The Great Roosevelt Island NYPD Assignment Controversy Resolved - NYPD Officers Assigned on a Temporary Basis Now Until Full Time Replacement Designated

Received some good news today in the ongoing controversy over recent re-assignment of the only NYPD officer assigned to Roosevelt Island. Two anonymous comments made on the Blog yesterday here and here indicated that a new NYPD officer was patrolling Roosevelt Island. To check out the accuracy of the comments, I was just about to email Roosevelt Island Operating Corp (RIOC) President Leslie Torres and Public Safety Director Keith Guerra when I received this email from RIOC Press Spokesperson Anat Gerstein:
GREAT NEWS:  NYPD REASSIGNS OFFICER TO BE STATIONED ON ROOSEVELT ISLAND

As a result of RIOC's on-going dialogue with the commanding officer of the New York Police Department's (NYPD) 114th Precinct and the Mayor's Office, requesting a replacement of the NYPD officer who was recently reassigned, the NYPD has informed RIOC that Roosevelt Island will be receiving a daily patrol.

“RIOC is very happy to be able to report that there will continue to be a regularly scheduled NYPD presence on the Island  working hand-in-hand with our Public Safety Department.  We are grateful to the NYPD and the Mayor’s Office.  This is great news for our residents and businesses,” said Leslie Torres, President of the Roosevelt Island Operating Corporation.
As you recall, Roosevelt Island residents had been told that after the previous officer was re-assigned, it was extremely unlikely that the 114th Precinct Commander would be able to allocate a new NYPD officer to Roosevelt Island. The 114th Precinct Commander, Deputy Inspector Stephen Cirabisi, indicated that the NYC budget cuts to the NYPD would make it difficult to assign an officer to Roosevelt Island but that he would do his best to try.  Some Roosevelt Island Residents Association (RIRA) Common Council Delegates claimed that a new NYPD officer would never be assigned again to Roosevelt Island because of alleged poor treatment received by the previous NYPD officer by other RIRA members and that those RIRA members owed an apology to the officer and NYPD.  This angry discussion/confrontation occurred at the April RIRA meeting.

Fortunately, those RIRA members who said a NYPD officer would never be assigned to Roosevelt Island were wrong.

So what happened. How did the a new NYPD officer get assigned to Roosevelt Island? Following the publication in the NY Post of an article with the headline:

Roosevelt I.'s only cop transfers amid complaints
RIRA President Matt Katz emailed Inspector Cirabisi:
Dear Inspector Cirabisi:

I want to thank you for your visit to the RIRA Common Council last Wednesday. Your remarks helped to clear the air on several issues that have hung fire within our organization.

I’m looking at today’s New York Post, which printed an article (page 6) on Roosevelt Island policing. It quoted unnamed “police officials” as saying that, “The 114th Precinct in Astoria, which oversees Roosevelt Island, will not reassign another officer to the isle…” When you addressed us last week, you indicated that no decision had been reached and that this would be decided based on manpower availability and need.

Can you clear up this contradiction for us? Despite our low crime stats, we would welcome the presence of an NYPD officer here to supplement Public Safety and to confirm our credentials as City residents entitled to City services. Many thanks for all your officers do,
Inspector Cirabisi replied:
As you know Police Officer Fernandez was not transfered out of the 114 Precinct and I don't know who their Police source is but it is inaccurate. I am reviewing my staffing and I am currently looking for a replacement for Police Officer Fernandez. Once I find his replacement I will let you know.
There was also a meeting between RIOC and the NYPD at the Mayor's office referenced above, but I have not received any information yet on what occured.

RIRA President Matt Katz adds:
Inspector Cirabisi of the 114th Pct. called me yesterday to report that he has assigned temporary officers to Roosevelt Island on Officer Fernandez’s old forty-hour shift.  This will remain in place until he assigns a full-time officer replacement, which he intends to do....
and:
At the last RIRA Common Council meeting, 144th Pct. commanding officer, Deputy Inspector Stephen Cirabisi informed us that Officer Fernandez’s reassignment was not as a result of any action by the RIRA Public Safety Committee, and that, based on personnel and need, we might expect a new officer to assume that forty-hour shift exclusively on Roosevelt Island.  In his phone call to me yesterday, Insp. Cirabisi made good on that offer, noting that temporary officers are now assigned to that four-to-midnight shift until a full-time replacement is designated.  This is good news!  Roosevelt Island is fortunate to have both NYPD and Public Safety patrols, which have helped to make our community one of the safest in New York City.  Yet another reason to consider our home unique in the City and in America.
As both Ms. Torres and Mr. Katz state - Good News!!

Um, ok, great I guess. Noone has yet touched upon the subject of this young officers purpose here?

Why is there a need for nypd presence here?

Can we get some answers as to why a third party should be responsible for this island?

Its very idiotic to not fix what is already here as we already pay for their services.

What can the nypd copnthat public safety cannot do with permisson from director guerra?

Such as take all police reports and at least have a supervisor armed for their own and community protection.

This is a slap in the face to psd and its thanks to the residents who complained.

Its like if you had a certain job to do and you do your job just fine with no problem. Then another person is brought in to do the SAME EXACT thing. Well then whats the point of having you there

Yay great news! But what is the Sole purpose of this officer?

I know for a 100% fact that the last community officernhad UNDER 35 arrests for the year of 2010 on this island. The vast majority of them were given to that officer by the public safety department.

Public safety processed way more arrests than that officer made on this island.

I know for a 100% fact that there were way more than a mere 10 or 12 felony arrests on this island, and the public safety department initiated and processed those arrests.

This statistical manipulation needs to stop.

Just because its not a 7 major felony doesnt mean a felony did not happen on the island.

What is the purpose of this nypd officer on this island is public safety does the vast majority of the leg work on this island?

Enough with the hype. Lets just stop with the "nypd lone sheriff" nonsense, as that is simply nonsense.

Everyone is kept in the dark for some reason with what kind of crime happens here and who the real heroes are.

Almost like a consipracy of some sort.

For the record i have no affiliation with rioc or public safety.

Here we go again with this stuff.

While we do acknowledge that our Public Safety Department is doing a fine job, it's also nice to know that RIOC & PSD went to bat to get another NYPD Officer assigned here.

With both in place, we have the safest "Nabe" in the City.

Now maybe RIRA can stop meddling in these issues and leave the Law Enforcement to the professionals that do a tremendous job.

Last I checked we were an isolated rock floating in the river, divided by a very old but repainted bridge and a leaky subway.

So, I guess we should put NYPD in the PORT AUTHORITY and in the MTA LIRR and METRO NORTH facilities as they control all of NEW YORK CITY.

You are so wrong it is rediculous.

TRUE, they take in ALL reports from the 5 boroughs from ALL law enforcement agencies and then it gets input into a system for FBI statistical data. I will give you that much, but to physically have a officer here is rediculous.

a)this island is difficult to get around, especially to strangers.
b)this officer probably doesnt give a rats behind for anyone here as he was probably forced to come here.
c)he is a rookie and most likely looking for action, in which there sure isnt much here.
d)he was put here purely on politics and nothing more.

Whenever something involves NYPD, it take a lifetime to get things spinning. Personally, I dont appreciate that. I would realy enjoy voicing a direct issue with the ones directly responsible to make things happen.

If the NYPD was to meddle in PORT AUTHORITY, MTA or TBTA territiory, there would be hell to pay. I just cannot for the life of me, even begin to imagine, WHY ON EARTH is NOBODY helping our own department on the island to make it an OFFICIAL POLICE DEPARTMENT on RECORD.

Its here, its operational, they already make plenty of arrests and issue summonses. They already have police status.

Why do we always put bandades on wounds on this island?

Sorry, but my opinion on enforcement is I would rather have it from within than from the outside. At least the PSD knows who we are and show a great deal more discretion, especially when dealing with some kids who might have strayed a couple of times.

OK, so what else are we going to put bandages on?

Thanks you 10:59p, poster. Couldnt have said it better myself. You should attend the next rira meeting and state the same thing. Or even start a petition. Although many wouldnt sign,I think more would then wouldnt. In the end,bith RIRA and the Public Safety Committee were elected by us residents and should go fourth with what the RESIDENTS say,not there personal agendas.

I agree with the poster at 6:55. The NYPD is thankfully back and here to stay and there is not a thing you can do about it!!! You want the NYPD here full time? If that happened they would be subject to the same staffing cuts as everywhere else within the NYPD. Within a year or two, half of the officers would be gone!!!

Really, who cares where our Law Enforcement coverage comes from? I like that we can have both: coverage from our very capable PSD and also some assistance from the NYPD. Don't argue about that people. It's good to have them both. I'm sure the new guy or gal will look to PSD for help with the lay of the land. Then, he or she will get to know the Romaine's of the island, and take action.

Why does nypd need to take action? When they have nypd here, all they do is issue summonses and make mediocre arrests. As i researched, the Public Safety department did way more enforcement than any nypd officer posted here in the last 5 years.

Dont believe it? Im sure you can do a foil request for the information.

THATS A FACT FOLKS!

Why snub those who are the primary law enforcers on the island when they bust their behinds making good quality arrests, while the nypd uses this island as a getaay from real police work in queens?

When I said "take action" in my 4:28 post, I meant observe him and lock him up for what he does.

He calls and writes on others, but he lives in a glass house and I'm sure it won't take long for the new NYPD Officer to sweat him like the last one did.

Use common sense folks.

They dont want to know us, dont really care, and would rather do something else.

At least officer fernandez worked in PSD for a long time prior to joining nypd. He at least had a continued relationship with the residents prior to his departure.

Yes he did. But Erin & Romano did what they could to get rid of him.

Then they tried to convince everyone that they had nothing to do with that.

And, now that RIOC got us another Officer, Erin & Romano are singing & dancing around - boasting about how they "did it".

They don't realize that the new Officer won't give a rat's --- about our community, like Fernandez did.

I still say they should be removed from RIRA. They will be the demise of Matt Katz's new term as President.
