During the September 5 RIOC Board of Directors Meeting Public Session, Roosevelt Island resident Janet Falk discussed the Giant RI Monument which residents were told was to be temporary and then voted upon by REDAC committee before a final decision to keep it permanently.

According to Ms Falk:

I am a representative of Southtown to the RIRA Common Council.

Believe it or not, I am here at the invitation of Susan Rosenthal.

You probably don’t remember, but we had an email exchange in May and the RIOC Board was copied on the correspondence. The subject was the re-installation of the RI Monument on Tram Plaza. I had believed it was a temporary installation, a three-month trial, starting on October 8, which would have ended on January 8 of this year.

But in fact, it was SEVEN months in May and is about ELEVEN months today.

In May, I asked Susan to report on the impact of the monument.

To my surprise, she could not provide ONE STATISTIC to prove that the monument had attracted
visitors, enticed them to stay longer on the island, spend more money, be more active on social media, or generate more favorable comments by residents.

NOT ONE DATAPOINT.

She could only cite anecdotal reports by tram operators (and herself) that tourists enjoy it and took photos. Then she said, “But feel free to speak to the Board during any public comment period if you wish them to take action.” So here I am.

Susan, I have anecdotal evidence, too. HUNDREDS of people IGNORE the monument, and thousands actively detest it. RIRA voted UNANIMOUSLY AGAINST the monument.

Residents submitted comments AGAINST the monument and copied Judy Berdy of the RIHS, comments that RIOC and the board NEVER saw. Many wonder how those comments were misplaced.

This is background. Now, here are my FIVE QUESTIONS:

​1. On what date did the RIOC Board decide the “temporary” RI Monument would become permanent?

2. What criteria were used to arrive at that decision of permanent installation?

3. RIRA, as you may recall, voted overwhelmingly AGAINST the monument. What input did the residents have in that decision of permanent installation?

4. When and how was this decision communicated to residents?

5. What criteria and what process would reverse that decision?

Giant RI Monument Eyesore Returns To Roosevelt Island Tram Plaza After Repairs, Ugghhhhh - 3 Month Trial Period Over, Let's Get Rid Of It Or At Least Move To Middle Of Island For Tourist Instagram Photo Moment

Sadly, the Giant RI Monument Sign in front of the Roosevelt Island Tram Station that was removed for repairs several weeks ago returned yesterday

so that tourists can take pictures for, as described by Hudson Related and the Roosevelt Island Operating Corp (RIOC), an "Instagram Moment".

The Giant RI Monument Eyesore was installed in October 2018 against the objections of many residents - though there are some residents who say they like it. As reported at the time:

... Hopefully, this Gigantic Eyesore, initiated by Roosevelt Island real estate developer Hudson Related, and opposed by the Roosevelt Island Residents Association, will be removed at the end of the 3 month trial period....

The  3 month trial period is over. It's up to the resident RIOC Board Members on the Real Estate Development Advisory Committee to decide if the Eyesore stays or goes. Make a decision.

Or at least try moving it to another Roosevelt Island location such as Blackwell Plaza

or Mediation Steps

where it does not obstruct sight views and might encourage tourists to visit the middle of the Island for their Instagram Photo.

As I was walking past the Roosevelt Island Tram Station yesterday, I was thrilled to see the Giant RI Monument Eyesore sign being removed and placed on a truck to be carted away

Is it possible that this useless visual obstruction, intended by Hudson Related and Roosevelt Island Operating Corp (RIOC), for tourists to take pictures with it for an "Instagram" moment,

will be gone forever?

It was so nice walking to the Tram today and not seeing the Giant RI.

𝗦𝗨𝗦𝗔𝗡: “As you may know, the Roosevelt Island Youth Fall Soccer League has relocated to Firefighter’s and Capobianco fields this season as the previously-used Octagon Field is closed for renovations.

Through the December 1st weekend, the league’s practices and games will be held and played at the fields on Tuesdays, Fridays and Saturdays (excluding holidays), including some evenings up to 9:30 p.m. The temporary field lighting at Firefighter’s has been installed to facilitate those activities. We have contacted the lighting contractor and asked them to return and make some adjustments to potential improve the glare into the nearby apartments. I will email you again once that has been completed.

Youth soccer is one of the more popular events on the Island and RIOC is attempting to accommodate more than 220 children, ages 5 – 18-years-old; split in four divisions and across 10 teams.

From my observation, most people, other than RIOC and Hudson Related staff were either indifferent or disliked the Giant RI Monument.

Instead of wasting money on the Giant RI Monument Eyesore to welcome residents and visitors, much better to pay our local musicians to play frequently at the Tram Plaza instead.

Stop by the new RI Welcome Sign next Tuesday October 9, say hi, enjoy some jazz and get a free gift.

From 5 p.m. - 7 p.m., the R.I. Jazz Collective will perform some tunes as residents and visitors get a chance to ask officials questions and share their opinions about the new 10-foot-monument of red letters which rests on the lawn in front of the Roosevelt Island Tram Station. New York City cultural photographer Angie Vasquez will capture the moments in photos and will be sharing gifs (animated files of the compressed images) to post on social media.

The Roosevelt Island Operating Committee’s Real Estate Committee voted February 27 to move forward on the sign’s fabrication. The monument is set to be displayed for a three-month trial period to allow a lengthier time, than the previous two one-day displays last winter, to gauge public opinion and comments.

In addition to the welcome sign, the much-needed and often-asked for wayfinding signs and information kiosks – which offer visitors additional information and directions to Island businesses and landmarks beyond the Tram – have also been installed.

After talking about having Roosevelt Island Way Finding directional signage for at least the last 4 years, today workers installed the signage starting at the Tram Plaza.

According to a RIOC agreement with Hudson Related, the Giant RI Welcome Monument is installed on a three month trial basis to determine what the community thinks of it.

Change Is Difficult Says RIOC President Susan Rosenthal - Reports On Re-Opened Youth Center, Farmers Market, Helix & Bike Ramp, Tram Station Elevators Construction, Welcome Sign, Wayfinding Signage & More

Roosevelt Island Operating Corp (RIOC) President Susan Rosenthal reports to the community:

Change is difficult! The first residents of the WIRE buildings have survived less open spaces, more building developments with thousands of new residents, Four Freedoms Park and the Cornell Tech campus.

Following these changes, over the course of a few years, a clash over the future of the youth center has erupted into an open, sensitive and disturbing divide in our community. It is downright depressing.

I believe this current situation not only poses a serious challenge but also a tremendous opportunity. Do we want to define ourselves by angry words or shall we take a moment, think and strive to have conversations that lead us toward something for the entire island community that’s constructive, cooperative and collaborative?

For the record, the recent legal inquiry and report about allegations made against the former head of the RIYP had nothing to do with the quality of services our youth received during its tenure. I, and the board members of the Roosevelt Island Operating Corporation, openly acknowledge the praise and testimonials many adults and young people gave at our January and March meetings. However, the RIOC board’s decision to withdraw the grant award was a difficult one that reasonable folks could differ over.

And when RIYP shut down its operations last Friday, RIOC acted fast in making the decision that we would not leave our parents and students without a program.

As you are probably aware by now, RIOC reopened the youth center, under our supervision, last Monday as a free afterschool childcare center for students in grades 2 – 8; open five days a week from 2:45 p.m. – 6 p.m. Starting Monday, March 12, the center will offer extended hours from 6:30 p.m. - 8:30 p.m. for youth ages 13 – 21. The center will remain open through June 26, the last day of the current school year. RIOC is exploring what will happen after that. We will not leave you high and dry.

The previously-planned renovation of the entire building will also start in the next few months, and be completed in phases to not disrupt ongoing activities at the center.

We’ve held two parent meetings, sent out group emails and advisories and held numerous other informal meetings to gather your input on programs and services that are most desired – including weekend evenings for teens, music instruction classes, SAT prep and homework assistance – and getting those re-established as quickly as possible. (Please contact Roy Magsisi, our new youth center director, at roy.magsisi@rioc.ny.gov if you have additional questions about our current operations).

Many of you also have asked us about the status of youth sports programs and summer camps. Both were offered by the former RIYP, when it operated both the center and the Beacon program headquartered at PS/IS 217.

Beacon programs are free school-based community centers – supervised by the City of New York Department of Youth & Community Service serving children age six and older, and adults. There are currently 91 Beacons located throughout the five boroughs of New York City operating in the afternoons and evenings, on weekends, and during school holidays and vacation periods, including the summer. The Roosevelt Island Beacon program, under new leadership since September 2017, needs our input on the kinds of programs including sports, we would like to see here on the island.

OTHER UPDATES

The Helix and Bike Ramp

The first phase of construction of Helix Ramp repairs is a demolition.

On Monday March 12, the contractor will start the demolition of the outer lane. Signs and traffic lights have been installed earlier this week to help manage traffic slow. Please note all over-size delivery vehicles, and their business destinations, must coordinate with the Public Service Department at 212.832.4545 at least 48 hours prior to delivery date.

As we previously noted the Saturday Farmer’s Market, relocated to Good Shepherd Plaza from its previous home underneath the Helix, has been warmly received by residents and visitors alike. We are considering making the relocation permanent.

The Request for Proposals to construct a bike ramp, off the Roosevelt Island Bridge, and lane will be issued this month and we hope to begin construction on that project by the summer.

Manhattan Tram Station

The Manhattan Tram Plaza, the official gateway to the island from Midtown, is getting a major facelift by way of a new glass elevator project set to begin this month also. The renderings of the project show an enhanced, sleek platform and a ritzy glass-walled elevator powered by electric motors that drive traction cables and counterweight systems.

Seawall Railings

The rustic seawall railings that encircle the island and serve as the official buffer between our land and the East River are all scheduled to be replaced and repaired this year as well. The concrete spall repairs, where the concrete has broken up, flaked, or become pitted due to constant freezing and thawing - have already begun on the island’s west side.

Rebuilding is important

Development, decline, revitalization and redevelopment. That is the story of how Roosevelt Island was, and how it sits now in its history. Rebuilding our infrastructure: roads, ramps, bridges, railings, elevators and seawalls is critical; something I hope you also deem as important. But most important, is the rebuilding of our personal relationships.

We know that Roosevelt Island is a special place for a host of reasons. We can rekindle that original sense of unity, which Roosevelt Islanders describe with pride. It CAN be done, only when we band together.

Roosevelt Island Waterfront Promenade Child School Lease Extension, Giant RI Monument & Island House Staircase On Agenda For February 27 RIOC Real Estate Advisory Committee Meeting

The Roosevelt Island Operating Corp (RIOC) Real Estate Development Advisory Committee (REDAC) will meet tomorrow. According to RIOC:

PLEASE TAKE NOTICE that a meeting of the Real Estate Development Advisory Committee of the RIOC Board of Directors will be held on Tuesday, February 27, 2018 at 6:30 P.M. at the RIOC Warehouse, 680 Main Street, Roosevelt Island, New York.

Agenda:
1. Discussion of the Proposed Child School Lease Extension
2. Update on “RI” Welcome Monument
3. Chair’s Motion for Executive Session to Discuss Negotiations in Connection with the Island House Staircase.

The Child School Lease extension Agenda item appears to be for the premises currently occupying most of the Roosevelt Island waterfront promenade.

Does the NY State Public Authorities Act require RIOC to issue a Request For Proposals and to seek a fair market rental rate for the waterfront promenade premises before entering into a lease renewal extension with the Child School?

Will RIOC consider other possible alternative uses for the beautiful Roosevelt Island waterfront promenade before entering into a renewal lease extension with the Child School?

Creating a Roosevelt Island East River waterfront destination of restaurants and art galleries is certainly a possibility that could enhance enjoyment of the area and provide RIOC with a new revenue source.

Hopefully, these questions will be answered at tomorrow's REDAC meeting.

The Island House ownership is currently marketing approximately 18,000 square feet of Roosevelt Island waterfront promenade space adjacent to the Child School space that RIOC is considering to renew.

Also on the Agenda is a vote on whether or not to approve the Giant RI Monument at the Tram Station Plaza

which real estate developer Hudson Related is advocating for, stating:

We believe the Tram is the ideal and only real option for the RI monument.

In order to truly say “Welcome to Roosevelt Island” to the many visitors coming daily, we want the monument to be in a heavily trafficked and highly visible area that serves as a great photo opp spot.

We think it will provide a fun landmark that says Roosevelt Island is a destination worth visiting (and not just turning around to take a return trip on the tram). Ultimately the decision will be made by the Board.

The Roosevelt Island Residents Association (RIRA) passed a resolution unanimously opposing the Giant RI monument:

• Roosevelt Island is a community not an amusement park attraction.
• People are already on Roosevelt Island: RIHS sees no reason to shout; people know they are here.

Finally, the REDAC will decide whether to approve consider

removing the Island House staircase.

Roosevelt Island Residents Association Opposes Giant RI Monument Proposed By Hudson Related - Calls It An Eyesore And Requests RIOC Not To Install

The Roosevelt Island Residents Association (RIRA) unanimously approved a resolution opposing installation of the Giant RI Monument during the February 7 Common Council meeting.

According to the RIRA resolution:

We, the Common Council of RIRA, hereby respectfully request that the proposed “R”I” letters RIOC and Hudson-Related intend to install, not be installed in the community. We believe them to be an eyesore, not welcoming, and not contributing to the ambiance of the community.

Roosevelt Island Historical Society (RIHS) President Judy Berdy spoke during the RIRA Common Council Public Session asking the Common Council to oppose the Giant RI Monument.

... There is no reason for this. It's an obstruction. It's not artistic. It doesn't lead to anything other than kids climbing on it....

Our Island has higher standards for art....

Nobody spoke in favor of the Giant RI Monument.

On February 5, the Roosevelt Island Operating Corp (RIOC) and Hudson Related displayed a mock up of the Giant RI Monument at the Tram Plaza Station (pictured above) seeking comments from those walking by (You can send your comment to RIOC here). Result of the comments have not yet been released.

A final decision regarding the installation of the Giant RI Monument will be made by the RIOC Real Estate Advisory committee at a future meeting.

Giant RI Monument Mock Up Displayed For Comments At Tram Station Plaza Last Saturday - What Do You Think?

Riverwalk Developer and Main Street Retail Master Leaseholder Hudson Related's proposed Giant RI Monument sign mock up was back for a second display at the Tram Plaza Station last Saturday afternoon for viewing by Roosevelt Island residents and tourists.

Roosevelt Island Operating Corp (RIOC) Public Information Officer Alonza Robertson  explains that RIOC was seeking comments from passerbys on the RI Giant Monument and you can still give your opinion online.



The weather was very cold so most people I observed walked past the Giant RI monument without stopping. Some noticed it and took pictures. Based on my very small sample over a little more than an hour, tourists liked the Giant RI monument and residents were split. Two residents liked it and 4 did not. The Giant RI Monument mock up was displayed for about 4 hours.

A visitor from the Netherlands told me she loved the Giant RI monument and said tourists would certainly want to take pictures of it and selfies. As we continued talking, she said if she was a resident of Roosevelt Island, she would hate it adding that there is a similar type monument in Amsterdam that tourists love but residents hate.

Roosevelt Island Historical Society President Judy Berdy has made her opposition to the Giant RI Monument well known. Her reasons are:

• The structure interferes with the panoramic view of the tram, the lawn, the landmark quality Visitor Center Kiosk and the city beyond.
• The structure serves no purpose other that to have 10 feet tall letters.

Roosevelt Island resident Janet Falk does not like the Giant RI Monument:

This is what I wrote on the comment card:

Unnecessary. Blocks the view of the kiosk and the river. Someone has a 10-foot ego.

To which I now add:

RIOC insufficiently promotes our Island as a tourist destination. When visitors arrived in the recent past, they had no way of knowing there are eight restaurants, an art gallery and spectacular views of the Manhattan skyline. No wonder they immediately re-boarded the tram.

RIOC has yet to print rack cards (a standard promotional item) and distribute them to the tourist information carts parked in heavily trafficked locations, in addition to the new and inaccurate brochure supplied to the NYC Visitor Center on Seventh Avenue. Erica Spencer-EL said the brochures are now available at the tram stations. Brochures at the tram station are a positive step, but by then it is almost too late. RIOC has to connect with visitors BEFORE they get on the tram to spark an interest in taking the tram in the first place.

If you build an RI sign, visitors won't come unless you promote it. I anticipate that tourists may stumble upon the RI sign when they arrive, take a photo and get back on the tram, as in the past, without spending a dime here.

People may talk about the Robert Indiana LOVE sculpture on Sixth Avenue and West 55. How many have seen the HOPE sculpture by the same artist at SeventhAvenue and West 53, only a few blocks away?

All in all, I do not see the sign as a positive for the Island. The money invested in this project would be better spent on promotion of the Island as a tourist destination, and then on signage when people arrive here.

The RIOC Real Estate Advisory Committee will make final decision on whether Giant RI Monument is installed at Tram Plaza station or not.

Giant RI Monument Mock Up Returns To Roosevelt Island Saturday, February 3 For Viewing - What Do You Think, Unnecessary Obstruction To Panoramic Views Or Fun Welcome Landmark For Tourists?

proposed by Roosevelt Island Riverwalk developer and Main Street Master Retail Leaseholder Hudson Related is back again with another effort to obtain community approval for installation at the Tram Station Plaza.

According to Roosevelt Island Operating Corp (RIOC) Public Informtion Officer Alonza Robertson:

The Roosevelt Island Operating Corporation is now soliciting public comments to gauge community support for the proposed 3-D, 10-foot-tall RI welcome-monument.

A prototype of the fire-engine red sign – one part of a three-part way finder project that will include directional signposts and vertical informational kiosks – will be on public display at Tram Plaza this Saturday, Feb. 3, from noon to 4 p.m. RIOC staff will be soliciting opinions from the public via comment cards that afternoon. Residents not able to attend can submit their opinions on the RI monument to comment@rioc.ny.gov.

The project is a joint venture between RIOC and Hudson Related Retail LLC, the company that also manages the Island’s commercial real estate holdings.

The proposed RI monument is reminiscent of the landmark LOVE and HOPE sculptures in Midtown Manhattan and the recently-installed OY/YO sculpture in Williamsburg which salutes Brooklyn’s Yiddish and hip-hop cultures.

Approval by the RIOC Real Estate Advisory Committee (REDAC) is required for the Giant RI Monument to be installed.. Hudson Related's David Kramer and his staff made a presentation seeking approval of the Giant RI Monument during the November 9 RIOC REDAC meeting. As previously reported:

... Following a presentation by Mr. Kramer and his staff in support of the Giant RI monument, RIOC's REDAC postponed any final decision in order to obtain views of the residents on the monument....

RIHS President Judy Berdy adds:

Months ago, before the signage discussion David Kramer was asked to help us pay for better fencing around the RIHS Visitor Center Kiosk.

He agreed to pay for half the cost.

When told that the "RI" letter was a done deal Mr. Kramer agreed to pay for new signage for the kiosk as well as the full cost of the fencing.

When we learned that the "RI" was not approved by the board and that it was not a done deal, we expressed our opinion to Mr. Kramer that we did not support the "RI" sign.

Recently, he advised us that he is not funding any of our improvements to the kiosk.

Hudson Companies has not supported the RIHS, since being donors to our map project years ago.

We regret that commercial interests are more important than supporting a not-for-profit community group that welcomes over 50,000 visitors (and many prospective residents) yearly.

I asked Hudson Related's David Kramer:

I am preparing a story on the proposed Giant RI monument mock up sign to be displayed again at the Tram Station.

Is there anything you want to add about why you believe it should be placed at the Tram Station? Will you consider any location other than the Tram Station?

Also, RIHS President Judy Berdy reports that you withdrew your prior offer to pay the cost for better fencing around the Visitors Center Kiosk after Judy publicly opposed the Giant RI Monument.

Is that true. Any comment on this matter?

that was displayed in mock up form near the Tram and Roosevelt Island Historical Society (RIHS) Visitors Center Kiosk last September 26 be installed on a permanent basis somewhere on Roosevelt Island?

That decision may be made at the Roosevelt Island Operating Corp (RIOC) Real Estate Development Advisory Committee (REDAC) meeting tomorrow, November 9.  Among the items on the November 9 REDAC Agenda is:

Discussion of the RI Welcome Monument Placement

During the October 19 RIOC Board Meeting Public Session, RIHS President Judy Berdy spoke for some in the community who do not want to see the Giant RI monument installed, particularly if it placed near the Visitors Center Kiosk.

RIOC President Rosenthal replied that the Giant RI Monument was approved by the RIOC Board of Directors and that the only remaining issue was where it was to be placed.

RIOC Director Margie Smith said her recollection was that the Board only approved going forward with the Giant RI Monument mock up display and that a final installation must be approved by the RIOC Board.

Ms Rosenthal and RIOC General Counsel Jaci Flug agreed to review the video of previous meeting discussion to determine what was agreed to.

I followed up by asking RIOC:

During the October 19 RIOC Board meeting discussion, there was a disagreement about whether the Board approved the installation of Hudson Related big RI logo signage.

Several Board members said they only approved the placing of mock up RI sign - not the final approval to install it.

RIOC President and General Counsel said the Board approved the installation of the Big RI Sign but not it's final location.

Has RIOC looked back at the video to see what was actually approved? The video no longer on the public RIOC web site.

Has it been determined what was approved, the installation or just the placement of mock up?

Ms. Flug replied:

I have reviewed the video which is very brief. In it, Margie makes a statement about relying upon what is in the materials and I have pasted what was written in the materials:

The Kiosks and wayfinding signs will be completed in accordance with the annexed cost estimates. The design and placement location of the welcome monument will not be finalized without the approval of the Real Estate Development Advisory Committee of the RIOC Board.

Ms Flug adds that the agreement between Hudson Related and RIOC states:

All Wayfinding Devices shall be installed in locations substantially as depicted on the renderings prepared by Calori & Vanden-Eyden dated April 11, 2017, attached hereto as Exhibit B. If during mockup or installation phase, Subtenant concludes that any of the proposed locations are structurally unsound or inadequate for installation, Subtenant shall propose alternative locations for RIOC's approval.

In all cases, the final locations of all Wayfinding Devices shall be subject to RIOC's final approval. The final design and location of the Welcome Monument shall be specifically approved by the Real Estate Development Advisory Committee of the RI OC Board of Directors following the mockup phase.

Will Hudson Companies Giant RI Welcome Monument Sculpture Be Welcomed On Roosevelt Island - Fun, Fanciful, & Whimsical Or Ugly Unnecessary Pedestrian Obstacle?

Yesterday afternoon, the Hudson Companies and Roosevelt Island Operating Corp (RIOC) displayed a mock up of a proposed new Welcome to Roosevelt Island monument The gigantic RI monument was initially placed

placed on the Tram Plaza sidewalk a few feet perpendicular to the Red Bus Stop

After noticing the placement of the RI monument was obstructing pedestrian access to the Red Bus, the mock up was moved closer to the Tramway Plaza lawn.

Hudson Companies representative Alex Kaplan describes the purpose and plans for the RI Welcome monument wayfinding signage emphasizing the mock up is not a final version and there will be adjustments to the RI monument material and color.
