Heavy NYPD & FDNY Presence At Roosevelt Island Riverwalk Park Affordable Housing Building This Morning For Emotionally Disturbed Person Barricaded In Her Apartment - Residents Very Concerned About Longstanding Building Safety And Security Problems

There was a large NYPD and FDNY response this morning to an incident at the Roosevelt Island 460 Main Street Riverwalk Park affordable housing building including officers from the 114 precinct, the Emergency Services Unit (ESU), Technical Assistance Response Unit (TARU) and the Roosevelt Island Public Safety Department.

Tipsters reported a woman wielding a hammer or pipe barricaded herself in a 6th floor apartment and smoke was smelled in the hallway. After several hours the woman was taken away on a stretcher by FDNY. 

Riverwalk Park management sent an email notice to residents saying this was an isolated incident. 

According to many residents, this was not an isolated incident but only one example of many longstanding problem incidents at the building.

Roosevelt Island Operating Corp (RIOC) Communications &  Community Affairs Director Bryant Daniels reports:

At 7:21AM, PSD responded to a report of an individual experiencing a mental health issue at 460 Main Street. Upon arrival, PSD requested assistance from the NYPD, who responded to the scene and corrected the situation. DCPI can provide additional information as needed.

As Chief Brown has consistently stated over the past two years, Roosevelt Island is not immune to the mental health crisis affecting our city. PSD will continue to work with the residents of 460 Main Street to support the building in providing compassionate care to those in need.

A NYPD spokesperson added:

An emotionally disturbed woman was taken to the hospital. There were no injuries reported.

Residents of Riverwalk Park spoke about their issues of concern during the March 11, 2025 Roosevelt Island Public Safety Department Community Engagement meeting with RIOC Public Safety Chief Kevin Brown. According to residents:

... three things that we are very concerned about still to this day is the safety, security and cleanliness of the building. We have a very very serious problem in this building...

and: 

... some of the biggest issues is the domestic violence in the building. and we've had several people who have been attacked, assaults. My understanding is that at least one of the two is still in the courts, this is 4 years later...

I asked Riverwalk Park management for:

... comment on this incident today and the longstanding safety and security problems described by residents?

Update On Last Friday's Early Morning Roosevelt Island Fire at 460 Main Street - Resident Arrested For Arson, Admits To Setting Fire To Her Own Apartment Says NYPD

According to a NYPD spokesperson today, a 38 year old female Roosevelt Island resident admitted to intentionally setting the fire to her own studio apartment on the sixth floor at 460 Main Street (Riverwalk Park).

The woman was arrested Friday Morning, June 3, a few hours after the fire was put out by the FDNY.

She was charged with arson and reckless endangerment.

"Lights Woke Us Up. Lots Of Fire Engines And Ambulances" Says Roosevelt Island Resident, FDNY Responds To Early Morning Fire At Riverwalk Park Today - Local RI Resident Red Cross Volunteer On Hand To Offer Assistance

Lights were flashing and sirens blasting early this morning at approximately 3:45 AM as the FDNY responded to a Roosevelt Island fire. Vern Harwood shares this photo

Lights woke us up. Lots of Fire Engines and ambulances.

According to a FDNY spokesperson, the fire was located in a 6th floor apartment at 460 Main Street, Riverwalk Park. FDNY arrived at approximately 3:35 AM and the fire was controlled by 4 AM. The cause of the fire is under investigation.

The Riverwalk Park building management sent this email to residents today:

Dear Residents:

There was a fire early this early morning in an apartment. Thankfully no one was injured. The fire department and staff are on the scene. The elevators were all recalled to the lobby floor while they assess the damage. There may be a delay in elevator service, therefore please plan accordingly. Our concierge team will be on site momentarily to assist with questions.

Thank you for your understanding.

The 22 story building was without elevator service requiring residents to walk up and down the stairs until this afternoon when one elevator was back in service.

Roosevelt Island resident and American Red Cross Greater NY Region volunteer Frank Farance was on the scene at this morning's fire and reports:

Early this morning, the American Red Cross responded to an apartment fire in 460 Main Street.  It appears the fire was caused by a tenant leaving a lit cigarette in bed, and then leaving the apartment.  No one was injured.  There was water damage from sprinklers and also in the apartment below.  I was on the overnight shift and we respond to all 5 boroughs, but this time the job was on Roosevelt Island and I was part of the responding team.

The American Red Cross provides humanitarian assistance and disaster relief.  The public sees us responding to disasters around the country, but we have disasters here in New York City with about a half dozen to a dozen residential fires every day - and we respond to each of them 24/7/365.  It's not just fires, it's also floods, hurricanes, tornadoes, building collapses, etc..  American Red Cross provides immediate relief, such as:

• Clothing/Food
• Housing Assistance
• Financial Assistance
• Disaster Medical Services
• Disaster Mental Health Services
• Disaster Spiritual Care

I've seen many kinds of fires, instigated by smoking, kitchen fires, appliances, portable space heaters, batteries, gas, electric, flammables, and such, with devastation and disruption for family and neighbors.  Yet many of them are preventable.

NY Times Reports On Roosevelt Island Resident Moving Down Main Street To Building Of Her Dreams With Help Of Local Media - Take A Virtual Tour Of The Hudson Related Riverwalk Park Roosevelt Island Affordable Housing Building

As reported just before Thanksgiving last year: 

Roosevelt Island resident Rodica Miller thought she hit the jackpot when she learned  her lottery application for an apartment in the Roosevelt Island Hudson Related Riverwalk Park affordable housing building was selected. But there was a problem - getting out of her existing lease recently renewed this summer at Roosevelt Landings....

In reply to my inquiry for comment on the situation last November a C+C spokesperson replied:

... C+C typically does not allow mid-term lease breaks, but Ms. Miller now has an opportunity to live in affordable housing, which we won't deny her. Due to the unusual nature of her lease-break request, we are happy to grant an exception to our policy so Ms. Miller can move into her new apartment and avoid any undue financial hardship."...

After learning the good news just before Thanksgiving, Ms Miller wrote:

... I just received a phone call and an email from C+C Management and they agree to terminate my lease early. I’m so excited and relieved! Thank you so much for your help!

Also, Rebecca Seawright’s office responded right away and offered me a free legal clinic. I was impressed by their prompt follow-up. The person from C+C Management who contacted me was Doryne Isley. She was super nice and she wrote me a lovely email. So happy it all worked out!...

Hudson Related is the private developer of the Roosevelt Island Riverwalk Park affordable housing building. 

Last November, before residents started to move in, Related Companies representative Jamar Adams gave a tour of the building.

Over 77 thousand applications were sent in for the 313 available units.

Mr Adams has recently started his own firm to build affordable housing.

Roosevelt Island resident Rodica Miller thought she hit the jackpot when she learned  her lottery application for an apartment in the Roosevelt Island Hudson Related Riverwalk Park affordable housing building was selected. But there was a problem - getting out of her existing lease recently renewed this summer at Roosevelt Landings.

According to Ms Miller:

I am a public-school special education teacher residing in one of the Roosevelt Landings buildings since 2018 (when it was still managed by Urban American). My lease came up for renewal in August, and I signed a 2-year lease without thinking much of it. We were and still are in the middle of a pandemic, and I thought that staying put was the safest option. I am a very low-maintenance tenant. I pay my rent through automatic payments and I never complain (even when I should). 

Last April, I applied for one of the affordable housing units at the new development at 460 Main Street. I didn’t think much of it, knowing that the odds are hardly in my favor. After I had already renewed my lease, I heard back from Related and Riverwalk Park that my lottery log number had come up. I went through the tedious process of compiling all the documents needed to check my eligibility. As I started to hope that I might actually qualify and be offered an apartment, I never thought that my biggest hurdle would be breaking up with my current Landlord.

Latest Update On Roosevelt Island Riverwalk Park 340 Unit Affordable Housing Building - Developer Hudson Related Says First Residents Starting To Move In, Over 77 Thousand Total Lottery Applications, Interviews For First Set Aside Preference Starting Now, Followed By Community Board Set Aside Preference

The application deadline for 313 rental units in the brand new Roosevelt Island Riverwalk Park

Affordable housing building lottery, being developed by Hudson Related, was last July 6. Many current Roosevelt Island residents applied for the the lottery but so far have not received any futher information since submitting their applications.

I asked Hudson Related representative Jamar Adams:

Any update on the Riverwalk Park affordable housing building? 

Have you started interviews yet and if not, when will you start? 

About a dozen residents who put in applications have asked me when the interviews will start. 

When do you expect residents to start moving in? 

How many total applications did you receive? 

Any other news to report?

A Hudson Related spokesperson replied yesterday:

Riverwalk Park has started interviewing applicants in lottery log number order for the first set aside preference which is individuals and families that have indicated on their application they have a mobility, or visual hearing impairment.

We received 77,563 total applications. 

We have started moving in eligible applicants. 

We anticipate outreach to the first community board applicants by the end of this month

5% of the units are set aside for mobility impaired applicants and 2% for visually/hearing impaired applicants. 50% of the units are set aside for Community Board 8 applicants. 5% of the units are set aside for municipal employees.

As of July 1, 618 Riverwqlk Park lottery applications were from Roosevelt Island residents and 1300 from Community Board 8 including Roosevelt Island.

As previously reported:

.... There are a total of 340 residential units in the building, but the building will have 27 units set-aside for formerly homeless households. Those 27 units will not be available via the lottery process, because the City keeps a list of formerly homeless households that will be the only households eligible for initial lease-up of those units....

I believe the Riverwalk Park residents moving in now are the set aside for formerly homeless families.

Motorgate Changes Coming June 3, 2020

Due to ongoing Motorgate repair work, significant parking and traffic pattern changes will be coming to the south sections of 3B, 4B, 5B, 6B, 7B and 8B on June 3, 2020. Please keep an eye out for signs and obey posted speed limits.

AVAC Repairs

The Department of Sanitation (DSNY) continues to make repairs on the AVAC system. In the meantime, DSNY will pick up trash to ensure our island remains clean. We will keep everyone informed of their progress.

Farmers Market This Saturday

The lottery application for Roosevelt Island's new affordable housing building developed by Hudson Related  at 460 Main Street, known as Riverwalk Park,

opens today thru July 6. Riverwalk Park will have 313 units including apartments ranging in size and price of:

• Studios $506 - $1,961
• 1 Bedroom,$648 - $2,468
• 2 Bedroom &$791 - $2,974
• 3 Bedroom $909 - $3,432

Rents and corresponding household income ranges are based on 40%, 50%, 80%, 130%, 165% Area Medium Income (AMI). The AMI for a family of 4 in New York City is $113,700. Eligible incomes for Roosevelt Island Riverwalk Park range from  $20,298 (1 person studio) to $232,650 (7 person 3 bedroom) depending on apartment and household size.

The total number of Riverwalk Park affordable housing units appeared to have decreased from 340 as originally proposed to 313 units. A Related representative explains the reason:

There are a total of 340 residential units in the building, but the building will have 27 units set-aside for formerly homeless households. Those 27 units will not be available via the lottery process, because the City keeps a list of formerly homeless households that will be the only households eligible for initial lease-up of those units.
