McManus Field Flood Lights Shining Into Roosevelt Island Manhattan Park Apartment All Night Says Resident, RIOC Replies Problem Fixed Today - But Rivercross Resident Has Same Nighttime Light Pollution Problem With Rockefeller University Across East River And No Response So far

A Roosevelt Island resident tweeted today about lights at McManus Park soccer field being left on overnight and shining through his apartment window at 5 am.

I asked the Roosevelt Island Operating Corp (RIOC) about matter and RIOC Spokesperson Terrence McCauley replied:
We had a problem with the timing mechanism and have fixed the problem this afternoon. We will have staff on site late this evening to make sure there are no other problems. We remind all residents that if they see a problem or a concern, they can easily report it via our Occupant Help Center at https://rioc.tikkit.us/login . If it is an emergency, they can contact PSD at 212-832-4545.
and RIOC tweeted

A Rivercross resident has a similar nighttime lighting problem with Rockefeller University across the East River and writes seeking help:
Regarding the linked project..., why do you never turn the lights off at night? I live on Roosevelt Island and have to endure your light pollution nightly.

I watch as rooms close, no one is in them, and the lights stay on, interior and exterior lights. It isn't green of you. And it hurts the eyes of many hundreds, probably several 1000 people here. My bedroom faces your building. If you don't believe me, I'd like to invite you to dinner to see for yourself.
Have not hear back from Rockefeller University on their light pollution problem - hopefully they'll fix problem as quickly as RIOC has in this case today.

Hey Susan - RIOC President Susan Rosenthal Answers Questions From Roosevelt Island Residents, Send In Yours Too

The Roosevelt Island Operating Corp (RIOC) has started a new feature, - Ask Hey Susan - in which RIOC President Susan Rosenthal

will answer questions you ask her.

Here's the first installment of Ask Hey Susan.
𝗛𝗘𝗬 𝗦𝗨𝗦𝗔𝗡!

𝘈𝘴𝘬 𝘙𝘐𝘖𝘊 𝘗𝘳𝘦𝘴𝘪𝘥𝘦𝘯𝘵 𝘚𝘶𝘴𝘢𝘯 𝘙𝘰𝘴𝘦𝘯𝘵𝘩𝘢𝘭 𝘢 𝘲𝘶𝘦𝘴𝘵𝘪𝘰𝘯, 𝘢𝘯𝘺 𝘲𝘶𝘦𝘴𝘵𝘪𝘰𝘯 𝘢𝘣𝘰𝘶𝘵 𝘵𝘩𝘪𝘯𝘨𝘴 𝘰𝘯 𝘙𝘰𝘰𝘴𝘦𝘷𝘦𝘭𝘵 𝘐𝘴𝘭𝘢𝘯𝘥. 𝘚𝘶𝘣𝘮𝘪𝘵 𝘺𝘰𝘶𝘳 𝘲𝘶𝘦𝘴𝘵𝘪𝘰𝘯 𝘵𝘰 𝘪𝘯𝘧𝘰𝘳𝘮𝘢𝘵𝘪𝘰𝘯@𝘳𝘪𝘰𝘤.𝘯𝘺.𝘨𝘰𝘷.

𝗛𝗘𝗬 𝗦𝗨𝗦𝗔𝗡! “Is it possible to improve the aim of the Firefighter Field lights located near the old steam plant, facing north? The lights are aimed high and are sending glaring light into my apartment at 455 Main Street. I am sure other residents must be experiencing the same issue.”

𝗦𝗨𝗦𝗔𝗡: “As you may know, the Roosevelt Island Youth Fall Soccer League has relocated to Firefighter’s and Capobianco fields this season as the previously-used Octagon Field is closed for renovations.

Through the December 1st weekend, the league’s practices and games will be held and played at the fields on Tuesdays, Fridays and Saturdays (excluding holidays), including some evenings up to 9:30 p.m. The temporary field lighting at Firefighter’s has been installed to facilitate those activities. We have contacted the lighting contractor and asked them to return and make some adjustments to potential improve the glare into the nearby apartments. I will email you again once that has been completed.

Youth soccer is one of the more popular events on the Island and RIOC is attempting to accommodate more than 220 children, ages 5 – 18-years-old; split in four divisions and across 10 teams.

We apologize for this inconvenience."

(Follow-up Part 2) 𝗛𝗘𝗬 𝗦𝗨𝗦𝗔𝗡! “I noticed the lighting contractor making adjustments today (on Firefighters Field) and there is much improvement this evening. Thanks so much for the very prompt response and effective resolution, most appreciated!”

𝗦𝗨𝗦𝗔𝗡: “Great. Thank you for writing me back to let us know the situation is improved. Have a good night.”

𝗛𝗘𝗬 𝗦𝗨𝗦𝗔𝗡! "May I ask if there is any leasing office for residential on Roosevelt Island? I am thinking about moving here, but I cannot find any information about leasing office except brokers and agencies.

"If you do have, may I ask the office hours? Thank you very much for your help."

𝗦𝗨𝗦𝗔𝗡: "There are several different leasing companies that operate on the Island. You should Google “housing on Roosevelt Island” and you should get a list of the various residential buildings – Manhattan Park, The Octagon, Westview, Rivercross, Roosevelt Landings etc. - and their contact information.

"We at the Roosevelt Island Operating Corporation are the government of the Island, responsible for the development, maintenance and operations of the Island; we don’t handle the residential leasing."

𝗛𝗘𝗬 𝗦𝗨𝗦𝗔𝗡! “Hello, I am copying herewith for your information an email that I sent to MTA complaints this afternoon (not the first time on the same subject) since you are in charge of managing Roosevelt Island. Thank you.”

𝗦𝗨𝗦𝗔𝗡: “There was nothing attached. While we manage Roosevelt Island, the MTA is separate from us. We do have relationships with the intergovernmental unit at the MTA and can your share your concerns."

𝗛𝗘𝗬 𝗦𝗨𝗦𝗔𝗡! "Hello: As the face (&heart) of Roosevelt Island continues to change, I must say I am happy to see the benches along the river were replaced, happy to see rail replacement happening along the river, and the covering?/re-staining? of the graffiti on the meditation steps, the color seems a little haphazard but I suppose it will fade. I have 2 other observations/suggestions. 1)I've attached photos of a chunk of missing plank from the pier 2) the old guard rail that borders the short hill path from the top of meditation steps down the west side towards the Ginko trees... seems it would be much more attractive to remove it and at the least make a curb comparable to the River Ross edge, or hedges. The old -fashioned overkill road guard rail seems very rural & out of place. As always, your consideration appreciated."

𝗦𝗨𝗦𝗔𝗡: "Thank you for your email. We’ll check it out and get that fixed. In the future, to submit work requests for things broken on the Island you can use this link, from our website: https://rioc.ny.gov/Requesttracker.aspx

𝗛𝗘𝗬 𝗦𝗨𝗦𝗔𝗡! "After residing on RI for more than four decades; I am very excited to see the new signage sprouting up!

YES! I love, love the RI Welcome sign by the tram. I would like for my "vote" to be included in any final decision regarding the RI Welcome sign's status (hopefully it is not too late). In fact, I think we should have several randomly dotted around the island!"

"Also, I love the new way finding signs! Hooray! It is wonderful that tourists and visitors alike have the visual assistance they need to successfully navigate our beloved community."

𝗦𝗨𝗦𝗔𝗡: Thanks so much for reaching out; it’s great to get positive feedback! And, you are not alone! There’s no real “vote”—our Real Estate Development Advisory Committee will most likely discuss it in the months ahead. Meanwhile, I use the tram every day and watch the fun so many residents and visitors seem to have posing for photos. I love it too!"

Roosevelt Island Racquet Club 18 Month Construction Project Begins - Upgrades To Facility And Much Needed Improvements For Lighting And Walkways Between Tennis Bubble And Tram Station

Have you noticed the construction going on at the Roosevelt Island Tennis Bubbles between the Tram Station and Sportspark?

The construction is for facility upgrades being made to the Roosevelt Island Racquet Club which will include improvements to the walkways and lighting between the Tram Station and Tennis Bubbles.

As previously reported by Roosevelt Island resident Janet Falk, the area is in desperate need of better lighting.

 Image From Janet Fallk

Roosevelt Island Operating Corp (RIOC) Public Information Officer Alonza Robertson adds:
The year-round indoor tennis facility has recently started its second stage of capital improvements.

Current construction upgrades include installation of more LED lighting for the courts, repair and replacement of corroded piping, new insulation, clubhouse improvements and a new water cooler for cooling.

These projects, which were permitted by the Roosevelt Island Operating Corporation, have been in the design and engineering phase for the past 15 months. The facility’s management, in a binding resolution agreement with RIOC, also will make significant improvements to the walkways and lighting from the Tram Plaza to the entryway of the racquet club.

The construction work is expected to continue for 18 months.
As previously reported, in 2007 the Roosevelt Island Racquet Club received a very advantageous license extension from 2031 to 2046 for the approximately 70,000 square foot facility currently paying, according to the License Extension, the greater of  $275,000 or 10% of the Gross Receipts.

RIOC Assessing Roosevelt Island Lighting Issues - Start With Roosevelt Island Tram Ramp Says Resident

Roosevelt Island resident Janet Falk shows us the Roosevelt Island Tram ramp heading south towards the tennis bubble is very dark and in desperate need of lighting. Ms. Falk reports:

This area needs lights.
The picture was taken on November 28

The Roosevelt Island Residents Association  (RIRA) Public Safety Committee (PSC) discussed lighting issues during November 29 meeting. According to the PSC Committee meeting minutes:
... On issues related to lighting in certain areas on the Island, a recently hired RIOC Administrator will be assessing all the lighting on Roosevelt Island. Committee members reported their constituent’s problems with specific areas, such as the Tram ramp, going South towards the tennis bubble,...
This evening, Ms. Falk follows up with picture below and adds:
Still very dark at tram ramp

Roosevelt Island Street Lights Out By Blackwell House Pathway - RIOC Installs Temporary Lighting But It Shines Into Neighboring Apartment

A Roosevelt Island resident recently asked:

I'm wondering if this is something you may be able to answer?

Are the lights behind the Blackwell House ever going to be fixed? That area is really dark at night and the lights are never turned on for the pathways, new kids playground, or the fountain plaza.
I suggested contacting RI 311 See Click Fix, which was done:
Lights out in multiple areas. Around and in front of Church, next to Blackwell House, behind Rivercross lawn and towards Subway.
RIOC installed temporary lighting behind Blackwell House

But at night the temporary light

shines into at least one neighboring apartment. The Roosevelt Island Twitterverse reports:
which drew this response from a solar power advocate.

Roosevelt Island West Road Floodlight Shining Into Riverwalk Apartment Window - Is Con Ed Emergency Generator Lights The Cause?

A Roosevelt Island resident asks:

Do you know who we should contact to ask about the floodlight on W Rd next to 465 Main St?  I just want to know how long it will be up, because it shines ridiculously brightly into our apartment.  If it’s going to be there for quite a while, we might have to invest in drapes.
Image of West Road Floodlight This Evening

As reported in this post last Saturday, I believe the floodlight has to do with Con Ed shutting off the streetlights on West Road due to a stray voltage situation over the weekend.
... Con edison has temporarily disconnected several lights on the Westdrive between Riverwalk buildings 405 and 425. RIOC has placed emergency generator lights at this location until the street lights are fully restored....

The street light shut off extended to 465 Main Street as well. I asked Roosevelt Island Operating Corp (RIOC) for an explanation earlier today but have not received a reply yet and also suggested that the resident report the issue to RI 311 See Click Fix. Will update when and if RIOC responds.

NYC Mayor's Office Thanks RIOC For Assistance During Filming Of Unforgettable On Roosevelt Island - Some Rivercross Residents Tortured By Production's Late Night Intense Beams of Light Shining Into Their Apartments

Accordng to this flyer taped to the Roosevelt Island Tram Station, there will be a film shoot today using one Tram Cabin from 1:30 -2:30 PM which will not interfere with Tram service.

Film production is big business for New York City and Roosevelt Island has had two production crews working here recently - the new CBS Program Unforgettable

and the USA Network Show White Collar.

Roosevelt Island Operating Corp (RIOC) Vice President of Operations Fernando Martinez shares this letter her received from NYC Mayor's Office.
Hi Fernando,
I hope all is well. I just wanted to send you a “Thank You” on behalf of the NYC Film Office for all the assistance you & your team provided to the TV show Unforgettable. It is my understanding there were no stages available for the Sony/CBS show and they needed to film the first three episodes @ Roosevelt Island. Donna Masly and Michael Smith from your team as well as Keith Guerra from Public Safety were extremely accommodating by switching out the summer camp location so that the show could film as scheduled in NYC. The economic impact from each show is very important and creates jobs for individuals during tough economic times. Please pass along a sincere “Thank you” to all of your staff who was instrumental in facilitating the three days of work.
Best to all,
                John

John Battista
Deputy Commissioner
Office of Film, Theatre and Broadcasting
Mr. Martinez explained the benefits to New York City of films being made here despite problems it caused for some residents in this previous post. An excerpt:
... Currently, NYC is experiencing a boom in film production, fueled largely by a New York State tax incentive program. In fact, New York City is so busy with film productions that many shows are experiencing difficulty in booking into a qualified stage facility or sound studio. The "Unforgettable" experienced this difficulty first hand, and consequently, the pilot was in jeopardy of being pulled back to Los Angeles. By filming the series on Roosevelt Island, it enabled the show to stay here in NYC and thereby preserving its economic impact. Specifically, the production of the "Unforgettable", means that over the course of 12 episodes - 200 jobs will be saved and that $40 million dollars will be pumped into the New York City economy.

Finally, the production company is aware that its presence may be intrusive to some residents, and is willing to work cooperatively with residents to minimize any inconvenience....
Raye Schwartz, one of the Rivercross residents who had problems with the intense light beams being used by the Unforgettable production crew shining into her apartment late at night from across the street responds to Mr. Martinez:

No…I don’t want black cloth covering my windows for two months.
No…I don’t want cloth that’s been in a pile on a dusty truck hanging in my home in the height of allergy season.
No…I don’t want black cloth in my home which may have hung somewhere else with bedbugs.
No…I don’t appreciate lies from RIOC…you said it would be done August 18th, and almost at the end (August 16th) you changed your tune and got around to letting us know it’s at least July and August!

It’s not just a matter of lights in the bedroom: it’s in EVERY room of my home including my living room, kitchen and dining room! See the enclosed photos of tonight’s lights.

Image From Raye Schwartz

If CBS can afford a production company which paid RIOC $88,000 for permits for 2 months, they can surely afford a few hundred dollars to put some shields or covers on those torture lights so they don’t cause ongoing intrusions and suffering for residents. And no, Fernando, their so-called solution is not an indication that they are going to work cooperatively with us.

By the way, their so-called indemnification only covers RIOC: I called several of the insurance companies on the NY City film board list, so even if I let one of the film crew in to hang cloth on my windows, they could fall off a stool or ladder (the tops of the plate glass windows are 7 ½ ft above the floor) and break their neck and then sue me! The indemnification is only for the entity that grants the permits (RIOC), not for nearby residents who are inconvenienced! That means if they break or damage my furniture I’m S.O.L. and if they get hurt hanging or removing that stuff and sue me, I have to in turn sue you and by the time it gets to court there’ll be 2 more governors and RIOC regimes!

Although the shoot actually began on Thursday, July 30th, we received no notification until August 10th in this advisory, and that’s only because a number of us called or screamed, or we still would not have received any notice:...

...  While it’s wonderful that our film industry is flourishing in New York, it’s not wonderful that the folks at RIOC are either so star struck or inept that they are neglecting the welfare of our residents. Just as a reminder, RIOC officers have a fiduciary responsibility, which is not only financial, but as officers of the corporation they must protect our interests. This fiasco is an absolute breach of that fiduciary responsibility!

fiduciary,  in law, a person who occupies a position of such power and confidence with regard to the property of another that the law requires him to act solely in the interest of the person whom he represents. Examples of fiduciaries are agents, executors and administrators, trustees, guardians, and officers of corporations. They may be contrasted with persons in an ordinary business relationship, in which each party is free to seek purely personal benefits from his transactions with the other.

I, too, look forward to more filming and photography, on Roosevelt Island, but not when it’s mishandled the way this was, because in all the 30 years I’ve lived here, I’ve never experienced any film or photo shoot so poorly managed!

Unforgettable Television Production Crew Causes Discomfort and Sleepless Nights For Roosevelt Island Residents With Intense Beams Of Light Shining Into Their Apartments

Unforgettable TV Production Crew Light Scaffolding at 504 Main Street

Reported last Thursday that two television programs were filming this past week on Roosevelt Island. One of them, the new CBS program Unforgettable was shooting scenes at night near 504 Main Street and causing problems for Roosevelt Island residents living across the street. A resident sent in this report earlier today:
The movie shoot in 504 lasted all night including bright lights into the apts in 510 and 531 until after 2 a.m. on Thus/Fri and Fri/Sat.
Another resident, Raye Schwartz sent this message today to the Roosevelt Island Operating Corp (RIOC) Directors, President Leslie Torres and others:
On Thursday night July 28 and Friday Night July 29 a film crew was working in, next to and behind 504 Main Street. Let me begin this message by stating I’ve lived here for 30 years and I’ve seen many film and photo shoots on this island. I never experienced anything as horrendous as this.

On Thursday night, the crew set up enormous lights which were aimed into apartments at 510 Main Street and into apartments at the South wing of 531 Main Street. The lights were so intense that their beams penetrated tightly shut venetian blinds, bounced off the walls in apartments, and caused extreme discomfort to the residents all through the night. Calls to Public Safety were useless, as the people on phone duty had no idea this was going on, nor did they seem interested or able to help.

After several hours of this horror I came outside to try to find someone to lower or shield the lights and found Donna Masly, the RIOC program coordinator, on Thursday Night who insisted that the crew shield the lights so they would not continue to cause such havoc. It seems that the permit applications did not specify what they were doing with the lighting, and my understanding is that there is no provision or caveat to protect residents in their homes against such intrusions. Donna’s hands were pretty much tied because of the limitations of the permits, which I found on the RIOC website:

http://rioc.com/permitterms.htm
http://rioc.com/permittermsfilm.htm
http://rioc.com/pdf/SpecialEvenFilmingCostSheet.pdf

The same thing occurred again last night, only this time the crew refused to adjust the lights, claiming they did not have enough staff to do so and didn’t want to interrupt the scene they were shooting. The crew members said they would be working through the night until 7AM. Again, the lights penetrated my apartment such that I couldn’t watch tv or fall asleep.

The only thing one of their crew members offered was to come to my home and install black cloths across my windows. That’s absurd…in other words I should have strangers traipsing through my apartment with dirty shoes, move my furniture away from the windows, put tape or tacks into the walls, possibly knock over lamps or tables or break fine antiques and not be there in the morning to restore my apartment from a cave??? Wrong answer!!!

The evening doorman in my building, Rivercross, claimed he had numerous complaints about this situation from the residents in our building.

In view of this, it is imperative that the RIOC officers and directors immediately revisit the permitting process and revise the language of the permits to ensure that residents are not caused any discomfort or harm in their homes during such events, specifically including clauses about lights, water and noise. (Anyone remember the damage caused to Eastwood during the filming of “Dark Shadows”)? Indeed, if any Roosevelt Island resident or visitor were to play loud music, set off firecrackers, or shine lights into apartments we would be arrested, yet RIOC allowed this film company to cause a similar disturbance!

One other thing: There was not one advisory or notice about this film shoot from RIOC. The only protection offered by Public Safety was to station our officers at the filming location to protect them and their property, but not to protect the residents. It is shameful, despicable and insulting that the officers of RIOC have no regard or consideration for the residents of this community who are voting taxpayers who pay their salaries not only from NY State taxes, but also from our monthly apartment maintenance or rent.
UPDATE 8/1 - The name of the film referenced above was Dark Water, not Dark Shadows. From Ms Schwartz:
In NY City, in addition to detailed permits, there is also an accompanying “code of conduct” requirement for filming production on location!
Roosevelt Island Historical Society President Judy Berdy adds:
One thing not mentioned by Ms. Schwartz is the destruction to Blackwell Park. The tractor trailer trucks break up the paving and cause damage to the walkways. these trucks are too heavy to be put on a not roadway surface.

Also the entire west side of the park was used as a parking lot for the weekend. This precludes the use of the sitting area by residents.

Roosevelt Island Riverwalk Commons Area Gets New Street and Holiday Lights - Not Like Dyker Heights Spectacular But It Is A Start!

This morning, I noticed RIOC staff members working on the newly painted, but all too often, out of service street light polls in the Riverwalk common areas. I was told that they were preparing the polls for the placement of Holiday lights in the Commons area and would also be replacing non-working light bulbs with those that worked. Very good news.

Last week I asked Hudson/Related's David Kramer, the developer of the Riverwalk Buildings whether they would be putting some Holiday Lights in the Southtown area. Mr. Kramer responded by saying that I should contact RIOC since the Riverwalk Commons was a public area which I did. Have not heard back from RIOC but actions speak louder than words so whoever is responsible - Thank You.

This is how they do Holiday/Christmas Lights in Dyker Heights Brooklyn. Could something like this ever be done on Roosevelt Island?

Roosevelt Island Streetlights Being Fixed

On my way out this morning I was pleasantly surprised to find work being done to fix the streetlights in front of the Riverwalk Southtown buildings.

RIOC President Steve Shane is following through on his January Main Street WIRE column that:

Streetlights: RIOC’s engineering department continues to make good progress in resolving wiring issues to get all the street lights to functionality. Only a few are dark as of this writing, most seemingly for normal bulb replacement.
Good job by RIOC!
