Roosevelt Island Tram Spotted Stuck Over East River This Morning - Not To Worry, Operator Leitner Poma Conducting Tram Rescue & Evacuation Crew Training Drill

A tipster shared this photo and reported this morning:

The tram has stopped over the river.

Any idea what us happening? It has not moved for 30 minutes and there are people on board. They could be testing something or it could be stuck.
and:
There were passengers on it and eventually it returned to the Roosevelt Island side but very slowly. It is now hanging in the middle of the east river passenger less.
I asked Roosevelt Island Operating Corp (RIOC) Acting President Susan Rosenthal and Tram operator Leitner Poma representative Armando Cordova if there were any problems with the Tram this morning. Mr. Cordova replied:
Early this morning we were conducting the tram rescue and evacuation practice drill. The drill was successfully completed without incidents to report.

We try to recreate a real life situation for our tram crew training purposes.

Don't Be Alarmed At Emergency Personnel On Roosevelt Island Tram Wednesday October 14 - FDNY Conducting Emergency Roosevelt Island Tram Rescue Drills

According to the Roosevelt Island Twitterverse:

The Roosevelt Island Operating Corp (RIOC) adds:
Due to a FDNY Rescue & Evacuation Practice Drill, one Tram cabin will be in operation on Wednesday, 10/14/15 from 10:30 AM- 2:30 PM. No disruption to normal service is anticipated.
WPIX TV reported on a FDNY Tram Rescue Drill last May:
... Their mission is to rescue everyone on board and get them safely to the ground below.

Back in 2006, the tram became stuck with dozens of people on board. In that case, the FDNY used a diesel-powered bucket to rescue those onboard. Since then, the tram has undergone a $25 million renovation that changed how the tram works. Therefore, these firefighters train for how to safely rescue those trapped without the use of one of those diesel buckets....
The FDNY also conducted Tram Drills in October 2014. At the time, I spoke with Chief Richard Blatus

and WCBS News reporter Chris Wragge about the Tram Rescue Drill.

According to PIX 11 News, the FDNY trained:
... for a catastrophic failure of the Roosevelt Island Tram Car that would stall the car in place, dangling high in the air. Their mission is to rescue everyone on board and get them safely to the ground below.

Up Close And Personal View Of Roosevelt Island Community Emergency Response Team (CERT) Conducting Tram Rescue Drills Last Sunday

Image Of Tram Rescue Drill From Frank Farance

Roosevelt Island Community Emergency Response Team (CERT) member Frank Farance reports on and shares photos from Roosevelt Island Tram Evacuation Drill held Sunday April 12.

Roosevelt Island Tramway staff acting as "passengers" to be evacuated from the tram.

Getting explanation of rescue procedures from tram supervisor.
Posted by Frank Farance on Sunday, April 12, 2015

According to Mr. Farance:
Roosevelt Island Tram Evacuation Drill: As Tram staff explained: there are many redundant and backup systems to return tram cabins to stations, including having the second tram pull up side-by-side -- evacuation like this is a last resort.

A second tram rescue is one of the options before resorting to passenger drop evacuation.
Posted by Frank Farance on Sunday, April 12, 2015

Mr. Farance explains evacuation procedure for lowering Tram Riders to the ground from the Tram Cabin.
The passengers are first fitted into a "diaper" that is attached to the pulley (which holds 9000 lbs), then they would drop down (slowed by centrifugal braking) while rescue workers on the ground use guide ropes to reduce swaying, and they land on the ground (the 5 mm cable supports passengers up to 900 pounds). Notice that while the diaper holding the passenger going down, a second diaper on the other side of the pulley goes up to ready the next passenger. See passenger drop video below.

Photo 1/4: Passenger is readied, wearing orange "diaper".
Posted by Frank Farance on Sunday, April 12, 2015

Photo 2/4: Passenger descends as second "diaper" returns upward on other side of the pulley.

Photo 3/4: Passenger descends, workers below holding guide ropes so passenger doesn't sway.
Posted by Frank Farance on Sunday, April 12, 2015

Photo 4/4: Passenger lands, workers on the ground detach "diaper" to release passenger, workers above are readying the next passenger with second "diaper".
Posted by Frank Farance on Sunday, April 12, 2015

Pulley holds 9000 pounds, has centrifugal brake that limits passenger drop speed, 5 mm drop cable holds 900 pounds.
Posted by Frank Farance on Sunday, April 12, 2015

The second part of the emergency drill is pulling the tram's haul cables back and swapping drive wheels (big orange gear) -- think of pulling a rubber band off a pulley. Here workers are bolting on sleeves onto the cables that are pulled back via hydraulic jack, which gives them enough slack to thread the haul rope on the backup drive adjacent to it (big yellow gear behind big orange gear). Truly amazing.

Main drive wheel (orange), backup drive wheel (yellow) is behind. Haul rope (the cable) is swapped onto the backup drive.
Posted by Frank Farance on Sunday, April 12, 2015

In order to pull the haul rope (cable) off the drive wheel, there must be some slack to pull it back. Workers bolting...

No Manhattan Bound Roosevelt Island F Train This Weekend Or Next - RIOC Advises Tram Rescue Drills Sunday 6 - 10 AM

According to the MTA's Weekender:

F Coney Island-bound trains run via the E from Roosevelt Av to 5 Av/53 St

Weekends, 11:15 PM Fri to 5 AM Mon, until Apr 14

Trains resume regular service at 47-50 Sts.

No Coney Island-bound F service at 21 St-Queensbridge, Roosevelt Island, Lexington Av/63 St and 57 St.

The Roosevelt Island Operating Corp (RIOC) adds that Tram Rescue Drills will be conducted on Sunday April 6. According to RIOC:
Please be advised that this Sunday, April 6, an evacuation drill will take place on the Roosevelt Island Tramway from 6 AM until 10 AM. A single cabin will be running continuously during this time to avoid disrupting Tram service. Expect to see emergency personnel in the area.

Sincerely,

Roosevelt Island Operating Corp Advisories Group
Earlier today, I asked RIOC President Charlene Indelicato:
I have received questions from residents asking why the Tram Evacuation Drill is scheduled during the same weekend (Sunday April 6) that there is no Manhattan bound F running from Roosevelt Island. As stated in the Advisory below, there will only be one Tram Cabin operating Sunday from 6- 10 AM.

As you know, the Tram becomes very crowded when there is no weekend F Train servicing Roosevelt Island in one direction or the other even when both cabins are in operation.

Is it possible to reschedule Sunday's Tram Evacuation Drill to a day when there is full F Train Service.

Is there any statement from RIOC on this matter?
Ms. Indelicato replied:
I have been advised by POMA, our tram operator, that 6:00 am to 10:00 am on a Sunday morning is of the least impact on ridership. I have sent your request for a delay until there is full service on the F train to POMA but I believe that coordinating with the F train schedule would be indeed difficult.
Armando Cordova of Poma's Tram Operations adds:
Yes we’re very much aware of the “F” train schedule change. We are actually conducting this mandatory practice drill on Sunday morning from 6:00 am to 10:00 am. which is the time frame with the least impact to our passenger service, Also we will have one tram cabin in operation. Please remember it is of great importance to the safe operation of the tram to conduct this kind of training. It is our responsibility to be ready at all times in case of any emergency situation.

Thank you very much for your understanding.
UPDATE 8:15 PM: MR. Cordova reports just after 10 AM:
The tram practice evacuation drill was successful. The tram is back in full service

Crowded Roosevelt Island Tram Cabin And Station Due To No Manhattan Bound F Train Service and Tram Evacuation Drill On Same Day - RIOC Says They Will Try To Improve Communications With MTA In Future

Reported on Friday there would be no Manhattan bound Roosevelt Island F train service this weekend and that the Roosevelt Island Operating Corp (RIOC) would be conducting Tram Cabin Evacuation Drills on Sunday but, according to RIOC,:

...Tram service will not be disrupted....
Unfortunately, Tram service was disrupted today as only one Tram cabin was in service because the other cabin was being used for the Evacuation Drill. The Roosevelt Island Tram Station and Cabin in use were very crowded. According to the Roosevelt Island Twitterverse
Images From Trevre Andrews
One Roosevelt Island resident reported:
They were suppose to be doing a drill on the tram today. But when they realized that it was on a weekend with no Manhattan F, they should've postponed the drill. Also, the tram was filled to capacity, while I was waiting I counted people and there were over a 110 that boarded. The red percentage meter said 95. Dangerous.
Earlier today, I asked RIOC President Charlene Indelicato:
I am receiving complaints from residents about the scheduling of Tram Evacuation Drill today, which takes one Tram cabin out of service, during the same time that there is no subway service to Manhattan.

Any statement from RIOC regarding why the Tram Drill is being done during the subway service disruption?
Ms. Indelicato replied:
RIOC will try to improve communications with the MTA to minimize any inconvenience to residents and visitors

Here's a FDNY Roosevelt Island Tram Rescue Drill from July 2011.

and a recent NYPD Tram rescue drill.

In response to a 2011 inquiry I made asking why NYPD and FDNY do not appear to have joint Tram Rescue Drills, former RIOC Vice President Of Operations Fernando Martinez replied:
RIOC has an MOU with NYPD, FDNY, and OEM. The MOU establishes a "Joint Command" for Tram exercises, including emergency evacuation procedures. The exercises are typically held in the Spring and Fall. In the event of an actual emergency, the Joint Command will be implemented. The NYPD and FDNY have individually requested additional practices in order to become more familiar with the Tram and utilize new equipment.
Last month, the NYPD and FDNY rescued an injured Tram worker from the top of Tram cabin.

Photographer Stumbles Upon Roosevelt Island NYPD Tram Rescue Drill - Snaps Cool Pictures, Enjoy

Photographer Shane Cashman shares these pictures of the NYPD Roosevelt Island Tram Rescue Drills that took place last Wednesday. Mr Cashman reports:
I was fortunate enough to be taking pictures along the East River last Wednesday morning and stumbled upon the rescue drills happening on the Roosevelt Island tram.

It was great to see the rescue drill happen. At first I wasn't sure if it was a real rescue or not. The lack of police sirens clued me in to it being a drill.

While watching the rescue drill I also met this lady Arlene who feeds the seagulls. So while I was taking these pictures I was also being swarmed by Alrene's birds. It was intense.

Up Close Look At Yesterday's NYPD Roosevelt Island Tram Rescue Drill

According to CBS New York:

... Fifteen officers took turns on top of the tram, inside it and on one of the towers simulating certain saves.

“So that when they show up on the scene, it’s either that scenario or very close that the officers can perform at a moment’s notice without even thinking,” Lt. Barberio said.

The tram training was something those heading to Roosevelt Island were checking out, along with those on the ground.

“You’ve got to continue practicing for a rescue because you never know when it’s going to happen,” tourist Bob Franklin said.

The last time a passenger rescue happened was in 2005, when the people mover lost power and its backup system also wouldn’t work.

Officers practiced for that scenario by lowering someone down to the ground, and they added a new practice session after rescuing an iron worker from a tram tower two weeks ago....
