Roosevelt Island Winter Snowstorm Emergency - Very Dangerous Outside, Trucks Will Be Plowing And Salting Roadways Day & Night, Remove Cars From Main Street Says RIOC

This morning, I asked Roosevelt Island Operating Corp (RIOC) President Susan Rosenthal and Public Safety Department Chief Jack McManus:
Rioc usually sends out advisories before snowstorms that no Main Street parking is allowed but available at Motorgate for free.

No such advisory was sent out for today’s snowstorm.

Why? Any statement from Rioc on matter?
This afternoon RIOC issued the following advisory:

Roosevelt Island Main Street at 1:30 This Afternoon

A long time Roosevelt Island resident shares this message sent to RIOC President Rosenthal this morning:
... As a long-timer & veteran of many snowstorms & RIOC Administrations, I was surprised there was no Advisory yesterday requesting / requiring cars be moved off Main Street south of Manhattan Park & the East & West Channel Drives & offering free parking at Motorgate.

That always guarantees DSNY & RIOC curb-to-curb street & cross-walk cleaning for those folks who have to be out & for unfettered Island access by NYPD & FDNY to both ends of the Island.

I am surprised I received 3 RIOC Advisories on SportsPark & Good Shepherd & nothing yet about the Tram, Red Bus service or any plowing or pavement/sidewalk activity....
and Ms. Rosenthal's reply:
We decided within the last 45 minutes to require cars to be moved. Our staff knows what to do in this storm and I realized in the first few minutes of our emergency meeting at 591, that I'm really not needed! All those copied have their teams doing what needs to be done to protect our community. I'm so very proud of them!

... Jack was here at 5am with many staffers. The storm model was changing every hour. Moving cars off Main Street can be a major imposition to residents' work schedules and to the many disabled on our island. If we can avoid removing cars, it is preferable. I have been here, am in charge and am fully in the know.
PSD Chief McManus adds:
... there have been no less than 6 Dept of Sanitation visits to the Island. I saw the first one at 6:00 am and they have continued to plow and sand every 40 minutes give or take a minute. RIOC's Ground Department has been out since roughly 6:00 am as well.

NYC Blizzard Brings Nearly 30 Inches Of Snow To Roosevelt Island - RIOC And Building Management Clean Up Of Roads And Sidewalks Is Pretty Good

Image Of Roosevelt Island Blizzard From Joyce Short

Last Saturday's NYC Blizzard brought nearly 30 inches of snow to Roosevelt Island according to the FDR Four Freedoms Park.
How did Roosevelt Island do cleaning up the roads and sidewalks from the January 23 NYC Blizzard. Very well, according to this tweet by a resident.
For the most part, a good job was done by the Roosevelt Island Operating Corp (RIOC) and building managements making Roosevelt Island roads and sidewalks accessible  for pedestrians and vehicles on Sunday. the day after the blizzard.

Except on Sunday there were portions of Main Street sidewalk at the Riverwalk Commons,

in front of Island House,

and Manhattan Park

that were not plowed, making it very difficult to walk in those areas.

Also, the Good Shepherd side entrance was not plowed either. until a couple of residents decided to do it themselves.

On Monday, the snow around Riverwalk Commons

Island House

and Good Shepherd

areas were removed.

But the snow by Manhattan Park remained.

RIOC President Charlene Indelicato had this to say about the Roosevelt Island response to Saturday's blizzard:
Building Managers were invited to a pre snow meeting to discuss plans for the storm. Some building managers showed – others did not. We will reach out to all again stressing the importance of such meetings.

We also intend to look at all the leases and delineate responsibilities in accordance with the leases. On first glance, it does appear that some buildings and businesses, if not all, are responsible for their sidewalks and adjoining areas. This being said, RIOC has always tried to attend to our roadways and sidewalk areas to insure the safety, health and welfare of the public.

We will be meeting with the individual managers of the buildings and businesses to develop a coordinated effort of keeping roads and sidewalks clear of snow/ice and debris.

I believe that working together we will have even better results than we have now.

I also would like to take this opportunity to thank all who worked so hard to clean the Island. I would ask Jack Mc Manus, Cy Opperman, Fernando Vargas and Juan Rivera please share with your respective teams my heartfelt gratitude for a job well done. The snow was record and the effort as well.
Frank Farance comments and shares these photos:
Pedestrian safety hazard fixed just before storm, thanks to PSD Director Jack McManus. Stepping in the hole would have been a broken ankle or leg - not mention a snow plow lifting up plates.

Construction crew closed the hole and welded the plates together.

RIOC's incomplete shoveling job, no way for handicap users to access Sunday's 8:15 Mass.

By Monday, most of the Roosevelt Island roads and sidewalks

were clear of snow.

Good job by RIOC, building management and residents
removing most of the snow from Roosevelt Island roads and sidewalks.

RIOC Board Of Directors Review Roosevelt Island Snow Removal Policies And Procedures During Operations Advisory Committee Meeting

Image Of 2015 RIOC Snow Removal

This past winter on Roosevelt Island seemed as though it would never end with freezing temperatures, East River ice floes and frequent snowstorms. Fortunately, none of the snowstorms reached blizzard like proportions.

How did the Roosevelt Island Operating Corp (RIOC) do this winter dealing with the snow? The subject was an Agenda Item of March 9 RIOC Operation Advisory Committee (full audio web cast) meeting:
... RIOC’s Snow Removal Efforts and Discussion of Future Strategies....
RIOC Directors David Kraut and Michael Shinozaki as well as  President Charlene Indelicato, Operations Director Cy Opperman and Public Safety Director Jack McManus discussed Roosevelt Island snow removal this past winter during yesterday's Operations Committee meeting.

Mr. Kraut said of RIOC:
... our people did an excellent job...
and that he heard plows going by his building at 6 or 7 every morning.

RIOC Operations Director Cy Opperman added that the:
... backbone of the snow removal is our maintenance Department - our three mechanics...
RIOC Public Safety Director Jack McManus praised the responsiveness and cooperation of the NYC Sanitation Department in assisting with vehicles spreading salt on the streets as well as coordination among RIOC staff and other agencies.

Ms Indelicato noted that without the Steam plant tunnels operating this year, snow built up on the streets more so than in the past.

Ms. Indelicato also reported that the cooperation of residents was very helpful in keeping the streets clean and removing snow but acknowledged:
... there's always room for improvement ...  we've learned alot even from last year, ...with Everbridge it gives us a better sense of communication, better notifications and yes we screwed up on some of them but it happens....
Ms. Indelicato concluded that:
... in my estimation, these guys did an unbelievable job...
Here's the March 9 RIOC Operations Advisory Committee snow removal discussion.

Hopefully the snow is over until next winter. Bring on the Spring.

Roosevelt Island Community Update From RIOC - Severe Winter Weather, Manhattan Tram Station Elevators, Community Cultural Center, Motorgate Lighting & Contact Info

Below is the Roosevelt Island Operating Corp (RIOC) Community Update,

 Image From RIOC

formerly known as the Report from the RIOC President.
During the past few winter storms, RIOC’s Operations team has worked into the night to remove snow and ice, lay down salt, and plow the roadways on Roosevelt Island. In addition to thanking them for their tireless efforts, I would like to thank those residents who moved their cars promptly off Main Street and the East and West Roads to allow preparations for snow removal to take place. Your cooperation helps us make travel safer on Roosevelt Island and is much appreciated.

If you would like to receive notifications in case of severe weather or emergencies, please visit rioc.ny.gov and click the “RIOC Advisories” link. RIOC Advisories is a community and emergency alert system that allows subscribers to receive notifications and important information via email, text message, and even phone calls if they so choose. While you may sign up for additional categories, we encourage all residents to sign up to receive at least Emergency and Severe Weather alerts. Remember, if we can’t reach you, we can’t alert you.

Manhattan Tram Station Elevators

Last year, it became clear to many that the elevators at the Manhattan Tram Station were becoming unreliable. As the elevators themselves are due for an overhaul, the most efficient way to deal with the issues is through a replacement of the current system. After rating and ranking responses to a Request for Proposals (RFP) to design two new, larger ADA-accessible elevators, RIOC has selected a contractor. The new elevators will replace the current smaller elevator as well as the red accessible lift, improving the station’s accessibility. A kickoff meeting will soon be held, where the elevator’s designers will present their proposals. The design is scheduled to be completed within 90 days. Once the design is complete, RIOC will seek a qualified contractor to build the elevators to specifications. We will continue to make any repairs necessary to the current system while the new system’s design and build period continues. The work will be conducted on a schedule that causes the least amount of disruption possible to travelers and commuters.

Community Cultural Center

Now that only a few items are left on the punch list, spaces in the newly renovated Community Cultural Center will soon be available by permit. As our community grows, many entities on this island have grown alongside it and are in need of meeting and activity space. Offering a fair and reasonable booking fee to all local organizations is a matter of ethics and impartiality, and it’s important to us to make the space available to as many local groups as possible on an equitable basis.

Lighting at the Motorgate Garage

Last year, lighting inside the Motorgate Garage was upgraded to brighter, more energy-efficient LED lighting. RIOC is currently getting proposals together for LED lighting to be installed near the Motorgate Garage Atrium and underneath the Helix Ramp. In addition, Con Edison is currently working to repair a power issue affecting the lights underneath the arcade near the Roosevelt Island post office. Once they replace the transformers supplying the area and the power issue is resolved, improvements to that area’s lighting can also be taken into consideration.

Contacting RIOC

Do you have questions or concerns about Roosevelt Island? If you’re looking to contact RIOC, there are a variety of ways to get in touch. Roosevelt Island Community Update From RIOC - Winter Weather Emergency, Safety Tips, Staying Informed & Corporate Transparency

Below is the Roosevelt Island Operating Corp (RIOC) Community Update, formerly known as the Report from the RIOC President.
RIOC Community Update: 2/2/2015

Early last week, the entire city of New York experienced a state of weather emergency due to Winter Storm Juno. While the snowstorm was of shorter duration and severity than originally predicted, many essential city services were limited or unavailable for its duration. I would like to thank both the Roosevelt Island residents and our Emergency Response staff for their cooperation and swift response to the forecasted heavy snows. Quickly removing cars from all street parking spaces allows for preemptive and continuous salting and plowing of the roadways around the Island. In addition, our Public Safety, Grounds, Facilities, Bus, Tram, and Community Relations departments worked through the storm to coordinate our response, prepare the Island, provide services and keep the public informed. Thank you all for helping make us one of the best prepared neighborhoods in the city.

Winter Tips from Public Safety

The Roosevelt Island Public Safety Department offers the following suggestions to residents who are looking to stay safe during severe winter weather:
  • Preparedness – In the first hours of a storm, grocery and corner stores are often flooded with customers looking to stock up on necessities at the last minute. Don’t get caught in the rush – make sure you have a sufficient supply of necessary items well before the storm! Visit prepare.ny.gov for preparedness tips, lists of items you should own, and a list of training events in your area.
  • Travel Safety – During cold or inclement weather, residents are urged to use caution while driving, walking, or otherwise traveling. Dress in layers, wear shoes with good traction, make sure the tires on your car are winter-ready, and fill your gas tank.
  • Parking – In preparations for heavy snowfall, RIOC issues “No Parking” regulations requiring drivers to remove their cars from Main Street and the East and West roadways. During this time, we will attempt to make free parking available in designated locations, including inside the Motorgate Garage and underneath the Helix Ramp near Capobianco Field. Keep an eye out for signs and electronic notifications advising when these regulations go into effect.
As a reminder: While our Grounds and Facilities departments work around the clock to remove snow and ice from roads and pathways in our community, some areas are prone to consistent icy conditions. If you see any areas that require extra attention this season, please contact the RIOC offices via email at information@rioc.ny.gov, or call 212-832-4540.

How to Stay Informed

During the storm, RIOC issued electronic alerts about closures, citywide warnings and parking changes. If you have not already signed up, we strongly encourage all residents to take advantage of these valuable services. The more informed you are, the better you can prepare yourself and your family for any unexpected situation.

Transparency and Accountability

As a New York State agency, RIOC is constantly looking for ways to improve transparency in its operations. Many documents, such as the Corporation's budget, PARIS reporting, Board meeting agendas, and other materials, are available to the public via our website. Requests for materials not posted on our website must be submitted by means of a Freedom of Information Law (FOIL) request online at rioc.ny.gov.

In addition, members of the public are invited to observe at organization's Board and Committee meetings. A meeting schedule is available on our website, and notifications are posted regularly at our offices and through the RIOC Advisories system. Before each Board meeting, a public comment period is available for those who wish to speak. Interested individuals may sign up to do so at rioc.ny.gov.
