Roosevelt Island Resident Dies After Jumping Off Apartment Balcony At Manhattan Park's 10 River Road

Sad news to report. Earlier this afternoon,  I received this email:

 Just outside gristede's there's a dead body in the road and tons of police around (but no one directing traffic...
It was reported to me at the scene that at approximately 2 PM a Roosevelt Island resident living at 10 River Road jumped off the apartment balcony onto Main Street in front of Gristedes and the Motorgate ramp. The person died.

UPDATE 9 PM - I received several photos of the scene showing the covered dead body on Main Street. I took a photo of the scene this afternoon myself. Since the original post, I have been considering whether or not it would be appropriate to publish such photos.  I have decided to publish a photo taken at the scene showing the body underneath a tarp, because it illustrates the stark and horrific reality of today's tragic event without, in my opinion, violating the privacy of the deceased or his/her family.


UPDATE 9:35 PM - Roosevelt Island Public Safety Department Director Keith Guerra reports:
Unfortunately, our island lost a resident this afternoon.  A 21 year-old male fell to his death from his balcony at 10 River Road.  PSD received the call of a male lying in the street in front of the Gristedes turnaround, and at first it was believed that he may have been hit by a car.  Further investigation revealed that he was allegedly smoking Salvia and ran out onto the balcony and jumped.  EMS and NYPD were on scene immediately thereafter, and the male was pronounced DOA on the scene.  The investigation revealed that it was a suicide, and the body was removed by the NYC Coroner.  Bus traffic was suspended for several hours, as the area was cordened off as a Crime Scene.  Remaining traffic was diverted via the seawalls.

For those not familiar with Salvia, it's proper name is Savia Divinorum. The U.S. Drug Enforcement Agency (DEA) has listed Salvia as a “drug of concern.”  The DEA states that Salvia is a Mexican herb that can be smoked to “evoke hallucinogenic effects.”  Psychic effects include perceptions of bright lights, vivid colors and shapes, as well as body movements and body or object distortions.  The DEA also reports that other effects include uncontrolled laughter, overlapping realities, incoordination, dizziness and slurred speech.

UPDATE 8 PM -  WABC TV has a video interview with the deceased's sister and Daily Mail print interview with father.

Public Safety is inept! We came home at approx 4:00 to find the road to the Octagon blocked. When we asked for directions from public safety, they told us we could not go there. We explained that we had an infant and a dog in the car - and that we could not walk home in the pouring rain. His instructions: to park and wait it out. UNACCEPTABLE!!!!

What else was there to do? I asked them the same thing and they said they only had 4 officers working. They wouldnt allow me to go on any seawall, so it was a wait-out situation by the stop sign as well. I am not mad at them. I can understand that they have a tragedy to deal with.

It really is not about my day being inconvenienced, it is about Public Safety's continued inability to manage situations as they happen on the island. You cannot simply prevent and entire building from getting home.

Why didn't RIOC send out an email notice?

We waited for the bus at the subway for 20 minutes at 5:45 before we heard by word of mouth that Main St. was blocked for this.

You'd think in 3 1/2 hours, there would have been enough time for someone to send out an email notice...

Nothing on their facebook page, either...

This is a very sad event, I can understand why the road had to be blocked. But it would have been nice to have had some info about it...

affected by this tragedy.

The suicide rate here is no higher than other communities. The difference is that this is a COMMUNITY and we care about our neighbors.

At least public safety got extra officers to come in and make arrangements for vehicles to drive on the seawall to get to the north end of the island. good job for a bad day. Once they got more officers, they did a good job. THANK YOU FOR YOUR WORK.I didnt see any NYPD directing traffic or guiding residents. I got the cold shoulder from nypd and answers from PSD. I guess some islanders will never be happy.

Wow. You guys have absolutely no consideration. It's all about you, you, you, and you. There was a body in the middle of the road. There is nothing anybody can do about it. I am very sure the PSD is not allowed to move the body and had to wait for the NYPD to take over who in turn follows its own protocols. It's not a thing that can be done within in minutes.

This has nothing to do with RIOC or PSD. It's a tragedy and when such things happen you have to sit it out.

If Main St, which is the only street on RI, is closed down to traffic for any reason it is everyone's business. It's not about Octagon residents being inconvenienced. What if an Octagon resident had to get to their unit to inject insulin or some other medication. There is only 1 way to Octagon -- Main St -- so for our Island, with our limited access to buildings via Main St, I'm sorry but the protocol has to be modified. A body cannot be left in the middle of Main St for several hours. We are not in Manhattan or Queens where there is always some way around an obstacle. I support all the "complaining" posters in this thread and call on RIOC to work with PSD & NYPD to develop a RI-specific protocol so we can keep traffic flowing on Main St no matter what the circumstances.

Just came off the bridge and the street is still blocked. Could you imagine if this was the FDR or Henry Hudson Pkwy? Would that be acceptable if the FDR was blocked for 6 hours? You'd think Mr. Bloomberg would hear about it? Can you imagine? He'd not hear the end of it. So I'm not sure why on RI these things need to drag out. I'm sure most of the evidence is on the balcony and in the apt.

It was fixed, psd allowed residents to drive on the seawall, around the incident scene. I was allowed through and did not have a problem. Everyone was helpful and courteous eventhough they looked like wet squirells getting rained on and I wouldnt even stand out there in that wind and rain.

These comments are ridiculous! What is wrong with your two feet people? Walk! I walked from the Octagon to the train station in order to get to work on time. I walked right by the scene not knowing there was a body under the tarp.Im sitting here horrified to find out that was the crime scene, but sickened more by these inconsiderate comments. These are unfortunate circumstances, but there is a protocol which has to be followed. We all know that there is limited access already, considering it is AN ISLAND. Accidents and tragedies happen. Park your car at the main garage and walk. It is one day! Take a moment to appreciate life. All this bickering and complaining is what leads to such devastation. You should all be ashamed of yourselves.

The road is finally open. Almost seven hours after the incident happened...blessings for this family.

Next incident of closed roads, tram problems, subway problems etc...we really need a way to be aware of what is going around us. What about a text message from RIOC or PSD to "subscribe" residents?...or something like that...

PSD is NOT inept - they did exactly what they were supposed to do, help manage a potential crime scene.

WALK to the Octagon, or turn your car around and go for a drive or something. A 17 year old died, for goodness sake. The whole world does not revolve around you, your baby and your dog.

And no one prevented you or anyone else from getting to the Octagon- You just could not take your car. Boo-hoo, so terribly sad. Stop misrepresenting the situation and badmouthing PSD. 10044 is the safest zipcode in NY state!!

Condolences go out the the family of this tragic event. Don't concern yourselves with the SPOILED IDIOTS that live here. The resounding majority of us respect what happened and are sympathetic to your plight.

PSD , you did an excellent job! NYPD took over the scene, but nobody will complain about them. Keep your heads up high. Your work is valued here by the majority. Don't concern yourselves with the minority of folks who always complain.

Elle is right. If "the remaining traffic" was re-routed by the seawalls, why wasn't Elle permitted to drive north that way? Neighbors: In case you haven't noticed, RIOC/PSD is always "anonymously" posting on this blog to support what they do, especially when they screw up. It's a form of propaganda to make us all think everything is just fine. If it takes the combined PSD & NYPD 7 hours to remove a body from in front of Gristede's everything is not just fine. I am certain whenever there's a similar situation in any other borough, the PD or Coroner do not take 7 hours to complete a crime scene investigation. Also - the poster about the FDR drive is correct. If there was a car accident with fatalities as horrific as that might be, do you really think they'd close down the FDR drive for 7 hours for an investigation? I don't think so.

As a person in a family where someone saw the fall and called 911, I note that both PSD and NYPD were extremely organized and courteous. I was informed by an officer that the unfortunate delay in removing the body was linked to the demands on the Medical Examiner's office.

Ummm, yes they would if there was more investigating that needed to be done. Car accidents with fatalities usually shut a highway down (sometimes both directions) for 3-4 hours. When someone is flung off a building into the middle of a two-lane road, there's no way around it. An investigation needs to be done, and it takes a long time to do it.

They'd close the FDR for 3-4 hrs if there was a pile up for sure. It would take that long just to clear the wreckage. Let's keep these things in proportion. I'm sure the PSD and NYPD did a great job. Not complaining about them except their slowness in re-routing the traffic along the seawall. As it is RI, I'm sure the ME took their time with the investigation. It is very sad to hear about the 17 year old and the ME need to take the investigation seriously. In truth, I'm in shock that it is a 17 year old - I really thought this was a good neighborhood with huge community support. Where are family and friends when you need them? Truly sad.

I'm the poster from 9:30pm and am close to the family of the deceased. You are a shameful person with no clue as to what happens during these types of investigations. You must watch too much TV where the entire occurance goes from beginning to conviction in trial - in all of about an hour. Get a grip!

Public Safety did a terrible job handling this. They are not real police and once the NYPD arrived, the PSD should have done their jobs: directing traffic. And it wouldn't have hurt anyone if they took 10 minutes to print up a sign to post at the subway and tram to notify people that the road was closed, and that the red bus was not running. Or maybe just help one of the old ladies who had to walk home in the pouring rain.

WHEN WILL ROOSEVELT ISLAND HAVE A "NYPD" PRESENCE HERE?

Salvia may be " legal" right now, but since moving here 1 year ago I have seen, smelled and heard the kids smoking all kinds of things, by the Library, by the Trellis out side of Gristedes and along he sea wall on the side facing Queens....PSD is not a tough enough presence here, I have seen people buying and selling drugs in the middle of the day right out in front of the Library, right in front of the PSD office. What is wrong with this picture? This person lost their life, and I cannot help but feel if RI was a tougher and much more safter place when it comes to coming down on anyone smoking, selling, or even loitering in front of the apartments buildings during the day with the smell of pot or anything, then drugs would not be a common thing here.

there is 14,000 people on this island now, and the drug dealers are having a hay day here, they know PSD do not carry guns, and if it has not happened already, I predict more and more drug related deaths here....why do we not have a NYPD office here? PSD and NYPD could work together to make sure RI is drug free and the kids on the island could go out and play and not have someone offer them a joint or try to sell them drugs, even in the middle of the day!

Come on RIOC and people of RI, start speaking up against the drug dealers that come over to our home and think they can do what ever they want, maybe, just MAYBE if RI was not a playground for the druggies and their dealers, this person maybe still alive today.

I challenge RIOC and PSD to step up and find out all the details of this horrible tragedy and also to make sure that all of us on RI are safe from the criminals that love to come over and corrupt out youth with all kinds of temptations for a quick and cheap good time at all of out expense.

I think we need a better youth program as well here, Summer is coming and I just know the drug dealers are getting geered up to rush over here to make their deals, are we going to welcome them with open arms?

I am sorry to hear of someone dieing, and I do not think they will know what this person was smoking or imbibing in till they do complete testing...let us show NYC we are not going to tolerate drugs here any longer! Thanks for your ear, and God rest this pour child. Speak up people and take pictures of the drug dealers with your phones, we need to come together here!

To the commenter about drug dealing on RI. This incident has nothing to do with drug dealing on this island at all. Not sure why you are trying to use it for your own agenda. That said, do you know what else we could try instead of ramping up police presence? Work towards legalizing drug usage. No more guns and gangs needed anymore.

My wife and I were in NJ this weekend and on the way home I commented how (despite some complainers) life on RI is very good, and if we ever decide to live at our home in NJ full-time, I'd miss it.

I live in 10RR. A few months ago, there was a very strong smell of some drug which I thought might be marijuana. I was not sure what it was, but I reported it. It was so strong, that the smell came into our apartment and made us sick. I first reported it to the front desk, then Manhattan Park management, then to Public Safety, and then to NYPD. It was happening every day - mainly during the day. The first day I told them I could see someone on a balcony smoking. I did not know if the person on the balcony smoking had anything to do with the smell that was coming into our apartment because the smell was so strong that day. It smelled as if a group of people were smoking. This went on for a couple of hours a day for about three or four days. Public safety said they could not really do anything about it because they don’t have the authority but they would send a report to building management. NYPD could not do anything because I was not sure where the smell was coming from. The front desk made a report to building management. Building management sent a notice to the tenants about smoking in common areas. It is very interesting where this tragedy happened.

Public safety is already a police presence enough on the island, they do a good enough job, but lets get real. After all the blogs of guns and gang activity, would you go after these criminals with NO GUNS?. Totally absurd! RIOC need to wake up and open their eyes and realize this is not "London". I surely do not want NYPD on the Island as RIOC wont have a say on their performance or duties through the day. I am also sure that they would be miserable here. I do agree for a NYPD-like presence here by giving PSD more training and at least a gazer to go after these dealers and gang bangers in front of 2-4 river road.

So many things are off here...firstly he wasnt wearing shoes, his dad and sister were home with him. Not to say that he wasnt smoking anything in the presence of an adult but there was little to no proof of that, despite what people on other floors smell. He will be passed off as an addict when he was obviously troubled...as for Elle and the rest of the folks whom Sunday was ruined by this tragedy...move if you dont like the way things were handled. Your the same assholes on the red bus that feel as if they own the space and the same assholes who are so put out in a crowded subway elevator. The Island is still very much New York City despite youre best efforsts to ignore these facts. We have the lowest crime numbers in the city and our Public Saftey has a say in that. The NYPD was there and had they seen a different or better way to run things they would have. Your opinions are useless and you are reason people see the island as a miserable place to live...its not the lack of retail its the abundance of assholes who believe they live in the burbs...go away if your have it so bad. Thoughts and prayers to the family and friends of a kid whos been cut short.

To those selfish bloggers…this blog should be more about condolences rather than selfish jabber about being inconvenienced. Seriously...someone's life ended. I personally did not know him, but I am positive that that he was someone's child, friend, loved one. I can guarantee that even though your day was slightly inconvenienced due to the street being shut down, you were still able to go about your day. Whether it be eat dinner, meet up with family, take your dog out for a walk or even kiss your children good night. His family did not have that yesterday. So move on with your life and forget that your day was screwed up due to some other family’s fatal end. Selfish…selfish…selfish! You should be ashamed of yourself. I’m mortified to think that someday my kids befriend kids on this island that belong to people such as yourselves.

You'd be surprised how outdated and obsolete current thinking is (scientifically speaking, of course). But, of course, it requires an open mind to steer clear from popular opinion. It is indeed a very disturbing tragedy. My sympathies go to the family of the young man.

At the same time, I side with all the comments about drugs on the island and PSD's inbility to address the problem efficiently. All those who try to silence these very real concerns by appealing to the emotional side of this tragedy, please stop it.

There are two things. This tragedy - and no one questions the fact that it was a horrible event and that the family of the young man must be in shock. There are also facts - a sea of drugs and PSD's inability to even notice the pot-smoking people all over the island; PSD's inability to duly notify tram and subway passengers that red bus is not running; and seeming absence of an emergency rout for Octagon and Manhattan Park residents.

So, please don't confuse these.

I wish all the strengths to Ryan's family.

So what if the bus or tram is notified? If your waiting ,more than 20 minutes for a bus, shame on you. Just walk! If your elderly/handicapped just call public safety for a ride as they accomidat seniors all the time. As if they tell you that main street is closed by gristedes, you are going to turn back and go back to work or wherever you came from! Unreal! never satisfied. I would like to ask the moderator of this blog to open a new discussion thread on PSD and RIOC performance during this sad event. To be frank, I don't feel comfortable discussing all these valid points on this thread, as some here are trying to mask RIOC and PSD ineeficiency behind the tragedy that fell on Ryan's family.

Young man, Rest in Peace. Please cranky residents of Roosevelt Island...the lazy ones who leave handicapped persons on the F train platform while they fill up the elevator, Crank relentlessly about red bus service, scream about legalizing drugs (idiot) or any other personal interest...like so much of life in NYC we are losing empathy and consideration in our lives. My gut hurt when I realized why there was traffic on Main Street. My only thoughts were of the tragedy. Any inconvenience could be worked around.
SAd for the deceased and so many of the living.

Oh, common! Seriously?!! No one is doubting the deep sorrow of Ryan's family. What one is proposing is to look forward - isn't it what life is about? If there were less drugs, the chances Ryan would jump would be less. No? So, lets do something about it. While we are at it, RIOC and PSD have to get a bit more serious about the safety and functioning of the Island. So, please stop telling people to walk from subway. What's next? Use the East River water to take bath. And, why elevators, why can't we walk up to the 20 floor? Oh, wait, why bridge to Queens? We should just swim... While we appreciate the condolences here, our family is not seeking it. Please just stop writing on this thread. Whatever your opinions on RIOC or PSD or NYPD or FDNY, please don't continue with this here. All you are doing is satisfying the owner of the blog & riling up negative feelings. Salvia is a simple weed used worldwide and cannot be blamed for the cause of the accident. Obviously there are deeper issues associated. No one wants to touch them though. And for all whiners out there complainig about their stupid inconviences: have a decency for once and stop your B/S. In a way the guy did everybody a favour by choosing Sunday as opposed to any other weekday, when it would have been really difficult for everyone to go around. I once saw a body wash up along the harbor at Bay Ridge, Bklyn and later in my life I witnessed a fatal motorcycle accident as I was waiting for a bus. Seeing the dead whether at a wake or on the street or in the harbor is always fearful and shocking. What happened yesterday was a tragedy. I think many posters have legitimate concerns about overall emergency preparedness and PSD competence. We are a tiny community that many consider an in-between stop, perhaps living here until they can afford Manhattan, or a temporary arrangement for a job assignment. The "convenience" we supposedly have, the compactness is supposed to make up for the stuff we lack (not being a real neighborhood or attached to another borough). So when people are inconvenienced, even in a tragic circumstance, it doesn't "compute" somehow and they become frustrated. I'm sure the same people would not have reacted that way had it been someone jumping in front of a train and the train line being shut down for a while. We all feel we are "sacrificing" so much already by living here to begin with, so when one thing doesn't work, we tend to overreact, because there's not much else to compensate for the inconvenience. What nice place could the mother with the baby & dog have gone to at Motorgate to wait out the rain? Gristede's? I'm sure even with the tragedy right in front of her or maybe even more so because of it she was so anxious to get back to her unit and the safety and predictability and sense of control and comfort it offers. There is no nice cafe around Motorgate like at the subway. There is really nothing between Motorgate & Octagon no place she could have gone. Think about it.

I also live at the Octagon and I was very well oriented by the Public Safety Officers when I was driving South at 4 pm last Sunday.
On my way back North I found no problem either.

I check this blog from time to time and it amazes me how many dummies there are on R.I., starting with Rick - who obviously is enjoying reading all of this garbage. I feel for the family, as for PSD they had the roads open on the sides i used them.. dont blame PSD for not calling the tram/subway/bus, in the real world not your candy land island the NYPD does not call the MTA to tell them oh this block is closed.Also you would not want NYPD on the island Because they have guns the same way you dont want psd too.Also the nypd would not respond to half of the complaints i read on the blotter, and would send half the island to belvue hospital..Ps. thank you FDNY for cleaning the street RIOC grounds was sleeping

As far as real police, i heard that back in the 80s the island had cops with guns called roosevelt island police dept, and another department called DHCR Police any old times heard of these guys, i guess they got rid of them because people dont want armed police on the island, but then say they want NYPD on island.. I think some people need to get a clue not just talk... but cause you sound STUPID..

Dudes, I am the poster from 11:24. I don't live on the island. I used to volunteer with RISAR. I helped many people on that island, until the leader of our group got arrested for Criminal Impersonation. We didn't know he was not certified as an EMT. Again, idiots like him are the ones that live there. I only check the blog to look in on the neighborhood I used to give of my free time to.

Wow - so much judgement by most here...(and this one from me I guess). My condolences to the family! I'm really shocked by this tragedy and can't imagine how devastated Ryan's family must be.

At the same time, I'm quite disturbed by posts describing the drug situation on the island. Can something be done about that? Isn't it time something should be done?

How about stopping judging people and telling them to shut up! It's a small island and a small community, and what happened on Sunday shocked everyone and they are trying to make sense of it. And, naturally wan at least something good to come out of this horrific event!!! Something must be done about drugs on the island! Ryan would most likely be now finishing work on his film if there were no drugs.

You get Salvia on the internet, not in the street. It's still legal in NY. There is legislation in Albany since 2007. Instead of writing here, do like I did and write to your local politicians about making it illegal in NY.
