Census Workers Not Allowed Into Roosevelt Island's New Luxury Condo & Rental Riverwalk Buildings By Related Management To Do Count -What Up With That?



Last evening, I noticed two Census Workers standing outside of Roosevelt Island's Riverwalk Buildings at 405 and 415 Main Street trying to talk to residents as they were entering and exiting the buildings.

I went over to speak with them and learned that they were Roosevelt Island residents working for the Census. According to these Census workers, unlike every other Roosevelt Island building including other Riverwalk buildings, the Related management at 405 and 415 Main Street would not allow them into their new Luxury rental and condo building to count the number of residents living in the premises. Why is that? Are these buildings and residents living in them somehow exempt from their constitutional and civic duties that the rest of us are abiding by?

According to Fact Check:
...It’s true that the law (13 U.S.C. 223) requires landlords and building managers to give Census workers "free ingress" to "any hotel, apartment house, boarding or lodging house, tenement, or other building." But Census spokeswoman Shelly Lowe told us, "This means into the building, not the residence itself, in order to be able to knock on the resident’s door, not into individual apartments." And that’s true; nowhere does the law require landlords to let Census workers into an "apartment" or dwelling when nobody is home.

Furthermore, the Census manual for its enumerators gives specific instructions on "Procedures to Follow When No One Is Home," and these procedures do not include entering an apartment or dwelling. Rather, the manual requires workers to come back later and try again, and to ask neighbors who lives there and how to contact them. Lowe says, "We specifically instruct census takers never to ask to enter a resident’s home. We certainly would not allow them [to] try to enter a home if the residents are not even present."...

Why is it important that every Roosevelt Island resident be counted in the Census? According to Census 2010:
When you fill out the census form, you’re making a statement about what resources your community needs going forward.

Accurate data reflecting changes in your community are crucial in apportioning seats in the U.S. House of Representatives and deciding how more than $400 billion per year is allocated for projects like new hospitals and schools.

That's more than $4 trillion over a 10-year period for things like new roads and schools, and services like job training centers.
The Related building management at Riverwalk's 405 and 415 Main Street should change their procedures, follow the law and allow the Census Takers access to the building and it's residents. It's in the interest of all Roosevelt Islanders for this to happen.

I have asked Related for a comment and will report back if and when they do.

My district has only apartments or condominiums. All of these have external control devices/call boxes, with the exception of one building that has a locked door and no identifying marks other than the street number.
I have been surprised by the the number of property management organizations and condominium owner’s associations that have actively impeded Enumerators in pursuit of the data. This includes posters from “management” stating “do not allow Census workers into the building” or stating “access to the building is only available by invitation of each individual condominium owner.”...

I have also heard that the census workers were not allowed into Manhattan Park, as well.

They are not complying with Federal law and all anybody had to do in those buildings is answer the Census form, unless they are trying to hide things.

The Census is for more money for schools and districts, etc.

They should be fined.

Jason, the Census is the law. It has been for a very long time. Now, if you have problems with it go and lobby for changes or just move away. The law is the law. Now get counted.

On what do you base your knowledge that the government is using this information in bad faith? There are pros and cons to collect this kind of information. Almost every nation in this world conducts a census for planning purposes etc.

I never said that because something is the law it is right. In the letter of the law refusing to partake in the census is wrong. That's just the way it is. Your own interpretation is yours and it doesn't count much unless you can convince a great deal of people that you are right. That's how it works.

If you don't like it go ahead and try to change it. Go ahead or move away. This country has a lot of flaws. A lot. But the census is not one them one.

The only thing I would change is to use statistics and use smaller samples and not count every single head.

Whether or not you like the questions, the census is used to reapportion Congressional seats and to set the formulas for government funding programs. People who refuse to answer the census are hurting their neighborhoods.

It is sad to see efforts to obtain data to provide better government is now stonewalled not only in Con-gress but also at local levels like this.
It is interesting to see which specific buildings that do not cooperate with the census takers
- the same buildings that want more privileges.

I've yet to see a comment addressing the actual concerns. You just talk about being good little citizens and doing as you're told.

(1) Government should not be discriminating based on race or other such things.

(2) How difficult do you think it is for a thief/rapist/pedophile to slip through the cracks and get hired (or pose) as a census-worker?

We pay Related to be concerned about our family's security. I hope Rick gets a response from them because I am curious as to whether their reasoning has to do with anything besides security.

Perhaps a simple solution would be for Related to search workers for weapons/burglary-tools and provide an escort while census-takers knock on doors?

I am a believer in the importance of the Census for legal and practical reasons.

I see a lot of value in educating people in the potential impact and value from participating actively in the Census. Especially in Southtown, which is likely to account for majority of the increase in population of Roosevelt Island if compared to 10 years ago.

But I respectfully disagree with any tendency to treat Related or Southtown residents with undue suspicion. We are proud to tell our friends and family about our home in Roosevelt Island too. I read this blog everyday because I am interested in the community. And I for one am happy with the service we are getting from Related and thankful for what the new developments are bringing to 10044 in terms of shops and public spaces.

I met and spoke with the Census worker standing outside 415. She is one of the most reasonable and amiable person one could meet. And she told me she left messages (via the doorman) for the units where nobody was home to contact her. Which I find quite reasonable. So how is that different from how it is done anywhere else? How things are done in apartment blocks are necessarily different from the suburbs. Substitute knocking on doors with a buzz from the doorman, a note under a door with a note at the front desk and roaming about the streets hoping to bump into people coming home with...well, roaming the streets hoping to bump into people coming home.

So I see the concerns about obstructions to the work of the census, to be more a perception rather than a fact.
