What Does That Mean?

Received the following advisory from Roosevelt Island Operating Corp (RIOC):

Please be advised that the South Tram cabin will be operating at a 50% capacity until further notice.

Yesterday at 7PM when I rode the South Tram cabin, It suddenly stopped just before the Roosevelt Island Station. Then the cabin was vigorously shaken for a few minutes. It was a very dangerous experience. I think something trouble happens on the South cabin.

Perhaps capacity as in half the trips? Otherwise I don't see a very accurate way to measure half the people/weight, heh.
