I actually have had incredibly good luck with getting cabs to RI.  

I've had yellow cabs refuse to go places in Queens and Brooklyn, but not RI.  In fact, the only issue I ever had coming here was  when using Carmel; I booked a prepaid rate from EWR (having given them my exact address) and the driver suddenly demanded an extra $30 once we were on the road because I was "going to queens".
