GREAT NEWS - East River Waterfront Dining Finally Coming To Roosevelt Island With July Opening Of Pier NYC

More great news for Roosevelt Island. Earlier today, we learned that an ice cream shop was going to open on Main Street. To double the pleasure, Roosevelt Island subway pier waterfront restaurant will open in a few weeks.

Way back in April I asked:
Will East River waterfront dining be coming to Roosevelt Island's Subway Pier this summer? Imagine being able to sit, relax and eat some good food right next to the East River with these stunning NYC Skyline, Waterfront and Queensboro Bridge views in the evening.

The answer to that question is yes and it will happen as soon as the middle of July, if not earlier now that a liquor license for the area has been approved. As reported in this previous post, the Roosevelt Island waterfront food concession at the subway pier was awarded by the Roosevelt Island Operating Corp (RIOC) for this summer season to the owners of the Riverwalk Bar & Grill. Co-Owner Sal Hoo reported on some of their initial preliminary plans several weeks ago:
... We thought it would be a great idea to use the space as a waterfront cafe and call it The Pier NYC, serving great food and summery drinks. We are working in collaboration with John Brown Smokehouse and Chef David Santos formerly of PerSe and Bouley to give the residents of the island new food options that they have been desiring. Earlier this year, John Brown Smokehouse was named best brisket in NYC and we will bring that along with other great BBQ menu items. Chef David Santos will bring his expertise of seafood to The Pier NYC and we will be serving items such as raw oysters, shrimp cocktail and lobster rolls. The exact menu is not yet set in stone, but these are the types of things residents can expect from us in this new venture. Being a resident myself I know this can be a great addition and look forward to further serving Roosevelt Island....

The subway pier area was an ugly mess and looked like this as recently as a few weeks ago.


Mr. Hoo and his partners have spent the last several weeks cleaning up the pier, scraping off as much rust from the railings as they could and giving it a fresh coat of paint


as well as cleaning up the graffiti on the barrier wall.


Wonder what can be done to get rid of the pigeons though?


The subject of the waterfront restaurant arose during the June 25 RIOC Operations Committee meeting with the announcement of the liquor license approval as well as a discussion regarding the jurisdiction of Community Board 8 to approve a liquor license for Roosevelt Island since Roosevelt Island is under the jurisdiction on NY State and not NY City. Here an excerpt of the discussion.



The waterfront restaurant subject also came up during the June Roosevelt Island Residents Association (RIRA) meeting.



I am certainly looking forward to sitting out by the pier with some John Brown Smokehouse BBQ and think it will be great. Bring it on!!

This is exciting! On another note, you wrote "Wonder what can be done to get rid of the pigeons though?" It's simple: RIOC - please post signs telling folks not to feed pigeons and then ask PSD to enforce it. If they can issue city parking tickets they should also enforce the city directive about not feeding pigeons...and/or at least give people they see doing so a hard time.

I'd actually be in favor of PSD having TASERs if they promise only to use them on the people who feed pigeons.  In such situations, they should shoot first, ask questions later. :P

Look forward to trying it. Did you know that we once had an ice-cream store on RI, it was in Rivercross. Just a thought...considering RI is owned by NYS and not NYC, why are they calling it Pier
NYC? Why not bank on the branding of the Island and call it Pier RI?

So you want them to enforce an unforcable law?

They don't only give parking tickets, they write criminal summonses and make arrests! Gosh who woulda thought?!?!?!?

I remember that store.  They sold a no-name brand of ice cream that they proudly proclaimed was "home-made," but not very good.   They also sold a few deli items, including sliced smoked salmon that they insisted on charging tax on.   The store didn't last too long.

Roosevelt Island is "owned" by NYC but the state is "leasing" it and runs it. I don't know but I see RI as an NYC neighborhood and not a NYS neighborhood. The name "Pier NYC" is fine.

There is no general law against feeding pigeons.

Feeding pigeons in NYC Parks, where a sign is posted prohibiting same, however, is a violation of park rules and can result in a summons.  

RIOC would also be able to write a summons for ignoring their rules.

The specific rule is: §1-04(g)(2): No person shall feed animals in any park (including any zoo area) except unconfined squirrels and birds, and where specifically authorized by the Commissioner. The Commissioner may also designate certain areas where all feeding of animals is prohibited. It shall be a violation of these rules to feed animals in any area where such feeding is prohibited.

Penalties are in §1-07:

(a) Any violation of these Rules ... shall constitute a misdemeanor triable by the Criminal Court of the City of New York and punishable by not more than ninety days imprisonment or by a fine of not more than $1,000, or by both, in accordance with § 533(a)(9) of Chapter 21 of the New York City Charter.(c) Any violation of these Rules shall also constitute a violation triable by the Environmental Control Board and punishable by a civil penalty of not more than $10,000, in accordance with §533(a)(9) of Chapter 21 of the New York City Charter.

People said hello to each Other on THE Red bus .amyone could afford to live here But NOW THIS has all changed. Now There is a express bus just for a.Certain. building. Pier RI was an option but we ultimately went with Pier NYC since the island is considered part of manhattan with the 10044 zip and 212 telephone numbers. Its also sounds Sexier

Mr. Hoo, maybe you could tell us about the quality of service.  Riverwalk service has been pretty bad for a while.  Last night was the same as two weeks ago, which was the same months ago.

In short, a child shouldn't have to wait an hour to get a hot dog and fries -- it took an hour for three children to receive their meals.  Other patrons had the same experience, too: the couple next to me waiting an hour for a plate of wings, and then they returned them because they waited so long.

Ditto for two weeks ago: 45-60 minutes wait for the meal.  Simply, it has gotten to the point where I can't take children to the Riverwalk because no one has any idea how long it will take, and it is unpleasant (and very unreasonable) for the children to wait so long.  And it's not just children, adults don't like waiting that long.

The restaurant wasn't busy, so I asked the server to speak to Sal or Jonathan, but Jonathan was busy and no one else came to address our concerns.  So I voice my concerns here because this is a *regular* problem with the restaurant.  Maybe others have had the same experience.  Maybe the service can improve because my family would like to continue to eat at your restaurant.

Just to round out this picture a bit, an hour of wait time never happend to me or my family ever at Bar & Grill. It can be slow at times but it's never been 45-60 minutes. I have to say, though, that the food is not the greatest and bestest and the only reason why I keep going back there is a) it beats Trellis, b) there is nothing else, and c) I just love the location, especially when the weather's nice.

We got there at 8:05 and ordered, the kids' meals arrived at 9:07.  Kids were looking at their watches, couldn't believe it either.  Not the first, second, or third time, wish it were better.

 I have never experienced a significant wait at Riverwalk Bar and Grill.  Food is always served within 15-30 minutes, beer no more than 10 minutes (although this could be faster).  Yes not all the food is Cordon Bleu, particularly breakfast (but hey its a sports bar), but most items are pretty damn good, the price is right, and the service is almost always thoughtful.  I am sorry you had that experience, usually the manager would take care of you if you express a problem.

Mr. Farance, since you are a regular customer at Riverwalk, when I read your comment,  I immediately went and spoke to my chef as well as the kitchen staff and the waitress. My thought was that on Tuesday night when you were dining at the Bar I was throwing a rooftop party for friends, residents and many people I have become close with through the bar and living on Roosevelt Island. The kitchen was preparing food for the over 100 people I had coming and though we were not that busy inside the kitchen was slammed. From speaking to the server and watching the video tape i can see that you a arrive at 8:12pm, you place the order at 8:22pm with the server not 8:05pm as you stated. PLease be accurate if you are going through the effort to quote exact times  in a public forum like this. The server said you ordered an appetizer and requested it come before the main courses and my guess is that you just meant your main course. The server entered the order as your appetizer as a first course and the rest of the food as second. Your appetizer arrived at 8:49pm and the rest of the food at 9:05 as you stated. The kitchen was busy and held back the main courses as the server stated they were to be served 2nd. I agree 43 minutes is too long but there were more than 1 factor that contributed this issue and is a far cry from the 62 minutes you stated below.
     I have educated that server now to prevent this issue from happening in the future.
     As far as your past experiences I can not say because i was not able to watch video of them. I'm sure if the issue is most when you come with the children it is because you are showing up at the same time as everyone else on the island and the kitchen can get backed up. The island seems to have an ebb and flow to it and we can go from having 4 tables to 20 tables in a matter of minutes and when that happens the kitchen gets slammed and does their best to process all of the orders as fast as possible but there are limitations . I'm sure you've had many meals at the Bar where the food came out in a very timely fashion but no one writes about that. Bottom line is there will be times where the food takes longer than usual to come out but this is by no means a "regular" occurance. I am at the bar frequently on busy days and almost never hear this complaint. Next time I see you I'll buy you a glass of wine we can kiss and make up.

Thank you! IT'S A SPORTS BAR!! We try our best to give the island options, we even used to change many items on the menu seasonally to keep it fresh for everyone and then people would get irate because they loved an item that we rotated out. I challenge everyone who complains to go to other sports bars anywhere in manhattan and try some of their food. I'm confident that our food is better. I have frequent simliar establishments for years and know we are better.

AMEN Sal. Sal & I have not agreed on things in the past but I have no problem in saying that I have been extremely happy and satisfied with the food and service at Riverwalk. You guys have done an excellent job, don't let the few sour apples take away from the appreciation that many others have for Riverwalk.

Thank you. I see and speak to customers almost every day and know that most all are very happy with the business we're doing and what we've done for the island. I spoke to a couple lifetime residents the other night and I asked them how RW has changed the island and they told me it has really made the island more of a community and that made me feel great.

Mr. Hoo, I think your clock is off, according to my food bill it says is was entered at 8:12, which still puts me at 55 minutes, plus the time it takes from waiter to POS terminal.  So "about 60 minutes" seems right.  Even if we take you numbers, it is still an unacceptable wait.  When you say "I agree 43 minutes is too long ... and is a far cry form 62 minutes", then I feel you don't understand how customers experience this: 43 minutes is EXACTLY the same perception as 62 minutes, i.e., WAY TOO LONG, especially children waiting for food.  Your nitpicking is like saying "How dare you say I got an F on the exam, I got an F+ (which is still Failing)".

As for your explanation ("held back") for the delay on the main course (the only food for some of the children), that's not what the waitress said, she said it was Real Slow it the kitchen and it was not possible to deliver it sooner.  Ditto for another waiter: same explanation of Real Slow, no intentional kitchen delay.

As for VicMueller's 750 positive experiences, that does not invalidate or negate my (multiple) experiences of poor service.

Lastly, I think you need to take a different approach towards customer service if YOU ALREADY KNOW YOU WON'T BE ABLE TO DELIVER TO THEIR EXPECTATIONS.  In other restaurants, they tell us the wait for a table is 5/15/45 minutes when we put our name on a list.  Sometimes 45 minutes wait is OK, sometimes not, but at least there is an agreement on potential the wait before waiting.  In our case, the waitress should have said "there's another party going on, food will take about 40 minutes", and then we can choose properly.

And staff at many restaurants ask about children: Do you want their food to come out as soon as it's ready?  In other words, the Main Course Food Delay should not apply for children.

While I appreciate your offer for a glass of wine, I'm not angling for free food/drink, I just want (1) better service in the future, especially for children dishes, and (2) if that is not possible because of some event then I'd like to be aware of that before I place my order.  I think those are reasonable requests.

I get it. My point is no matter what, in the restaurant
business this is inevitable from time to time. The staff is educated to tell
diners when there is a wait when the kitchen is backed up however in this
instance they were unaware of the rooftop summerbash that was ensuing and that
the kitchen was backed up. Not sure what else you would like me to say. You are
in every day and I know your experience is not like this every day. So you
choose to discuss your bad experiences publicly, that is your prerogative. We
serve thousands of happy customers in a timely fashion week in and week out.
We're going to have our issues from time to time, its the nature of the
business. Sh*t happens from time to time especially when you are open 17 hours a
day to serve the community. Sure we might get an F+ every once in awhile because
we forgot there was a pop quiz or were out partying all night but that doesn't
negate all of the good grades we get the rest of the school year. Stop being a
negative nancy. AND your check is timed at 8:12 pm because that when she put
your drink order in not your food. You didn't order food untill 8:22pm our point
of sale system and security system is on point. PLease stop trying to put the
most negative spin on this situation. Its exhausting.

Mr. Hoo, I appreciate that you get it now. You gripe that I shared this publicly, but:

- my FIRST response was to speak the waiter (which I was unhappy with);
- my SECOND response was to the manager (Jonathan chose not to followup);
- my THIRD response was to you publicly (which you were nitpicking over the 43-minute F+ service vs. 55-minute F- service -- ridiculous!);
- my FOURTH response was to restate my concerns and provide reasonable suggestions for improvement even when you're stuck in a jam (which you characterize as Negative Nancy);
- so my FIFTH response is to say: I'm hoping that the service improves (this wasn't a just a one-time experience).

I had a discussion with Jonathan recently and I understand how merchants can feel like residents seem to want to run your/others' business ... I sympathize with your having to listen to ongoing menu suggestions (more vegan dishes! it must be *vinegar-based* pulled pork!).  However, the residents do have a point: if us residents are a captive audience (which you merchants see us that way, according to and marketed by H-R), then we no longer see you as merely a merchant, but a service-provider in the continuum of government/private services and, thus, residents feel they want to have a say in the services they are stuck with.

Speaking of continua, there's the Continuum of Force that law enforcement uses to get cooperation and, similarly, there is a Continuum of Publicity that internet people use to escalate concerns.  You find this exhausting, but this could have stopped at the Second response had Jonathan followed up, or stopped at the Third response had you not argued over F+ vs. F- service levels, and had I got more of a sense that you were listening to a customer's experience.
