What Does The 2020 United States Census Say About Roosevelt Island? Tiny Population Increase From 2010, Less Children Under 18, More Housing Units & Changes In Racial Composition

According to the 2020 United States Census, Roosevelt Island is composed of the 3 census tracts:

• 238.04 (Southtown Riverwalk buildings and Cornell Tech)
• 238.03 (Northtown WIRE Buildings, Rivercross, Island House, Westview and Roosevelt Landings) and
• 238.04 (Manhattan Park, Octagon and Coler Nursing Facility)

According to the 2020 Census, the population of Roosevelt Island is 11,722, an increase of 61 from the Roosevelt Island 2010 Census population of 11,661.

The 2020 census shows a population of 1772 persons under the age of 18, a decrease of 3% from 2010 Census showing an under 18 population of 1827. 

A decrease in the under 18 years of age Roosevelt Island population shown in 2020 Census from 2010 is surprising given what has appeared to be an increase of young families with children moving to Roosevelt Island in recent years.

The racial makeup of Roosevelt Island has changed since 2010 According to the 2020 Census:

• Hispanic/Latino population is 12.3% (down from 14.9% in 2010
  
• White nonhispanic population is 36.3% (down from 42.9% in 2010)
• Black/African American population is 10.6% (down from 19.6% in 2010
• Asian nonhispanic population is 33.2% ( up from 18.2% in 2010)
• Some other race nonhispanic is 2.8% (up from 1.2% in 2010)
• Nonhispanic of two or more races is 4.8% (up from 3.3% in 2010)
  

The number of 2020 Roosevelt Island housing units is 5608 an increase of 695 from 4913 housing units in 2010 (a 14.1% increase).

The Google Census Mapper tool shows population information broken down by Census Tract. The Google Census Mapper for Roosevelt Island tract 238.04 (Southtown Riverwalk Buildings and Cornell Tech) shows a 2020 population of 3306, an increase of 343 from 2963 in 2010.

The Google Census Mapper for Roosevelt Island tract 238.03 (Northtown WIRE buildings) shows a 2020 population of 3625, an decrease of 3135 from 6760 in 2010. (There needs to be more explanation of the 2010 census population number of 6760)

The Google Census Mapper for Roosevelt Island tract 238.02 (Manhattan Park, Octagon and Coler Hospital) shows a 2020 population of 4791, an increase of 2853 from 1938 in 2010

UPDATE 9 PM: The 2020 Census Response Rate for Roosevelt Island tract:

• 238.03 was 74.6%

According to Roosevelt Island's NYC Council Member Ben Kallos: 

I have some bad news. Manhattan has some of the lowest response rates in New York City in the low 60% range, trailing the nation, which could cost the borough and city billions in the next ten years until the next Census. 

To make matters worse, on Tuesday, the United States Supreme Court issued an order to allow Trump to end the 2020 Census early, effective Thursday, October 15, at 11:59PM Hawaii time. Accounting for time zones, here on the East Coast, that's Friday, October 16, at 5:59AM.

Roosevelt Island Residents Association (RIRA) Interim President David Lawson reports on the importance of filling out the 2020 US Census for all Roosevelt Island residents.

Every Roosevelt Islander counts… and should be counted

While we are all struggling and directly impacted in the response to the Covid-19 pandemic, I wish to draw your attention to an essential matter that will have even greater importance as we will rebuild the society, the social fabric and local economy of our Roosevelt Island community and New York city when this crisis is over: the 2020 census.

In addition to a presidential election year, 2020 is also a census year in the United States. All Roosevelt islanders should have received an invitation to respond to the 2020 Census online, by the US Census Bureau. If not, you should receive the questionnaire by mail in a few weeks. Otherwise, please visit my2020census.gov or call 1 844-468-2020. The deadline to complete the online census questionnaire online is April 1st, 2020.

The 2020 Census online questionnaire should be completed by the person who owns or rents the living quarters, or any other person who is at least 15 years of age with knowledge of the household. It literally takes 10 minutes to complete the questionnaire. Given the current Covid-19 outbreak, the questionnaire will be mostly completed online or by mail. There is no correlation between the Census Bureau and the US immigration services. It is essential that all Roosevelt Islanders complete this Census questionnaire.

According to NYC Census 2020

The 2020 Census is around the corner — and it will shape New York City’s future for years to come.

Once every ten years, the United States Census takes a count of every person in the United States. The taking of the census is mandated by the United States Constitution and has occurred every 10 years since 1790.

But the census is so much more than just a count. Census information is used to determine New York City’s fair share of $650 billion in federal funds for public education, public housing, infrastructure, and more — as well as the number of seats we have in Congress.

Because so much is at stake, it's critical that New Yorkers stand up and be counted in the 2020 Census.

In the 2010 Census, the city’s self-response rate was less than 62%, compared to the national average of 76%.

We need every New Yorker to get involved to ensure that their community is counted next year.

The Roosevelt Island 2010 Census Self Response Rate was 71.3%, higher than the 61.9% average for NYC but lower than the national of 75.8%

Here's A Shocker, New Study By National Center For Health Statistics Says Roosevelt Island Residents Life Expectancy Is 59 Years Of Age, But Only For Northern Half Of Roosevelt Island - Or Something Wrong With The Data

Marketplace reports:

The life expectancy for people living in Chinatown, New York: 93.6 years.

Roosevelt Island, New York, which lies about 10 miles away: 59 years.

Two people living in different parts of the same city could have very different life expectancy rates, according to data from the U.S. Small-area Life Expectancy Estimates Project. USLEEP released a comprehensive data set, the first-of-its-kind, tracking these rates at the neighborhood level....

According to the National Center For Heath Statistics (NCHS):

The U.S. Small-area Life Expectancy Estimates Project (USALEEP) is a partnership of NCHS, the Robert Wood Johnson Foundation (RWJF), and the National Association for Public Health Statistics and Information Systems (NAPHSIS) to produce a new measure of health for where you live. The USALEEP project produced estimates of life expectancy at birth—the average number of years a person can expect to live—for most of the census tracts in the United States for the period 2010-2015...

A review of the census track information reveals a huge divide between the Roosevelt Island Life expectancy of residents who live in northern section of Roosevelt Island (Manhattan Park, Octagon) and residents who live in the southern and middle portions of Roosevelt Island (Riverwalk and WIRE Building.

Census Track 36061023802 for Manhattan Park and Octagon Buildings reports a Roosevelt Island life expectancy average of 59 years

But Census Track 36061023801 for Riverwalk Building and WIRE Buildings reports a life expectancy average of 81 years.

Coler Hospital at 900 Main Street on the north side of Roosevelt Island should be in the same Census Track as Manhattan Park and Octagon but is listed in this report with Riverwalk and WIRE Buildings (36061023801) with average Life Expectancy of 81 years.

So, either Riverwalk, WIRE Buildings and Coler Hospital patients are much healthier with a longer life expectancy than neighbors a few blocks away in Manhattan Park and the Octagon, or there is something wrong with the data.

Great Roosevelt Island Riverwalk Census Controversy Resolved By Related - Workers Allowed In Buildings But Not Those Cornell Or Sloan Kettering Owns

An update to this Roosevelt Island Census 2010 post regarding workers prohibited from entering buildings earlier this week:

... the Related management at 405 and 415 Main Street would not allow them into their new Luxury rental and condo building to count the number of residents living in the premises...

Last evening, I learned from Census Workers that Related will now allow them into the buildings to do their job and today received this explanation from a Related Companies spokesperson:

... At Riverwalk and all our buildings, we are providing access to Census workers in compliance with the law and our security practices.

We are facilitating access by reaching out directly to our residents via our internal communication system as we do with all visitors to the building. Once it is confirmed that residents are home and available, workers then visit the resident directly...

A reasonable response. Good job by Related in solving the problem quickly.

So, the Great Roosevelt Island 2010 Census Controversy has been been resolved? Well not so fast.

While it is true that Related will accommodate census workers in their Riverwalk Buildings, I have been told that the Riverwalk Buildings owned by Institutions such as Cornell -Weill (465 Main Street) and Memorial Sloan Kettering (475 Main Street) are still not letting Census Workers into their respective buildings to count the residents.

Cornell and Memorial Sloan Kettering should follow the lead of Related and allow the census workers into their respective buildings to count the residents.

UPDATE 3:55 PM - Here is the email blast that Related is sending to Riverwalk residents regarding Census Workers being allowed into the building.

As some of you already know, 2010 Census workers are visiting those households in NYC apartment buildings that did not respond to the paper survey mailed to every residence earlier this year.

Related Management is obligated under federal law to provide access to individuals working for the Census Bureau. Therefore, if a Census worker requests access to your apartment, they will be announced as a guest. If you agree to meet with them, we will send them to your apartment in the same way we send other guests.

Our goal is to satisfy the needs of the Census Bureau while being respectful of your privacy.

Census Workers Not Allowed Into Roosevelt Island's New Luxury Condo & Rental Riverwalk Buildings By Related Management To Do Count -What Up With That?

Last evening, I noticed two Census Workers standing outside of Roosevelt Island's Riverwalk Buildings at 405 and 415 Main Street trying to talk to residents as they were entering and exiting the buildings.

I went over to speak with them and learned that they were Roosevelt Island residents working for the Census. According to these Census workers, unlike every other Roosevelt Island building including other Riverwalk buildings, the Related management at 405 and 415 Main Street would not allow them into their new Luxury rental and condo building to count the number of residents living in the premises. Why is that? Are these buildings and residents living in them somehow exempt from their constitutional and civic duties that the rest of us are abiding by?

According to Fact Check:

...It’s true that the law (13 U.S.C. 223) requires landlords and building managers to give Census workers "free ingress" to "any hotel, apartment house, boarding or lodging house, tenement, or other building." But Census spokeswoman Shelly Lowe told us, "This means into the building, not the residence itself, in order to be able to knock on the resident’s door, not into individual apartments." And that’s true; nowhere does the law require landlords to let Census workers into an "apartment" or dwelling when nobody is home.

Furthermore, the Census manual for its enumerators gives specific instructions on "Procedures to Follow When No One Is Home," and these procedures do not include entering an apartment or dwelling. Rather, the manual requires workers to come back later and try again, and to ask neighbors who lives there and how to contact them. Lowe says, "We specifically instruct census takers never to ask to enter a resident’s home. We certainly would not allow them [to] try to enter a home if the residents are not even present."...

Why is it important that every Roosevelt Island resident be counted in the Census? According to Census 2010:

When you fill out the census form, you’re making a statement about what resources your community needs going forward.

Accurate data reflecting changes in your community are crucial in apportioning seats in the U.S. House of Representatives and deciding how more than $400 billion per year is allocated for projects like new hospitals and schools.

That's more than $4 trillion over a 10-year period for things like new roads and schools, and services like job training centers.

The Related building management at Riverwalk's 405 and 415 Main Street should change their procedures, follow the law and allow the Census Takers access to the building and it's residents. It's in the interest of all Roosevelt Islanders for this to happen.

I have asked Related for a comment and will report back if and when they do.

... We’re in an urban area.
My district has only apartments or condominiums. All of these have external control devices/call boxes, with the exception of one building that has a locked door and no identifying marks other than the street number.
I have been surprised by the the number of property management organizations and condominium owner’s associations that have actively impeded Enumerators in pursuit of the data. This includes posters from “management” stating “do not allow Census workers into the building” or stating “access to the building is only available by invitation of each individual condominium owner.”...

The Center will answer questions about the Census form, have forms available for residents who did not receive theirs and help people fill out their forms.
