Jamie Rubin Appointed New Chairman Of Roosevelt Island Operating Corp By Governor Cuomo Today - He's Also New Commissioner Of NY State Homes And Community Renewal

has been appointed Commissioner of NY State Homes and Community Renewal (HCR) replacing Darryl Towns who was appointed in 2011. The HCR:

... consists of all the State's major housing and community renewal agencies, including The Affordable Housing Corporation, The Division of Housing and Community Renewal, Housing Finance Agency, State of New York Mortgage Agency, Housing Trust Fund Corporation and others...

Among the Commissioner of HCR responsibilities are serving as the Chairman of the RIOC Board of Directors.

According to today's Press Release from the Governor's Office:

... Jamie Rubin has been appointed as the Commissioner of Homes and Community Renewal. Currently, Mr. Rubin is the Executive Director of the Governor’s Office of Storm Recovery, which was created by Governor Cuomo in August 2013 to oversee New York State’s recovery from storms Sandy, Irene and Lee. The Office of Storm Recovery manages New York State’s $4.4 billion Community Development Block Grant allocation and co-manages the state’s $1.2 billion Hazard Mitigation Grant Program, which awards federal funding for storm-related capital projects statewide. Previously, Jamie served as Senior Advisor to HUD Secretary Shaun Donovan and New York State Director of the President’s Hurricane Sandy Recovery and Rebuilding Task Force. He was also a Non Resident Senior Fellow with the Brookings Institution Metropolitan Policy Program, working with cities including Buffalo and Detroit to identify and implement innovative economic development strategies. Mr. Rubin spent 14 years as an investment banker and private equity investor. He is a 1993 graduate of Yale Law School and lives with his family in New York City....

Update On New York State Housing Commissioner/Roosevelt Island Operating Corp (RIOC) Chairman's Arrest For Driving While Intoxicated - Pleaded Guilty To Misdemeanor Drunk Driving Charge

Here's an update on the arrest of Roosevelt Island Operating Corp (RIOC) Chairperson and NY State Housing Commissioner Darryl Towns July 4 weekend arrest for driving while intoxicated. According to a September 19 article in the NY Daily News:

Gov. Cuomo's housing commissioner avoided jail time but cannot drive for six months after pleading guilty this morning to a misdemeanor drunk driving charge.

Darryl Towns has to pay a nearly $900 fine and complete two alcohol-abuse treatment programs....

The New York Times City Room Blog adds:

...A lawyer for Mr. Towns, who entered his plea in Mount Vernon City Court, did not respond to a request for comment on Monday. Gov. Andrew M. Cuomo — who named Mr. Towns in February to run the state housing agency, known as New York State Homes and Community Renewal — said at a news briefing in Albany that he needed to review the plea before commenting further.

“I’m not aware of what the specifics are,” Mr. Cuomo said.

Mr. Towns remains in his position as commissioner....

Update On Roosevelt Island Operating Corp (RIOC) Chairperson's Arrest For Driving While Intoxicated

The New York State housing commissioner, Darryl C. Towns, was arrested over the Fourth of July weekend on a charge of driving while intoxicated after he crashed his car in Westchester County, the police said....

State housing commissioner Darryl Towns will have to undergo evaluation by an alcohol abuse treatment program for drunkenly crashing his car over July 4th weekend, a Westchester County court judge ruled.

At a hearing Thursday morning in Mount Vernon City Court, Judge Helen Blackwood asked if Towns applied to TASC, or Treatment Alternatives for Safer Communities.

"That's correct, your honor," Towns' lawyer, Charles Simpson, said.

Blackwood adjourned the case until Sept. 19, when, "for all purposes, there will be a possible disposition."

Towns is expected to plead guilty at his next hearing to driving while intoxicated, sources familiar with the case told the Daily News...
