And a walk around the Roosevelt Island Lighthouse shortly after the footbridges, washed away by Hurricane Sandy, were replaced last July.

Because it is a government agency and there still has to be one invented that does everything 100% to its constituents' likings. It's not like the RIRA is 100% perfect or has 100% of its residents in mind when it comes to decisions. Just sayin'
I'm not an arborist but it was sad to see the photos of the roots of the tree hacked - especially of that particular tree, which has a plaque before it identifying it as the 911 victims memorial tree.
I think the contractors were installing a sprinkler system in the area but I don't see why they had to hack at the tree roots that way. Also, why weren't there any RIOC personnel around supervising the contractor? They could have tried to protect the tree.
Probably, despite the destruction, the tree will make it; it probably has enough of a root system to make up for the loss of what looks to be some major roots. I hope the tree survives the brutal treatment, but if it doesn't, we can "thank" whoever hired this particular outfit, which wasn't respectful of the tree.
Look at their wonderful current and past presidents. I rest my case!
