PLEASE TAKE NOTICE that a Board of Directors meeting will be held on Thursday, January 23, 2014 at 5:30 p.m. at the Child School Gymnasium, 566 Main Street, Roosevelt Island, New York, for the purpose of transacting such business as shall come before the Board.More on the appointment of Frances Walton, currently Chief Financial Officer of the NY Empire State Development Corp., as RIOC Chief Financial Officer at previous post.

Interesting that Ms. Walton has a masters in Public administration rather than in finance or accounting. How does this qualify her to be Chief financial officer?
Because she has acquired enough knowledge on her previous (and who knows how many before that) jobs? Academic knowledge is not all that makes one qualified.
