Roosevelt Island Sports Fields Closed Since March 22 Coronavirus Lockdown Will Open As Soon As Authorized By Governor Cuomo Says RIOC President - RIOC Says Capobianco And Pony Fields Were Open For Walking And Exercise During The Lockdown, Did You Know That?

When will the Roosevelt Island ball fields, closed since March 22 due to the Coronavirus Lockdown,

be open is a question being asked by many residents.

As previously reported, the Roosevelt Island Operating Corp (RIOC) issued this March 22 advisory announcing the closing of the ball fields:
As of now, all permitted spaces, including McManus Field and Firefighters Field, will be closed until further notice. This precautionary measure is being taken as part of the Governor’s order for all New Yorkers to avoid risking exposure to the coronavirus (COVID-19). Residents are encouraged to frequent the other public areas, such as the eastern and western promenades that circle the island as well as Lighthouse Park, Southpoint Park and Four Freedoms State Park. We encourage our residents to remain at least six feet apart from each other at all times.
Prior to the start of June 4 RIOC Board of Directors meeting, RIOC President Susan Rosenthal addressed this question from a resident about the opening of Roosevelt Island ball fields:
When will the Sports fields and tennis courts open up? We have children desperate for space to play on the Island. Asphalt Green in Manhattan has been open during the day for weeks.
Ms Rosenthal answered:
As soon as the Governor authorizes the State Parks to open sports fields, we will be opening them as well....

There are fields that are open, its just the permitted fields that are closed. Pony Field is open, Capobianco is open, it's the two permitted fields that are closed....

We are acting in accordance with instructions from NY State Parks....

 I asked RIOC today:
During June 4 RIOC Board meeting discussion of opening Roosevelt Island ball fields, Susan Rosenthal said that Pony Field and Capobianco Field were open during the Pandemic. See 3.55 minute mark of video.

I do not think they were open. There was yellow tape surrounding both fields during this time.

Was Capobianco and Pony Fields supposed to be open during this time or was Susan incorrect when she stated they were open?
RIOC Public Information Officer Terrence McCauley replied:

NYC Mayor Bill deBlasio Doubling Open Streets For Pedestrians To Get Exercise While Practicing Social Distancing, RIOC Keeping Roosevelt Island McManus & Firefighters Field Closed And Surrounded By Yellow Tape, Says They Are Working On A Safety Plan

Closed Roosevelt Island McManus Field Surrounded By Yellow Tape From Tapan Parikh

According to Mayor de Blasio today:
Now that warmer weather has arrived, New Yorkers will need more options to enjoy the outdoors at a safe, social distance,...
Earlier today, the Roosevelt Island Operating Corp (RIOC) Daily Update reported:
Ballfields and Playgrounds Remain Closed Until Further Notice

Although some state facilities around New York will begin opening over the coming days, we will continue to keep our ballfields and playgrounds closed in order to enforce social distancing practices regarding team sport activities. We are working on a safety plan to reopen some facilities. We will keep you informed of our progress in the coming days....
I asked RIOC President Susan Rosenthal and the RIOC Board Directors about the ballfields remaining closed:
Does this mean that McManus and Firefighters Field will re-open for non team sports activities as long as individual maintain Social Distancing?

As you may know, Mayor de Blasio is opening NYC street for pedestrians to walk around outdoors. On Roosevelt Island, our park spaces and ball fields are the equivalent of NYC Open Streets. When will RIOC open Firefighters and McManus Field for social distancing use by the public?

FYI - here's story on subject from earlier this week.

Any comment from RIOC on when McManus and Firefighters Field will re-open and if not, why not?
RIOC Public Information Officer Terrence McCauley replied:
We are following the New York City and New York State Parks Departments directives regarding the opening of ballfields and playgrounds. We will keep the community informed of when our facilities will be re-opened to the public.

Roosevelt Island Farmers Market Re-Opening Saturday May 16, Maintain Your Social Distance And Face Covering Required To Enter - Will Roosevelt Island Firefighters And McManus Field Open Too, No Response From RIOC

The Roosevelt Island Saturday Farmers Market

Image Of Farmers Market at Good Shepherd Plaza From March 21

has been closed since March 28 due to the Coronavirus Pandemic.

Earlier today, I asked Roosevelt Island Operating Corp (RIOC):
I understand the Farmers Market is opening this coming Saturday.

Is that true?

What procedures are being followed to maintain social distancing. Any other statement from RIOC on opening of Farmers Market?

Will the Firefighters and McManus Field be re-opened too as long as social distancing practices are maintained?
and received this announcement from RIOC:
Farmers Market Returns This Week

The Farmers Market will return to Good Shepherd Plaza this Saturday, May 16th. The first hour of the market will be strictly for Senior Citizens and the disabled. Social Distancing measures will strictly be enforced by PSD officers. We will release further details about this event throughout the week.
Wengerd Farms' Israel Wengerd adds that face coverings are required for everyone to enter the Farmers Market and they will be giving out gloves upon entering. Stay tuned for more info about opening of Roosevelt Island Farmers Market including hours of operation.

So far no response from RIOC about re-opening McManus and Firefighters Fields which are closed due to the Coronavirus Pandemic. But questions have been raised if closing the fields is the right policy? Can the Roosevelt Island playing fields be re-opened with social distancing as is done at the Roosevelt Island Cornell Tech campus?

Petition Drive To Reopen Roosevelt Island Outdoor Playing Fields - Does RIOC Policy To Close McManus And Firefighters Field Increase Or Decrease Social Distancing On Roosevelt Island?

The Roosevelt Island Operating Corp (RIOC) announced Sunday May 22:

... We encourage our residents to remain at least six feet apart from each other at all times...
A petition drive has begun to reopen the now closed Firefighters

and McManus Field

According to the online petition
:
RIOC has made the decision to close all soccer fields on the Island, thus depriving families with kids of the only safe space for being outside. A big soccer field is the only space where families with kids can play and keep the recommended distance away from other people. If RIOC doesn’t reconsider this decision we will be left with narrow crowded promenades and no space for active time out for kids.

Roosevelt Island Resident Asks Why Is McManus Field Being Closed By RIOC Public Safety Department As Long As Coronavirus Social Distancing Practices Maintained - RIOC Says All Permitted Fields Closed Per Governor Cuomo's Order, But Is That What He Really Said?

A Roosevelt Island resident ask why is Roosevelt island Operating Corp Public Safety Department (PSD) saying McManus Field (formerly Octagon Park) is closed?

I asked RIOC President Susan Rosenhtal:
PSD is telling residents that Octagon Park is closed.

Why is that - Is RIOC planning to close other Roosevelt Island parks?
RIOC Public Information Officer Terrence McCauley replied:
All permitted spaces will be closed until further notice. This includes McManus Field and Firefighters Field. This precautionary measure is being taken as part of the Governor’s order for everyone to practice social distancing and remain indoors during the coronavirus outbreak.
I followed up:
Just because it's a permitted space does not mean it's not also an open space park that can be used as long as Social Distancing practices are followed.
Mr McCauley replied:
But people are not using it as an open space park. They are playing organized games where they are violating the social distancing guidelines. The fields are closed until further notice. We encourage residents to enjoy the rest of the island’s outdoor spaces.
Here's transcript excerpt of what Governor Cuomo said during his briefing today about parks and social distancing:

Hey Susan - RIOC President Susan Rosenthal Answers Questions From Roosevelt Island Residents, Send In Yours Too

The Roosevelt Island Operating Corp (RIOC) has started a new feature, - Ask Hey Susan - in which RIOC President Susan Rosenthal

will answer questions you ask her.

Here's the first installment of Ask Hey Susan.
𝗛𝗘𝗬 𝗦𝗨𝗦𝗔𝗡!

𝘈𝘴𝘬 𝘙𝘐𝘖𝘊 𝘗𝘳𝘦𝘴𝘪𝘥𝘦𝘯𝘵 𝘚𝘶𝘴𝘢𝘯 𝘙𝘰𝘴𝘦𝘯𝘵𝘩𝘢𝘭 𝘢 𝘲𝘶𝘦𝘴𝘵𝘪𝘰𝘯, 𝘢𝘯𝘺 𝘲𝘶𝘦𝘴𝘵𝘪𝘰𝘯 𝘢𝘣𝘰𝘶𝘵 𝘵𝘩𝘪𝘯𝘨𝘴 𝘰𝘯 𝘙𝘰𝘰𝘴𝘦𝘷𝘦𝘭𝘵 𝘐𝘴𝘭𝘢𝘯𝘥. 𝘚𝘶𝘣𝘮𝘪𝘵 𝘺𝘰𝘶𝘳 𝘲𝘶𝘦𝘴𝘵𝘪𝘰𝘯 𝘵𝘰 𝘪𝘯𝘧𝘰𝘳𝘮𝘢𝘵𝘪𝘰𝘯@𝘳𝘪𝘰𝘤.𝘯𝘺.𝘨𝘰𝘷.

𝗛𝗘𝗬 𝗦𝗨𝗦𝗔𝗡! “Is it possible to improve the aim of the Firefighter Field lights located near the old steam plant, facing north? The lights are aimed high and are sending glaring light into my apartment at 455 Main Street. I am sure other residents must be experiencing the same issue.”

𝗦𝗨𝗦𝗔𝗡: “As you may know, the Roosevelt Island Youth Fall Soccer League has relocated to Firefighter’s and Capobianco fields this season as the previously-used Octagon Field is closed for renovations.

Through the December 1st weekend, the league’s practices and games will be held and played at the fields on Tuesdays, Fridays and Saturdays (excluding holidays), including some evenings up to 9:30 p.m. The temporary field lighting at Firefighter’s has been installed to facilitate those activities. We have contacted the lighting contractor and asked them to return and make some adjustments to potential improve the glare into the nearby apartments. I will email you again once that has been completed.

Youth soccer is one of the more popular events on the Island and RIOC is attempting to accommodate more than 220 children, ages 5 – 18-years-old; split in four divisions and across 10 teams.

We apologize for this inconvenience."

(Follow-up Part 2) 𝗛𝗘𝗬 𝗦𝗨𝗦𝗔𝗡! “I noticed the lighting contractor making adjustments today (on Firefighters Field) and there is much improvement this evening. Thanks so much for the very prompt response and effective resolution, most appreciated!”

𝗦𝗨𝗦𝗔𝗡: “Great. Thank you for writing me back to let us know the situation is improved. Have a good night.”

𝗛𝗘𝗬 𝗦𝗨𝗦𝗔𝗡! "May I ask if there is any leasing office for residential on Roosevelt Island? I am thinking about moving here, but I cannot find any information about leasing office except brokers and agencies.

"If you do have, may I ask the office hours? Thank you very much for your help."

𝗦𝗨𝗦𝗔𝗡: "There are several different leasing companies that operate on the Island. You should Google “housing on Roosevelt Island” and you should get a list of the various residential buildings – Manhattan Park, The Octagon, Westview, Rivercross, Roosevelt Landings etc. - and their contact information.

"We at the Roosevelt Island Operating Corporation are the government of the Island, responsible for the development, maintenance and operations of the Island; we don’t handle the residential leasing."

𝗛𝗘𝗬 𝗦𝗨𝗦𝗔𝗡! “Hello, I am copying herewith for your information an email that I sent to MTA complaints this afternoon (not the first time on the same subject) since you are in charge of managing Roosevelt Island. Thank you.”

𝗦𝗨𝗦𝗔𝗡: “There was nothing attached. While we manage Roosevelt Island, the MTA is separate from us. We do have relationships with the intergovernmental unit at the MTA and can your share your concerns."

𝗛𝗘𝗬 𝗦𝗨𝗦𝗔𝗡! "Hello: As the face (&heart) of Roosevelt Island continues to change, I must say I am happy to see the benches along the river were replaced, happy to see rail replacement happening along the river, and the covering?/re-staining? of the graffiti on the meditation steps, the color seems a little haphazard but I suppose it will fade. I have 2 other observations/suggestions. 1)I've attached photos of a chunk of missing plank from the pier 2) the old guard rail that borders the short hill path from the top of meditation steps down the west side towards the Ginko trees... seems it would be much more attractive to remove it and at the least make a curb comparable to the River Ross edge, or hedges. The old -fashioned overkill road guard rail seems very rural & out of place. As always, your consideration appreciated."

𝗦𝗨𝗦𝗔𝗡: "Thank you for your email. We’ll check it out and get that fixed. In the future, to submit work requests for things broken on the Island you can use this link, from our website: https://rioc.ny.gov/Requesttracker.aspx

𝗛𝗘𝗬 𝗦𝗨𝗦𝗔𝗡! "After residing on RI for more than four decades; I am very excited to see the new signage sprouting up!

YES! I love, love the RI Welcome sign by the tram. I would like for my "vote" to be included in any final decision regarding the RI Welcome sign's status (hopefully it is not too late). In fact, I think we should have several randomly dotted around the island!"

"Also, I love the new way finding signs! Hooray! It is wonderful that tourists and visitors alike have the visual assistance they need to successfully navigate our beloved community."

𝗦𝗨𝗦𝗔𝗡: Thanks so much for reaching out; it’s great to get positive feedback! And, you are not alone! There’s no real “vote”—our Real Estate Development Advisory Committee will most likely discuss it in the months ahead. Meanwhile, I use the tram every day and watch the fun so many residents and visitors seem to have posing for photos. I love it too!"
