RIOC Reimposes Roosevelt Island Tram Cabin Passenger Capacity Limit To 55 Due To Recent Covid Surge - Both Cabins Now Working Following Completion Of Tram Maintenance Work - RIOC Closes Youth Center, 30 Day Permitting Pause Too Due To Covid Says RIOC

Due to the recent surge in Covid cases, the Roosevelt Island Operating Corp (RIOC) reimposed a 55 passenger capacity limit on each Roosevelt Island Tram cabin yesterday.

The Tram Cabins had been operating at full capacity (110) since last June. At other times during the Covid Pandemic, the Tram was operating with as low as a 13 passenger cabin capacity for social distancing purposes.

Fortunately, both cabins are now running following the completion of the Tram maintenance project started November 15.

UPDATE 5:05 PM - According to RIOC:

New York is currently experiencing a surge of COVID-19. In an effort to keep the Roosevelt Island community and our staff safe, Roosevelt Island Operating Corporation (RIOC) is taking the following precautions to help mitigate the spread:

  • Tram capacity will be limited to 55 persons per cabin.
  • There will be a 30-day pause in permitting. Previously scheduled/permitted events due to occur within this 30-day period will be canceled or suspended.
  • The Roosevelt Island Youth Center (RIYC) will be temporarily closed for the next 30 days.
  • RIOC will be working with our partners at the Food Pantry, Farmer's Market, and other businesses deemed essential to put COVID-19 safety protocols in place for the next 30 days. 

As the current situation is fluid, RIOC will continuously monitor each area, reassessing them within at least 30 days and providing updates accordingly. As a reminder, passengers on public transportation, including the Tram and Red Bus, are required to wear masks or face coverings. Additionally, masks or face coverings are required in all RIOC facilities.

Roosevelt Island Tram Cabin Social Distancing Capacity Limitations Are Over, Tram Returns To Full Capacity Service Monday June 28 Says RIOC - Face Coverings Still Required On Tram

 The Roosevelt Island Operating Corp (RIOC) announced on May 21, 2020:

... Tram Passenger Limits

In an effort to ensure social distancing and reduce spreading COVID-19, the Roosevelt Island Tram will be limited to a maximum of thirteen (13) passengers until further notice. POMA, the tram’s operator, has installed social distancing decals on the tram cabin to inform passengers how far away they should be standing from each other. Please note that the number of passengers may be changed in response to COVID-19 infection rates....

During the past year, Roosevelt Island Tram social distancing capacity limitations gradually increased to the current 55 and starting tomorrow will return to the pre-covid full Tram cabin capacity of 110 passengers.

According to RIOC:

As New York continues to move forward after reaching a 70% vaccination rate, the Roosevelt Island Tram will return to full capacity starting on Monday, June 28th.

Face coverings are still required on the Roosevelt Island Tram.

We understand the need for this mode of transportation, however, the health and safety of our riders and operators are our priority. We appreciate your cooperation.

Roosevelt Island Transportation This Weekend - F And R Train Service To And From Manhattan, Tram Social Distancing Limit Of 55 Cabin Riders, Ferry Service And Citibikes Too

According to the MTA, there is Roosevelt Island F Train service to and from Roosevelt Island this weekend.

Also:

R trains run in both directions between 57 St-7 Av Q and 21 St-Queensbridge F station, making stops at Lexington Av/63 St and Roosevelt Island, resuming normal service at 36 St, Queens.

Roosevelt Island Residents Concerned Large Number Of Visitors Not Social Distancing Or Wearing Face Coverings While Riding Tram And Enjoying Playgrounds - RIOC Says They Are Monitoring Parks, Tram And Facilities To Make Sure Covid Safety Protocols Being Followed, Adding Manhattan Red Bus Shuttle This Weekend Too

Last Tuesday, March 30, was a beautiful spring day bringing many visitors and large groups to Roosevelt Island.  On Wednesday, March 31, I asked Roosevelt Island Operating Corp (RIOC) President Shelton Haynes:

For years, during the Passover Holiday, large numbers of visitors come to Roosevelt Island. 

Yesterday large groups of people were visiting Roosevelt Island dangerously overcrowding the Tram, Ferry and playgrounds, not social distancing or wearing face coverings according to many residents who expressed their great concerns over the potential health and safety risks this might cause during the current Covid Pandemic.... 

... Any statement from RIOC about the overcrowded conditions and lack of social distancing/face coverings on Roosevelt Island yesterday and any plans by RIOC to monitor similar incidents in the future.

RIOC Public Information Officer Amy Smith replied:

We appreciate your email and resident concern regarding the overcrowding that took place yesterday. While our Public Safety Department (PSD) fully prepared and staffed for this anticipated influx of visitors, there was little to no increase in visitor traffic to and from the island Saturday through Monday, resulting in a reduction of officer presence. We have since reestablished presence in all areas including tram access points on both the Manhattan and Roosevelt Island sides, are monitoring parks and facilities, and enforcing COVID-19 safety protocols.


RIOC President Shelton Haynes posted on Instagram ysterday:

Today alone, our Public Safety Department (PSD) distributed over 250 masks to Tram patrons and over 100 masks to those enjoying Blackwell House Park. Further, additional officers have been posted at Firefighter’s Field and Tram plazas on both Manhattan and Roosevelt Island. 

Also, RIOC announced Manhattan Red Bus Shuttle service for Thursday and Friday. Ms Smith explained the addition of Manhattan Red Bus Shuttle is:

... to help mitigate crowds that may form from the influx of people enjoying Roosevelt Island.

Today, I asked RIOC:

Shortly afterwards RIOC announced:

Please be advised that, the Red Bus shuttle service to and from Manhattan, from 3 PM – 8:30 PM, has been extended to Sunday, April 4th. Please see the schedule below:  

Roosevelt Island to Manhattan:  

The Red Bus shuttle will depart from the Tram Plaza starting at 3 PM, continuing hourly, and making all local stops northbound on Main Street to the Roosevelt Island Bridge. The shuttle will take passengers to Second Avenue between 58th and 59th Streets.  

Manhattan to Roosevelt Island:  

The Manhattan Red Bus shuttle will depart Manhattan, between 58th and 59th Streets on the west side of Second Avenue, every half hour, taking passengers to Roosevelt Island Tram Plaza. The last available trip from Manhattan is 8:30 PM on both days.

The weather this weekend is expected to be nice and sunny. Expect more crowds.

Many more visitors will be coming to Roosevelt Island when the Cherry Blossoms start to bloom.

Roosevelt Island Transportation This Weekend - E Train Replaces F To And From Manhattan, Tram Social Distancing Increased To 50 Cabin Riders, Ferry Service And Citibikes Too

According to the MTA, the E train replaces the F train for Roosevelt Island subway service to and from Manhattan this weekend and upcoming weekends thru March 29:

Roosevelt Island Transportation This Weekend, No Manhattan Bound F Train, But There Is Tram, Ferry & Electric Citibike - You Could Stand Up Paddle Across East River Too

According to the MTA there is no Roosevelt Island Manhattan bound F train service this weekend;

No Brooklyn-bound F service at 21 St-Queensbridge, Roosevelt Island, Lexington Av/63 St and 57 St 

F Trains run via the E in both directions between Roosevelt Av and Canal St and via the A to/from Jay St-MetroTech 

Jamaica-bound E replaces the F at 57 St, Lexington Av/63 St, Roosevelt Island and 21 St-Queensbridge....

According to the MTA, Roosevelt Island F Train service to and from Manhattan will be replaced by the E Train this weekend between 21st Queensbridge and Delancey Street.


According to the Roosevelt Island Operating Corp (RIOC):

While we continue to follow social distancing and align our operations with New York Forward guidance, we also continue to incrementally increase the number of passengers permitted on the Tram. Tram capacity will increase on Sunday, November 1st, from 20 to 35 passengers per cabin, and we will continue to assess and gradually increase in phases. 

We understand the need for this mode of transportation, however, the health and safety of our riders and operators are our priority. We appreciate your cooperation.

Also:

Please be advised that the Manhattan Tram station elevator remains out of service until further notice. The Red Bus is providing special shuttle service to and from Manhattan for those with limited mobility. Schedule information is below: 

Roosevelt Island to Manhattan

Departs hourly from the Tram, making all Northbound local stops to Capobianco Field (opposite PS/IS 217). The first trip will depart at 11 AM. Last trip will be at 7 PM. 

Manhattan to Roosevelt Island 

Departs on the half hour from the southwest side of 2nd Ave., between 58th & 59th Streets and will make all southbound local Red Bus stops (starting with 591 Main St.) to the Tram. The last trip will depart Manhattan at 7:30 PM.  

Please note, there is no shuttle bus service from 3 PM – 4 PM daily.  

Weekend and Holiday Service  

The Tram Shuttle will run Monday to Friday until further notice. No weekend or holiday service.
