Major Rodent Extermination Project To Begin In Tramway Plaza By East Midtown Partnership, NYC Parks Dep't and Roosevelt Island Operating Corp - Do Not Remove Dead Rats

Received a report last June that:
Coming home from Manhattan this evening, my daughter & I spotted this large collection of rats feeding, openly in the park near the tram station (manhattan side). It was still quite bright out & many people walking by but that did not stop them.

I spoke to the tram attendant and he told me that one lady comes every day to leave bread for the pigeons. I have seen her myself. It's obvious the pigeons are staying far away!!
Here's the latest on Tramway Plaza Rat invasion. According to the East Midtown Partnership:
Beginning in the next few days, the East Midtown Partnership - in cooperation with the NYC Department of Parks & Recreation and the Roosevelt Island Operating Corp - will be undertaking a major rodent extermination project in the Tramway Park. This effort will continue until the infestation is substantially under control.
  • To ensure the safety of you and your pets, please use caution in the park area when signs are posted.
  • Make sure all your trash is secured in a receptacle before you leave the park.
  • Do NOT feed the pigeons. It is both illegal and provides food for the rodents.
  • Do NOT attempt to remove dead rodents. We will make several sweeps through the park each day to keep it clean. However, if you see a dead or dying rodent immediately call:

Over the past few weeks, we have also been increasing Tramway Park sanitation, security, and homeless outreach efforts. Working together with the NYC Parks Department and the RIOC, we look forward to great improvements in the very near future.

Now if they will only post signs telling RI residents and visitors not to feed pigeons and squirrels here! Public safety people refuse to enforce that law: they claim they work for the State, not the City, yet they can give out parking tickets payable to New York City!

According to the 311 city website it is not illegal to feed pigeons as long as you are not creating an unsanitary condition. Very interesting wording.

I believe there are different rules on feeding pigeons depending on location.

Because 1) it may not be illegal and 2) I have never actually seen a rat on the island yet - so who is it hurting.

It is a violation to disregard posted park rules. One of the posted rules in that park is not feeding the pigeons.

All rules should have a basis in law. An arbitrary rule with no basis in law should not be presented as "illegal" . It may not be a good idea to feed the the pigeons, but to present it as a law that is not being enforced by Public Safety is not correct..

I think the key is if you feed a pigeon a crust from your sandwich, or if a pigeon picks on crumbs that may have inadvertently fallen from your sandwich as you eat lunch in a park, that is not illegal. The problem is with some folks who actually purchase large bags of wild bird food - which they have a perfect right to buy and then feed to birds on their property, say in bird-feeders in their backyards - but then distribute the food all at once to flocks of wild birds, including pigeons. I can't see any cop citing an ordinary citizen for throwing a piece of bread to a pigeon or seagull. But I can see that a person who consistently feeds large bags of bird food to any wild birds in an area where it is posted to not feed the birds may eventually be summonsed. As far as squirrels are concerned, I've never heard anything about there being a law not to feed nuts to squirrels and I've never heard of anyone buying bags of nuts to feed squirrels on a daily basis etc. Squirrels can be a nuisance to home-owners; because the laws are strict regarding not harming wild animals, the companies that remove squirrels from properties are quite careful about trapping the squirrels humanely and removing them to a "wild" area.

It is not a city or state law not to feed pigeons. However, some individual entities or agencies do have such laws. One such agency is the parks department. In addition, both the city and state have laws about unsanitary conditions and health problems caused by pigeon droppings. Thus, you can file a complaint but they ask for specific info, such as the address and name of the persons.
