In a repeat of what happened early Saturday morning, April 29, this morning the power went out at the Roosevelt Island F Train subway station. F Trains are bypassing Roosevelt Island and no lights, elevators or escalators are working.

Due to power outages specific to the Roosevelt Island F train station, the elevators and escalators are out of service; therefore the RIOC Red Bus will provide shuttle service to and from Manhattan.

Schedule information is as follows:

ROOSEVELT ISLAND TO MANHATTAN: Departs hourly from the Roosevelt Island Tram Plaza at the Visitor's Kiosk beginning at 7:00PM. Additional stops are located at 546 Main St. (opposite Good Shepherd Plaza) and 580 Main Street (opposite 591 Plaza).

MANHATTAN TO ROOSEVELT ISLAND: Departs hourly from the southwest corner of 58th Street and 2nd Avenue beginning at 7:30PM. Additional stops are located at 645 Main St. (P.S./I.S. 217), 579 Main St. (M&D Deli), 543 Main St. (Good Shepherd Plaza), 425 Main St. (Riverwalk Bar & Grill), and the Roosevelt Island Tram Plaza. The last trip from Manhattan will be 10:30PM.

Due to a power outage the lights are out on the 36 Avenue Bridge. If traveling on the Bridge please use extreme caution. The Roosevelt Island Department of Public Safety has Placed Officers at the location to assist Pedestrians. The Department of Transportation has arrived at the location and is working to correct the condition.

RIOC President Charlene Indelicato Reports On Roosevelt Island Snowstorms, Cornell NYC Tech Water Main Break, Power Blackout & Phone Line Cut During Her Tenure - But At Least No Locusts She Tells RIOC Board

Roosevelt Island Operating Corp (RIOC) President Charlene Indelicato discussed the recent snowstorm clean up, Cornell NYC Tech water main break and appointment of former NY Empire State Development Corp (ESDC) Chief Financial Officer (CFO) Frances Walton as RIOC CFO during the January 23 RIOC Board of Directors meeting.

First, Ms. Indelicato complimented Transportation Manager Cy Opperman and RIOC staff for the good job they did cleaning up Roosevelt Island following last week's snowstorm.

Followed by addressing the water main break at the Cornell NYC construction site.

Ms. Indelicato did not blame Cornell NYC Tech construction for the water main break which was due to undocumented pipes below ground. Ms. Indelicato noted that she met with Cornell NYC Tech about the water main break and reported that Cornell followed the "usual" construction protocols. However, Cornell now understands that "usual" is not satisfactory for construction projects on Roosevelt Island.

Ms. Indelicato added that Cornell will have:

... to go the extra distance. They will use every means possible to make sure when they are doing their boring, which they have to do, and looking for their utilities they will use the most current operational materials they can and equipment ... sonar ... that will supposedly help.

That doesn't mean we will not suffer anything, it just means, hopefully, won't be too often....

OEM, FDNY And RIOC Personnel Conferring On 5/24 Roosevelt Island Power Outage

Roosevelt Island Residents Association (RIRA) President Ellen Polivy sends the following Report To The Community:

Power Emergency

This past Friday we had a reminder how the fragility of the systems we rely upon to sustain us when electric power was interrupted. I hope you were not seriously inconvenienced.

Before 6AM on Friday the Island north of Island House lost power when a car fire on the Koch - 59th Street Queensborough bridge damaged two of the three electric feeder cables serving Roosevelt Island. The other three feeds were out of service for maintenance. This is Murphy’s Law. A car catches fire on the bridge at exactly the time three of our feeds were being serviced and the driver chooses to stop exactly where it would damage two of the three remaining feeder lines.

Emergency response began shortly after 6 AM. By 5PM nearly all buildings had power for basic functions, although the emergency was only fully resolved Sunday morning. The time was necessary to patch systems and bring up supply and load demand in a measured, deliberate, fashion. This required that many buildings and facilities run temporarily on generators with carefully timed restoration of ordinary grid power service.

This type of emergency can happen at random times but we on Roosevelt Island were well served by a coordinated response by all agencies, starting with RIOC. They kept lines of communication open, got the buses out and running, converted the Tram to emergency operations, and helped get Con Ed in place and in action.

Most importantly, RIOC coordinated with the Office of Emergency Management (OEM) to give them the local intelligence necessary to ensure a well-coordinated response with FDNY, NYPD, ConEd, HHC, EMS, and the housing companies and facilitated keeping them all in the loop. Howard Polivy, RIOC Board Member and Chief of the Community Emergency Response Team (CERT) attended planning meetings with these organizations and witnessed an impressive coordination of efforts.

I’d like to specifically thank the RIOC Engineering, Grounds, and Public Safety departments, and the executive and office staff who made sure this holiday weekend would be memorable, not notorious. I also thank all others who responded on our behalf.

Communication Challenges

This emergency highlighted one of the central problems for all emergencies, communication. There must be systems which allow detailed, local, announcements to be made that may reach us even when our electric power is lost without warning, and better than door-to-door. Some buildings may have central communications systems that allow phone and email blasts to get announcements out. But what if the electricity is out? These methods may not work. We need everyone to be reachable even without phone or email service. Maybe we need old-fashioned loud-speakers as well.

NotifyNYC (www.nyc.gov/notifynyc) is an important source of information that almost anyone can use:

To register online, click the “Enroll” link in the left hand menu on this page. You will be asked for basic contact and location information so messages can be tailored to your area of interest and delivered by the methods you select, such as email, phone, or SMS/text. You must then check your email inbox for a confirmation email from Notify NYC and follow the instructions to finalize your enrollment.

To register by phone if you do not have an email address, call 311 and ask to register for Notify NYC. You will then be connected to an automated registration system that will guide you through the registration.

Planning needed for emergency preparedness

Last Friday’s relatively small and relatively harmless power emergency reminded me that Roosevelt Island needs all building managers and emergency response agencies to gather and review plans and preparations. I’d like to hope that each building has its plan, with staff assigned important roles, especially securing the immobile and infirm, in coordination with Public Safety, as first-line responders.

RIRA had a glitch in our action contact list. Unfortunately the person who managed the contact list was without electricity and internet. Hence we couldn’t access the neighbor-to-neighbor alert list. In the future, we plan to safeguard a paper list to be used if the power is out.

I hope RIOC, in turn, keeps its own plan updated, and coordinates closely with OEM, so that the OEM master plan, which directs all the responding agencies and resources, is current and as complete as possible. Last Friday was reassuring in that the agencies were successfully orchestrated from OEM.

Roosevelt Island is likely to be reclassified under the city’s new evacuation zone maps, which will come out this June. There will be meetings to present the new classifications and review emergency plans and procedures. Roosevelt Island’s CERT team will have its role in publicizing the information as hurricane season begins.

CERT Team now recruiting new members for June training

CERT stands for Community Emergency Response Team. New York City has teams organized through the community boards and are under OEM. A primary role of CERT in New York is to augment the full-time first responders, FDNY and NYPD and here on Roosevelt Island, PSD. Teams also aid in community education and building resilience.

Interested in helping? A special CERT training session has been scheduled for 10 session over 5 weeks beginning June 18th, to be held at OEM Headquarters, 165 Cadman Plaza East. Blood Drive

This past Saturday RIRA collected a record number of pledges for donating blood at our blood drive on Roosevelt Island Day. But please don’t let other people do the work for you. If you haven’t signed up yet, please do. Someone in the City needs your blood and you can make a difference. Even if you think you can’t donate, sign up anyway. You might be allowed to give this time.

You can sign up at the blood drive table at the farmers market every Saturday until Roosevelt Island Day and on Roosevelt Island Day as well. The blood collection will be done at the senior center from 10 to 4pm on Roosevelt Island Day (Saturday, June 15) Hope to see you there.

RIRA Common Council meeting is on Wednesday June 3 at 8pm.

Report From RIOC President Charlene Indelicato - Responds To Con Ed Power Outage On Roosevelt Island During Second Week As RIOC President

Ms. Indelicato described RIOC's response to the Con Ed power outage last week, the need for better RIOC emergency communications with the public, sewage generator issues as well as meeting with various community groups. Here's what she had to say

May 24 marked the end of my second week as President of RIOC and the beginning of the Memorial Day weekend. It was also the day that half of Roosevelt Island lost power. It seems that a fire on the 59th Street Bridge (the Ed Koch Queensboro Bridge) knocked out Con Edison feeders to Roosevelt Island, leaving a tenuous thread of electricity to the Island.

I know from experience that how organizations, residents and response teams react to emergencies is the true test of a community’s strength. What I observed during the power outage leads me to believe that Roosevelt Island is a very strong community.

Walking down Main Street with RIOC’s Director of Community Relations Erica Spencer-EL, I saw Board Member Faye Christian leading children from the elementary school to the Good Shepherd Community Center for temporary shelter. RIOC employees Fernando Vargas and Santo Verta were already at work determining the needs of the residents, and setting up temporary headquarters at the engineering office. Public Safety Department officers, led by Director Keith Guerra, were making sure that elderly and disabled residents were accounted for and their needs met.

Meanwhile, RIOC employees were working seamlessly with Delores Green, Jim Bates, and numerous City agencies – the Office of Emergency Management, the Department of Environmental Protection, FDNY and NYPD. Doryne Isley of Island House, Council member Jessica Lappin, RIRA officers and all of the Board members were onsite or were calling in, offering to do anything they could to help.

With RIOC’s servers down, Dick Lutz and Rick O'Connor served as our voice in the community, posting our public service announcements, sharing information as soon as it was received, and keeping Islanders posted on the latest developments. The Island’s businesses pitched in too, turning off all non-essential power so that the one feeder available to the Island didn't malfunction. Last but not least, Island residents took everything in stride and worked with PSD to insure the safety of all.

I was very impressed by the dedication of the RIOC employees and the resiliency of Roosevelt Islanders. I applaud all who took part in the emergency response. The experience confirmed how I already felt: honored to be the new President of RIOC and excited to serve this great community.

Over the past eight months leading up to my appointment, Donald Lewis did a terrific job as Acting President, leading RIOC through a transitional period while continuing to serve in his role as General Counsel. He deserves recognition for his work and I am grateful that he will continue to be a part of our leadership team. I am confident that together with my staff, the Board, community groups, residents and businesses, we can tackle the challenges ahead of us, promoting growth while maintaining the small-town feel, natural beauty, and diversity that make our Island so special.

I look forward to a bright future on Roosevelt Island and to getting to know you all.

Update On Roosevelt Island Power Outage Today - Con Ed Restored Electricity To Buildings But Return To Full Normal Power May Take Until Sunday Says RIOC President

An update to today's Roosevelt Island power outage at Westview, Manhattan Park, Octagon, Motorgate Garage and Gristedes. Residents have reported power returning to their buildings but Roosevelt Island Operating Corp (RIOC) President Charlene Indelicato told me that those who have had power restored may still experience periodic outages and that full restoration of electricity to Roosevelt Island may not happen until Sunday. Here's the latest advisory from RIOC received at 5:54 PM

Please be advised Con Edison is responding to a power outage that has affected Westview, and every building north of this location. Only use necessary electricity to avoid overloading the system and to prevent additional power loss to the island. Please also keep flushing toilets to a minimum. Backup generators have arrived and will provide supplemental power until normal service is restored. There is also a street light outage on the west side from 501 Main street to 645 Main street. Emergency Generator Light Towers will be erected in the area until power to the street lights is fully restored.

Con Ed has set up a Customer Information Command Unit located at the Plaza of 591 Main street (outside of the RIOC offices). In case of an emergency, please call Public Safety at 212- 832-4545 or dial 911.

OEM, FDNY And RIOC Personnel Conferring On Roosevelt Island Power Outage

A Con Ed Press Spokesperson explained the cause of today's power outage. Apparently, last night 3 Con Ed Feeder Cables to Roosevelt Island were out of service for maintenance. This morning there was a fire on the Queensboro Bridge knocking out 2 additional Roosevelt Island feeder cables which, when combined with the 3 feeder cables out for maintenance, caused the loss of power for the northern portion of Roosevelt Island. The one remaining feeder cable was able to provide power south of Westview.

UPDATE 9:10 PM - According to Con Ed, the electricity feeder cables for Manhattan Park and Octagon have been repaired so normal electricity service is now resumed. Westview and some Main Street lights are on a generator. The feeder cables serving Westview and the Main Street lights will be repaired within the next 36 hours.

UPDATE 5/25 3 PM - According to Con Ed, the electricity feeder cables for Westview, some Main Street Lights as well as Island House and Coler Goldwater Hospital are still being repaired. These buildings are currently being powered by backup generators. As of now it is not known how soon the feeder cables for these buildings will be repaired. As soon as they are fixed, the backup generators will be turned off resulting in loss of power in these buildings for approximately 45 minutes and then power will be restored from the repaired feeder cables.

My husband called Con Ed. Power issue affects 625, Octagon and Manhattan Park. There is a problem with the feeder that provides power to those buildings on the island. According to Con Edison, this issue should be resolved by 11 am.

From another resident:

Note buildings like 40 river are required to have back up lighting in stair wells in case electricity is lost. 40 river does not have such back up lights installed. Stairwells pitch black. They should bring the building up to fire code standards.

There is some belief that the Blackout is related to the fire on the Koch bridge and/or related to flooding with the power station or both. Students are at ps/is 217 are being given the day off as well as some of the Childschool students are being sent home. We have asked that they consider using sports park as a place for people to go if the do not resolve this quickly. They are in the process of evaluating the 2/4 River Road for the needs of the seniors and disabled. Do we know who might need to be checked in the other buildings? We hope they can set up temp. charging places... the power is also out at the RIOC office.

Update 10:10 - According to Roosevelt Island Operating Corp President Charlene Indelicato, four out of five Con Ed feeder cables serving Roosevelt Island are out. Ms Indelicato urges residents to limit non essential electricity uses so that the fifth feeder cable does not go out as well.

Update 11:35 AM - After briefing by OEM, Con Ed and other emergency personnel, Ms Indelicato reports no change in power outage status but urges residents Not To Flush Toilets until power restored. The next update from RIOC will be at 3 pm

UPDATE 12:50 PM - Press Release from Con Ed earlier this morning:

Con Edison is asking customers on Roosevelt Island to conserve electricity due to problems on electrical equipment serving this area.

The company implemented voltage reduction as a precaution to protect equipment and maintain service as company crews work to repair the problem.

Con Edison is asking customers on Roosevelt Island not to use appliances such as washers, dryers, and other energy-intensive equipment and to turn off lights and televisions when not needed until the equipment problems are resolved.

Customers can report outages and check service restoration status at www.coned.com/reportoutage or by calling 1-800-75-CONED (1-800-752-6633). When reporting an outage, customers should have their Con Edison account number available, if possible, and report whether their neighbors also have lost power. Customers who report outages will be called by Con Edison with their estimated restoration times as they become available.

The equipment problems on Roosevelt Island have no effect on the rest of the Con Edison system. Con Edison will provide updates to affected customers both directly and through the media as the situation warrants. The company is in constant communication with the New York City Office of Emergency Management.

Con Ed outage map states that there are 4 Roosevelt Island outages affecting 26 customers with an estimated resumption of service at 5 PM. No idea how they came up with only 26 customers affected when there is no power in the Octagon, Manhattan Park and Westview buildings with more than 2 thousand total apartments.

Roosevelt Island's PS/IS 217 Principal Mandana Beckman reported:

There continues to be no power at school. This morning the students were relocated to Good Shepard Church. We plan to remain there for the day but will walk back to the school for dismissal. We will dismiss students from the school at 2:50pm unless parents decide to pick up their children earlier. All of our staff made it to work and the few students that remain are busy.

UPDATE 1:25 - Bright Horizons Pre-School at the Octagon sent out this message to parents:

Dear Families,
While Bright Horizons does have power the building does not. The center is connected to the water supply pumps which are not operational. As the day goes on the supply of water is being reduced to the classrooms. The estimated time for power to be returned to the building is late afternoon / early evening. As per licensing we can not operate the center without running water. We are asking families to pick up no later then 3:00pm. We do apologize for the inconvenience. For the health and safety of the children and faculty we can not remain open without water.

UPDATE 3:10 PM - Receiving reports from Octagon residents that power is back in their building. One resident adds that according to Octagon building management:

We were asked by Con Ed to try to use minimal power as only one "grid" is up at the moment. If it gets overloaded we might loose power again. We will try to minimize usage in other areas of the building.
