Construction Starts This Week Of $I Million Accessibility Improvements Project For Disabled People At Roosevelt Island FDR Four Freedoms Park - Wheelchair Platform Lift To Be Installed At Grand Staircase And Pathway Renovations Part Of ADA Lawsuit Settlement

As reported in March 2017:

Last May, New York City Mayor Bill de Blasio said that the Roosevelt Island FDR Four Freedoms Park, designed by architect Louis Kahn, was inaccessible to the disabled community and according to the NY Times:

... the city is withholding a permanent certificate of occupancy and hundreds of thousands of dollars in financing until the matter is resolved....

and:

On March 16, the Disability Rights Advocates (DRA) filed a lawsuit claiming that the FDR Four Freedoms Park, a:

... Site dedicated to freedom denies freedom of access to people with disabilities...

In November 2017, DRA reported:

In resolution of a federal lawsuit brought by Disability Rights Advocates (DRA) last March, the Four Freedoms Park Conservancy and New York State Office of Parks, Recreation and Historic Preservation have agreed to the installation of a lift at the front steps of the monument built in 2012 to honor Franklin D. Roosevelt. The settlement also includes other accessibility improvements to the Four Freedoms Park furthering full access for visitors with mobility disabilities....

More than 3 years later, good news. Installation of the FDR Park staircase wheelchair platform lift and other accessibility improvements will begin this week.

On February 26, the NY State Office of Parks, Recreation and Historic Preservation announced:

... work will start on a $1 million project to enhance disability access at Franklin D. Roosevelt Four Freedoms State Park in New York City.

Starting next week and concluding in late spring, work will include a new incline platform lift at the granite Grand Stairway and renovation of two aggregate stone pathways to enhance accessibility....

... During construction, access to the park on Roosevelt Island will be limited to the western esplanade at the Manhattan side, the grassy area adjacent to the Room, and the Room at the southern tip of the park...

Upon learning of the news, Roosevelt Island Disabled Association (RIDA) President Wendy Hersh said:

This is wonderful new. This now allows all residents on Roosevelt island to enjoy the park and events there. Persons with disabilities especially those with mobility issues will now be able to go and enjoy the beauty and views. This is another step closer of inclusiveness of individuals with disabilities within our community.
NY State Parks NYC Regional Director Leslie Wright adds:

State Parks and the Four Freedoms Conservancy have modified our partnership, enabling the Conservancy to fulfill the role of a more traditional park friends group. State Parks is overseeing maintenance and operation of the facility. The Conservancy will focus solely on the Park’s programmatic and fundraising efforts, in which it has excelled. The public should not notice any change in their enjoyment of the park.

Here's the NY State Parks February 26 Press release on matter:

The state Office of Parks, Recreation and Historic Preservation announced today work will start on a $1 million project to enhance disability access at Franklin D. Roosevelt Four Freedoms State Park in New York City.

Starting next week and concluding in late spring, work will include a new incline platform lift at the granite Grand Stairway and renovation of two aggregate stone pathways to enhance accessibility.

“This project will ensure that all New Yorkers can enjoy equal access to this important memorial to a New Yorker who was one of our greatest leaders,” said State Parks Commissioner Erik Kulleseid. “At Parks, we value doing what is needed so that our Parks and historic sites are open to all.”

The project is supported by a $250,000 allocation from New York City Council Member Mark Levine and $250,000 grant from State Assembly Member Rebecca Seawright, with the balance supported by NY Works.

Assembly Member Rebecca Seawright said, "I am proud to have given $250,000 in grant money that was needed to upgrade the Franklin D. Roosevelt Four Freedoms State Park making it ADA compliant so that all New Yorkers can have access. The park has been a magnificent addition to the Roosevelt Island and New York City communities. During the pandemic we have relied on our parks and open spaces to be an escape and the Four Freedoms Park needs to be accessible. I commend State Parks Commissioner Erik Kulleseid, Four Freedoms Park Conservancy CEO Howard Axel, and Vice Chair Sally Minard for seeing this need and getting the work done."

Senator José M. Serrano said, "As the State Senator representing Roosevelt Island and as Chair of the Senate Committee overseeing State Parks, I am very pleased that work will begin to make accessibility enhancements at Four Freedoms Park. These improvements will make it possible for every New Yorker to fully experience all that this treasured park has to offer. Thank you to Assembly Member Seawright and Council Member Levine for their support of the project and to Commissioner Kulleseid for his commitment to ensuring our parks and public spaces are accessible to New Yorkers living with disabilities."

New York City Council Member Mark Levine said, “Over the past year, I think everybody in our city gained a new appreciation for the importance of our public spaces and the need to make sure they are accessible and well maintained. Four Freedoms Park is one of New York City’s true masterpieces in our park system, but needed overdue and important upgrades to make it ADA compliant. I am thrilled that funds from the City Council enabled work on this important project to start and eventually allow all New Yorkers to experience that magical ascent up the park’s iconic stairs.”

New York City Council Member Ben Kallos said, "Four Freedoms Park should be easily accessible to everyone. Thank you to the state Office of Parks, Recreation and Historic Preservation for committing to increasing accessibility in the park. Once completed the ramp will go a long way in helping many tourists and visitors enjoy access."
During construction, access to the park on Roosevelt Island will be limited to the western esplanade at the Manhattan side, the grassy area adjacent to the Room, and the Room at the southern tip of the park.

FDR Four Freedoms State Park is wheelchair accessible. Wheelchairs are also available for visitor use free-of-charge at the State Park entrance booth.

Designed in 1973 by architect Louis Kahn and completed in 2012, the four-acre memorial is located on the southern tip of Roosevelt Island in New York City. The park champions universal human rights as defined by President Roosevelt in his January 6, 1941 “Four Freedoms” speech.

Located just 1,500 feet across the East River from the United Nations Headquarters, the park offers panoramic views of Manhattan, Brooklyn, and Queens. The park is open to the public from 9 a.m. to 5 p.m., and until 8 p.m. in summer months.

Since opening in 2012, more than 1.4 million people have visited the park.
The New York State Office of Parks, Recreation and Historic Preservation oversees more than 250 parks, historic sites, recreational trails, golf courses, boat launches and more, which are visited by 78 million people annually. The exhibition will be on view from October 19 through November 11, with a public opening reception on Saturday, October 19, 6-8pm. The gallery is located on Roosevelt Island, a short walk to Franklin D. Roosevelt Four Freedoms State Park, Kahn’s only design in New York City.

The visual artists are: Dara Alter, Richard Bottwin, Graciela Cassel, Tim Gowan, John Greig Jr., Carrie Johnson, Andres Koort, Stephanie Land, Arne Maasik, Jamie Martinez, Marisol Martinez, Gelah Penn, Urmo Raus, Jonathan Rider, Tariku Shiferaw, Sara Silks, Helen & Sandra Sirp, Christopher Stout, Nicholas Szymanski, Margaret Inga Urias, Michael Wolf and Audra Wolowiec.

The exhibition also includes a site-specific sound piece by Micah Frank to listen to while walking between the gallery and Four Freedoms Park. The exhibition is organized by MW Projects, with support from the Consulate General of Estonia in New York and the Estonian Ministry of Culture.

Architectural historian William J.R. Curtis wrote, “Kahn’s architecture is full of inversions: masses which suddenly seem weightless, materials which dissolve into immateriality; structures which reverse load and support; rays of light which reveal the realm of shadows; solids which turn out to be voids.” Known for combining Modernism with the weight and dignity of ancient monuments, Kahn used simple shapes and simple materials to design preternaturally beautiful structures that sought to create transcendent experiences. He believed that structure, space and light must always be in harmony, and that it is through the material that we can understand the immaterial and universal.

Taking these concepts as cues, the artists in the exhibition created works that explore the different “inversions” for which Kahn is known. Each work in the exhibition considers the dualities of material and immaterial; logic and intuition; heavy and light; light and shadow; or presence and voids, and how these dualities balance and co- exist.

Inspired by Kahn’s multi-disciplinary approach, the exhibition will include an evening of dance and poetry, a film screening and a music listening event. Details for these events will be posted at www.MWProjects.art and on social media channels.

Disability Rights Advocates File Lawsuit Claiming Roosevelt Island FDR Four Freedoms Park Denies Freedom Of Access To People With Disabilities

On March 16, the Disability Rights Advocates (DRA) filed a lawsuit claiming that the FDR Four Freedoms Park, a:
... Site dedicated to freedom denies freedom of access to people with disabilities...
According to the DRA complaint, the lawsuit seeks:
... to rectify the systemic, discriminatory exclusion of persons with mobility disabilities from full and equal access to the Franklin D. Roosevelt Four Freedoms Park (“FDR Memorial”), New York City’s recently built monument commemorating our 32nd President....
DRA reports:
In 2012, New York City welcomed the opening of the Franklin D. Roosevelt Four Freedoms Park on Roosevelt Island. Yet FDR, the President it commemorates who used a wheelchair for mobility, would have struggled to take in its dramatic beauty, as the monument begins and ends with steps.

Disability Rights Advocates (DRA), a non-profit legal center, filed a class action lawsuit today in federal court on behalf of individuals with mobility disabilities alleging that the New York State Department of Parks, Recreation and Historic Preservation and the Four Freedoms Park Conservancy are blatantly violating the Americans with Disabilities Act. Plaintiffs, including the Brooklyn Center for the Independence of the Disabled (BCID) and several New York City residents who use wheelchairs, allege they are unable to access the Memorial in violation of long established law.

Plaintiff Edith Prentiss at the Four Freedoms Park. Photo by Joe Rappaport.

Accessibility barriers pervade the FDR Memorial in its entirety, including a large flight of stairs leading up to the entrance of the Monument. While paths exist around the base of the memorial, they circumvent the bulk of the monument and are comprised of uneven stones that make travel difficult for manual or power chair users. After traveling an unreasonably long distance down a side route, a chair user must begin an arduous back-tracking ascent up a path made of gravel to appreciate the vistas in the same way a non-wheelchair user can do.

At the opposite end of the FDR Memorial is a sunken terrace that provides an uninterrupted view of the East River, known in architecture as a ha-ha wall. Yet steps block wheelchair users from reaching that point. Plaintiffs also cite an inaccessible gift shop and non-ADA compliant restrooms.

Plaintiff Edith Prentiss, who uses a wheelchair due to her mobility disability, has visited the Memorial many times but has never been able to explore the terrace. “I’ve heard that those who run the park say that we can just enjoy the view afforded by the sunken terrace from elsewhere,” she said. “I find that offensive in the ‘back of the bus’ sort of way. I feel like they’ve prioritized their own aesthetics over our right to visit the Memorial, and are now waving away our concerns by saying: ‘What you got is good enough anyway.’ It’s not.”

Phil Beder, also a Plaintiff who uses a wheelchair says, “I am an FDR buff. He’s my hero. It’s patently ironic that a Memorial built in honor of him is rife with barriers for wheelchair users. Frankly, it makes me both mad and sad.”

“In a park dedicated to freedom, the choice to deny freedom of access to people with disabilities is just plain wrong,” said Joseph G. Rappaport, BCID’s Executive Director. “Denying the right of people with disabilities from enjoying the park fully isn’t in keeping with FDR’s life and legacy.”

“The Memorial was built very recently, decades after the ADA, and New York State should know better. We can’t figure out what they were thinking, but to leave it as is would give unfettered license to continue building important public spaces with no regard for the civil rights of persons with disabilities,” said Michelle Caiola, Litigation Director at DRA.

The suit seeks injunctive relief towards remedying all elements of inaccessibility allowing visitors with mobility impairments to visit the Memorial on equal terms with everyone else. A copy of the Complaint is available below.
A link to the copy of the complaint is available at bottom of DRA post.

Google maps shows us the sunken terrace steps in the FDR Park's Memorial's Room that the lawsuit alleges is inaccessible to the disabled

and the full view of FDR Four Freedoms Park.

According to DRA attorney Jelena Kolic, attempts to communicate with the Four Freedoms Park Conservancy to discuss disabled persons accessibility at the FDR Park were not returned resulting in the lawsuit.

I asked the Four Freedoms Park Conservancy for comment on the lawsuit. A spokesperson replied:
We have not had the opportunity to fully review the class action suit. Four Freedoms Park is – and always has been – committed to accessibility for people with disabilities. We take accessibility issues very seriously and strive to meet the needs of all of our visitors.

FDR Four Freedoms Park takes accessibility issues very seriously, and we welcome dialogue about how we can meet the needs of the many visitors we receive each year.
According to a May 10, 2016 NY Times article:
... Sally Minard, the president and chief executive of the conservancy, said the use of ramps had been thoroughly explored. But it would present its own drawbacks.

Railings would have to be installed along the ramps and behind benches that are now sheer slabs of Mount Airy granite, set off against monumental blocks of the same whitish-gray stone. This would compromise the Kahn design, which the conservancy tried to follow as faithfully as possible.

“The consequences of doing it — for everyone’s experience — seemed to outweigh the value,” Ms. Minard said. “The decision was not seen as a problem because we believed then, as we do now, that the park more than meets the requirements for accessibility for those with a disability, and that the memorial as a whole is A.D.A. compliant.”...
Roosevelt Island Historical Society President Judy Berdy commenting on a previous post noted:
For many years, we told the FDR park designers. In those days the architect from Mitchell-Gurgula, Ms. Minard and Mr. Vanden Heuvel ignored the community concern over disabled access.
The Roosevelt Island Disabled Association and FDR Hope Memorial Committee are leading an effort to install a sculpture depicting FDR in a wheelchair at Southpoint Park,

Roosevelt Island FDR Four Freedoms Park Conservancy Announces Howard Axel As New President - Also, Completion Of Strategic Plan To Be A Leading Presidential Memorial Park And Destination For Visitors From Around The World

Roosevelt Island's FDR Four Freedoms Park tweets:

According to this October 31 announcement from the FDR Four Freedoms Park:
Ambassador William J. vanden Heuvel, founder of Four Freedoms Park Conservancy, announced today the completion of a three-year strategic plan for the organization. Funded by Alphawood Foundation Chicago, the plan, designed with consultants Lord Cultural Resources, sets the stage for Four Freedoms Park, which has welcomed over 600,000 visitors since opening in 2012, to solidify by 2020 its place as a leading presidential memorial park and important destination for visitors from around the world. Barbara Shattuck Kohn, Chair of the Board, announced that Howard Axel has been named the Conservancy’s President and CEO to execute the vision articulated by the strategic plan. Sally Minard, founding president and CEO of the Conservancy, who championed the creation of the Park since 2007 and guided the strategic planning process, will become Vice-Chair of the Conservancy’s Board of Directors.

Mr. Axel came to the Conservancy from Grameen America, the largest microfinance organization in the United States, where he was Senior Vice President. In addition to his background in the non-profit sector, Howard worked for many years in the entertainment industry, most recently as Vice President for Strategic Partnerships for Talenthouse. He also has a strong background in park and preservation issues from his years as Development Director at the Trust for Public Land.

“We are thrilled that Howard will serve as our new CEO,” said Barbara Shattuck Kohn, Chairman of the Board of Four Freedoms Park Conservancy. “His experience in the non-profit and private sectors will be a tremendous asset to our organization. At the same time, we extend our heartfelt gratitude to Sally for her 10 years of leadership. This remarkable New York State Park would not exist today if not for her tireless dedication, passion, and service.”

“It has been a true privilege to be part of a team that realized Ambassador vanden Heuvel’s 40-year vision for a memorial to President Roosevelt,” said Minard. “The past decade has been challenging, exhilarating, and enormously satisfying.”

“I am honored to succeed Sally and build on her accomplishments, which have made the memorial a world-class destination,” said Axel. “I am particularly thankful to Alphawood for investing in the future vision of the Conservancy as I take on this new role. I share a real sense of excitement and commitment with our stakeholders as we look forward to protecting and promoting this incredible memorial and implementing inspiring public programs.”

Alphawood Foundation Chicago, a private foundation, also announced its continued support of Franklin D. Roosevelt Four Freedoms Park with a $500,000 donation to advance the mission of the Conservancy. This gift, which will be disbursed over two years, supplements the approximately $11 million of support provided to date by Alphawood to build and open the Park. “Honoring the legacy of FDR goes to the core of Alphawood’s mission,” said James D. McDonough, Alphawood Foundation Executive Director. “We take inspiration from his memory and from the Four Freedom speech every day as we go about the work of the Alphawood Foundation. We are proud to provide additional support to the Conservancy to ensure that its leadership is the best available.”

NYC Mayor's Office Say Roosevelt Island FDR Four Freedoms Park Not Fully Accessible To The Disabled - Withholds Certificate Of Occupancy And Up to $900 Thousand Until Resolved

The Roosevelt Island Twitterverse reports:

Google maps shows us the sunken terrace steps in the Memorial's Room that NYC says is inaccessible to the disabled.

According to the NY Times:
... Though the park is open and operating, the city is withholding a permanent certificate of occupancy and hundreds of thousands of dollars in financing until the matter is resolved....

... The remedy favored by the de Blasio administration would be to install ramps on either side of the Room....

... At least one advocacy group, the Roosevelt Island Disabled Association, supports the conservancy’s viewpoint. The conservancy has helped guide and finance the association’s own project on the island, the F.D.R. Hope Memorial, which features a sculpture of President Roosevelt in a wheelchair.

Jim Bates, the president of the association, who uses a wheelchair and motor scooter, said there is a better view from the Room above than there is from the ha-ha below because of a wide parapet wall at the end of the sunken terrace....

Landscape Architect Harriet Pattison Tells Story Of Her Role Working With Louis Kahn Designing Roosevelt Island FDR Four Freedoms Park

Harriet Pattison is a landscape architect who collaborated with Louis Kahn in the design of the Roosevelt Island FDR 4 Freedoms Park. According to the Cultural Landscape Foundation:

... in 1958, she met architect Louis Kahn. Kahn played an instrumental role in Pattison’s life, encouraging her studies in landscape architecture and fathering her son Nathaniel in 1962....
and:
... She launched her career in the office of George Erwin Patton, where she worked until 1970. There she collaborated with Kahn on the design for the grounds of the Kimbell Art Museum in Fort Worth, Texas, then later, the Franklin Delano Roosevelt memorial in New York’s Four Freedoms Park...
Ms Pattison describes her work with Louis Kahn on the Roosevelt Island FDR Four Freedoms Park to the Cultural Landscape Foundation Oral History Project. It's very interesting. Take a look.

Discuss Roosevelt Island FDR Four Freedoms Park Tomorrow On WNYC's Brian Lehrer Radio Show - Tell Them What You Think Of It

Anybody from Roosevelt Island want to tell WNYC's Brian Lehrer radio show what you think of the FDR Four Freedoms Park? The subject will be discussed tomorrow morning.

You can call in tomorrow 10 AM at 212-433-WNYC (9692) or contact via Facebook

I walked around the so-called park on May 10. Join me.

Art critic Thomas B. Hess was right when he described the Louis Kahn/FDR Memorial design as:
... the sort of political edifice that the Italian fascists loved and Speer perfected for the glory of the Third Reich... The site itself is treated heartlessly. What was a modest, picturesquely rugged shoreline has been disciplined to straight lines and symetrical angles that have no significance beyond the alarming one of man's ability to impose a meaningless geometry on nature. The ultimate irony is that Roosevelt, who fought totalitarians to the death, is commemorated in the harsh style propogated by the dictators.
Here were  some questions asked by me and others during February 27 public meeting with the FDR Conservancy.

Roosevelt Island Louis Kahn Four Freedoms Park Town Hall Meeting and Q & A Tonight 6:30 PM At Good Shepherd Community Center - Extremely Short Notice, No Publicity And Don't Bring Any Refreshments

At 4:02 PM today, a little less than 3 hours before a so-called Town Hall Meeting on the so-called Louis Kahn (FDR) Four Freedoms Park, the Roosevelt Island Operating Corp (RIOC) sends out an advisory informing the public about the meeting.

Here's the reminder from RIOC:

As a reminder, you are invited to attend the Four Freedoms Park Conservancy Town Hall meeting Today, 6:30 PM at the Good Shepherd Community Center. There will be a presentation discussing Four Freedoms Park. Immediately following will be a Q&A session with representatives of the conservancy.

Sincerely,

Roosevelt Island Operating Corp Advisories Group
The advisory is referred to as a "reminder" although I did not receive any notice of this meeting before now. Apparently, there was an advertisement in the Main Street WIRE several weeks ago announcing this meeting but nothing else that I saw.

Do they really expect or want people to come out and discuss this issue? If yes, why such short notice and hardly any publicity?

A warning. Based upon my experience trying to get into the park last December, don't bring any refreshments to the meeting.
Gotta let it out.

UPDATE 11 PM - Here's what happened at the Town Hall Meeting. Conservancy President Sally Minard hosted the meeting with other members of her staff. About15 Roosevelt Island residents attended the meeting.

Land Grab By FDR Memorial Of Roosevelt Island Southpoint Park - ThirtyThousand Dollar Fence Placed Around Smallpox Hospital Without ApprovalBy RIOC, Removal Demanded By Directors

Image Of Fence Closing Off Smallpox Hospital From Southpoint Park

During November 15 meeting of Roosevelt Island Operating Corp (RIOC) Operations Committee (audio webcast of meeting here), it was learned that the FDR Four Freedoms Park Boondoggle (FDR) installed a $30 Thousand fence surrounding the Smallpox Hospital

Image Of Fence Closing Off Smallpox Hospital From Southpoint Park

in Southpoint Park outside the area of the Four Freedoms Park without prior approval of RIOC.

This is the fence.

A visibly angry and outraged RIOC Director David Kraut demanded that the fence be removed telling FDR's Executive Director Gina Pollara that the fencing surrounding the Smallpox Hospital of RIOC property was:
 ... a land grab...
... you just can't do that...
...I am furious you would put a fence across Roosevelt Island...
and
... you don't have enough law or friends in high places to make us abrogate our responsibility...
RIOC Director Margie Smith said that she did not think there was any land grab. That it was a good faith mistake but that she does not like the fence either.

Here's the Land Grab discussion from RIOC November 15 Operations Committee meeting.

and part 2.

Roosevelt Island resident April Ward attended the meeting and comments:
Southpoint park is the green space, planted with native New York plants and the fenced Renwick ruin, directly before the entrance to the FDR memorial.

FDR has unequivocally and unapologetically over stepped the boundaries of their park to claim a vast swath of land from Roosevelt Island's Southpoint Park, fencing it in to lock it off from visitors according to their limited open hours. The ___foot tall iron picket fence blocks the once beautiful view of the United Nations complex and cuts off the end of the island in an abrupt, massive, physical affront. This "land grab" is an insult to every islander and can not be tolerated.

They have planted two non-native invasive plant species adjacent to Southpoint, some where it appears to be in Southpoint. In addition they want an institutional metal "security booth" stationed in Southpoint Park for their use, just outside the new entry point of this offensive fence.

It seems they did not plan well and now want more space for themselves. Poor planning on their part is no excuse for their want of yet more land and their recent fence construction. And it is absolutely not a reason for Roosevelt Island to simply hand them a few more acres of our green space, let them plant non-native invasives in the park and host their eyesore hut.
Today's RIOC Operations Committee meeting will include a discussion of the fence and the operations of the Park. According to the Agenda for the meeting:
3. Discussion of Southpoint and Four Freedoms Parks Fence and General Operational Issues
According to the FDR web site, here are the rules they are seeking the public to obey.

and Press Release From NY Governor Andrew Cuomo:
Governor Andrew M. Cuomo today announced the opening of Franklin D. Roosevelt Four Freedoms Park, a new State Park located on Roosevelt Island in the East River.

Four Freedoms Park is an enduring tribute to the life and work of President Roosevelt, a former governor of New York State who led the nation through a tumultuous period in American and world history. The Park will open to the public on October 24.

"With the opening of the Franklin D. Roosevelt Four Freedoms Park this fall, New Yorkers and visitors from around the world will have a memorial to recognize a great leader and native New Yorker who led our nation out of the Great Depression and steered America to victory in World War II," Governor Cuomo said. "New York's state parks are a true treasure, and the addition of Four Freedoms Park will give the park system yet another location for visitors to enjoy the outdoors, while also paying tribute to President Roosevelt. I encourage New Yorkers to visit Four Freedoms Park and learn about the remarkable life, work, and vision of President Roosevelt, from his time as governor leading the Empire State to his steady hand guiding our nation as president."

The last design of the iconic American architect Louis I. Kahn, and the only design by Kahn in New York City, the four-acre Park is a major new addition to New York’s cultural and public life. The park features a granite plaza at the southern tip of Roosevelt Island, tree-lined paths and a bronze bust of Roosevelt by acclaimed portrait sculptor Jo Davidson.

Rose Harvey, Commissioner of New York State Parks, said, "New York State Parks are celebrated for connecting people to the most important and inspiring natural, cultural and historic treasures in the state. Four Freedoms State Park builds on this legacy, highlighting President Roosevelt’s remarkable vision of freedom at a critical moment in history and the artistic design of legendary architect Louis I. Kahn."

Darryl C. Towns, Commissioner/CEO of New York State Homes and Community Renewal (HCR), who also chairs the Roosevelt Island Operating Corporation, said, "Roosevelt Island has long deserved a park worthy of FDR, the island's namesake. Four Freedoms Park will serve as a powerful reminder of President Roosevelt's legacy, as well as that of the Greatest Generation who served under him in order to preserve our freedoms."

Sally Minard, President of Franklin D. Roosevelt Four Freedoms Park, said, "The Four Freedoms are as important and relevant today as they were when President Roosevelt first articulated them in 1941. The Park expresses these fundamental elements of modern democracy in a setting that is truly unique."

The Park has been decades in the making. Governor Nelson Rockefeller and Mayor Lindsay announced the project in 1973, appointing Kahn as its architect; Kahn died unexpectedly shortly after completing the Park’s plans and the City of New York’s financial troubles dampened momentum for the project. More than 30 years later, former Ambassador to the United Nations William vanden Heuvel and the Four Freedoms Park Conservancy spearheaded a philanthropic effort to revive the park, enabling construction to begin in 2010.

The park derives its name from a January 6, 1941 speech delivered by President Roosevelt, in which he described his vision for a world founded on four essential human freedoms: freedom of speech and expression, freedom of worship, freedom from want, and freedom from fear.

The Park will offer a free interactive digital educational resource that visitors will be able to access on any mobile device. It will provide a multi-media narrative critical to understanding President Roosevelt’s significance, and was designed with the encouragement of the National Endowment for the Humanities with the help of historians and FDR scholars. For more information visit: http://www.fdrfourfreedomspark.org/

With the addition of Four Freedoms, the Office of Parks, Recreation and Historic Preservation operates 179 state parks and 35 historic sites. Four Freedoms will be the first new State Park in New York City since East River State Park opened in Brooklyn in 2007 and the first new State Park in the state since the Walkway Over the Hudson State Historic Park opened outside of Poughkeepsie in 2009. Park maintenance, programming and security will be provided cooperatively by State Parks, Four Freedoms Park Conservancy, and the Roosevelt Island Operating Corporation.
You can take a walk around the park too.

Former President Bill Clinton will be among the guests visiting Roosevelt Island for the October 17 dedication of the Kahn/FDR Memorial.

Would you like to join Mr. Clinton at the Dedication Ceremony. If so, click here for a chance to win seats for yourself and a friend to the dedication Ceremony.

As previously reported, the dedication ceremony may be delayed due to a lawsuit brought by one of the Kahn/FDR Memorial donors (Reed Rubin) over the placement of an inscription engraving.

If you are attending the dedication or visiting Southpoint Park in the near future take a few moment to learn about the FDR Hope Memorial

which will be located a few feet to the north of the Kahn/FDR Memorial

and depicts President Roosevelt in a wheelchair greeting a young girl wearing crutches.

More information on the FDR Hope Memorial available at their web site and previous posts.

UPDATE 10/15 - Another Kahn/FDR Memorial donor is suing the project sponsors over the failure to engrave an inscription as contractually agreed and wants the October 17 dedication ceremony delayed unless the donor is properly recognized. According the the NY Daily News:

Roosevelt Island Kahn FDR Memorial October 17 Dedication May Be Delayed By Donor Reed Rubin Lawsuit Over Engraving Spot

The NY Daily News is reporting that the October 17 dedication of the FDR Four Freedom Park (also known as the Kahn Memorial Boondoggle) located at the southern tip of Roosevelt Island may be delayed due to a dispute with a donor. According to the NY Daily News:
The upcoming dedication of a new park monument to Franklin Delano Roosevelt has hit a snag — thanks to a last-minute decision by organizers not to engrave the name of one donor in a prominent spot.

Businessman Reed Rubin has gone to Manhattan Supreme Court asking the court to order FDR Four Freedoms Park sponsors to install the engraving immediately, or delay the Oct. 17 dedication ceremony....
and:
... The sponsors were bowing to heavy pressure from relatives of the park's designer, the late architect Louis Kahn, who feel the engraving will mar the beauty of the site.

"All of the major donors could argue contractual obligations regarding naming; only the Rubins have chosen to enforce their contract, which everyone acknowledges will defile Kahn's great work," vanden Heuvel wrote in an email, which is included in court papers....

Last June, I took a tour of the site while it was still under construction. Here's what it looked like then.

and this video from Architectural Record shows the so-called FDR Four Freedoms Park is really intended to be a memorial to the architect Louis Kahn rather than President Franklin D Roosevelt.

Captain James T Kirk, The Joker and George Costanza sum up the frustration of many at what has been built at the southern tip of Roosevelt Island.

Meanwhile, the FDR Hope Memorial sculpture, also to be located at Southpoint Park (just north of the Kahn Boondoggle), depicting President Roosevelt sitting in a wheelchair greeting a young girl in crutches is moving forward.
