RIOC Responds To Roosevelt Island Transportation Outreach With Courtesy Signage Encouraging Giving Up Seats For Elderly/Disabled/Pregnant Woman And Will Start Routine PSD Patrols On Red Bus - Watch Video Of Full RI Transportation Issues Discussion

According to the Roosevelt Island Operating Corp (RIOC)

On Thursday, January 9th, RIOC’s Chief Operating Officer Shelton Haynes, along with the Transportation Department’s Cy Opperman and Joe Marino heard from the community as part of our new outreach initiative: Re-Introducing RIOC.

A number of attendees at the event at the Roosevelt Island Senior Center voiced concerns about courtesy on our transportation network, particularly about our Red Bus service. RIOC encourages everyone to be considerate of their fellow passengers because a little kindness goes a long way. Although we still have some work to do in other areas, we are happy to report that we were able to quickly address two of your chief concerns immediately.

MORE PSD OFFICERS ON THE RED BUS

As a result of the community’s request, PSD has already started routine patrols on the Red Buses throughout the day. These patrols will be conducted seven days a week during the Red Bus hours of operation.

NEW & IMPROVED COURTESY SIGNS ON EVERY BUS

RIOC’s new COURTESY COUNTS signs will be posted on each bus within the next two weeks.


These signs feature images that clearly demonstrate which seats on the bus are reserved for those who are pregnant, the elderly and the disabled.

It is our hope that these signs and the increased PSD presence on the buses, will encourage our customers to consider the safety and comfort of all of their fellow passengers. Because a little bit of consideration for your neighbor goes a long way. If you see an incident happen on a bus, please alert the driver or contact PSD immediately at 212-832-4545.

Roosevelt Island Resident Arrested For Felony Assault Running Over Foot Of Public Safety Office Writing A Ticket - Also Red Bus Accident With Illegally Parked Car At Tram Station, Why Was Tram Red Bus Stop Moved Ask Residents?

The Roosevelt Island Pubic Safety Department (PSD) Incident Report listed an assault Saturday afternoon:

12/07/19 – 1654 – 555 Main Street – Assault – PSD/EMS/NYPD responded – PSD arrested subject.
I asked the Roosevelt Island Operating Corp (RIOC) for additional details.

According to RIOC Public Information Officer Terrence McCauley:
A PSD officer’s foot was run over in the act of writing a ticket. The officer is recuperating from a foot injury but is expected to make a full recovery. The suspect was arrested and charged with felony assault on a peace officer. Additional charges may be pending.
Mr McCauley adds that the driver was a Roosevelt Island resident living at 555 Main Street.

Also, the Roosevelt Island Twitterverse reports on what appears to be an accident involving the Red Bus and a vehicle at the Tram Station Friday evening.

RIOC repled via Twitter with more details as to what happened.

The Twitterverse followed up asking why the Tram Red Bus North stop was changed.

RIOC Says No New Southbound Red Bus Stop For Front Of Rivercross Building - In Part Because It Would Eliminate 4 Main Street Parking Spaces

Is an additional Roosevelt Island Southbound Red Bus stop needed between the current Good Shepherd and Riverwalk stops?



A reader suggests:
.... a bus stop between the church and the next stop. I go to The doctors office and it's a long walk from the church to the Drs office. When you're  not feeling good or it is extremely hot you don't feel like walking that far.

And n response, RIOC Transportation manager Cy Opperman replied :
...we are evaluating the request for a bus stop at 507 Main Street....
I followed up with RIOC asking for an update last week. RIOC Acting President Susan Rosenthal replied:
For now, there will not be an additional stop there---in part, because it would eliminate 4 parking spaces on Main Street.

Roosevelt Island Residents Ask For Southbound Red Bus Stop At Rivercross Building, RIOC Evaluating Request - Additional Red Bus, Less Crowding, Better Tracking Asked For Too

Is an additional Roosevelt Island Southbound Red Bus stop needed between the current Good Shepherd and Riverwalk stops?

Also, on July 25, Roosevelt Island resident Nathaniel Phillips expressed concerns about the Red Bus service. According to Mr. Phillips:
Once again there was no southbound Red Bus service @ 10am. From 9:45 to 10:15 people were stranded. There was a 10am Octogon Express than went by with 10 people on it at 10:02. I wonder if there is any management of the Red Bus system? The lack of a 10am bus must have been known and that 30 minute gap must have rippled through. There are times that drivers leave early! Making a 2 minute a 17 minute wait! If you call the Red Bus phone line you go to voicemail and I've yet to have a call returned.

As things stand at as general matter the bus is consistently overcrowded during the day time hours. We need an additional bus. Several drivers do not enable the GPS units making the bus tracking apps useless. Lastly the use of SUV size strollers is a safety hazard. I've been on a bus with 3 baby strollers carrying two babies and a dog. This bus service is in desperate need of management.

Why can't we be text notified when bus service is interrupted? Why don't we have countdown clocks at stops on the route? Why can't GPS tracking be reliable? Why doesn't RIOC has an APP to communicate with its customers? We are not asking for the logistical management of the Normandy landing! I am sure the Red Bus has lots of complications, but the MTA is much better at tracking thousands of buses along thousands of city streets. This is a 2 mile long bus route.
I forwarded the request for an additional Red Bus Stop at Rivercross building and Mr. Phillips comment to Roosevelt Island Operating Corp (RIOC) President Susan Rosenthal, RIOC Directors and RIOC Transportation Manager Cy Opperman.

Mr. Opperman replied
On Monday July 25, 2016 the 10 AM Octagon local bus ( # 5 ) was taken out of service, because of a rear door electrical problem. Also we are evaluating the request for a bus stop at 507 Main Street.
I also asked Mr. Opperman
... is the Next Bus Red Bus Schedule App still working?

Residents have told me that app does not work any longer.

Is there another Red Bus schedule app being used?
Mr. Opperman replied:
The app is still up and running. As you know already, the signal does get lost at times under the Ed Koch bridge, however bus movement can be tracked by the app.

There are a few steps when tracking the Red Bus on the app.

On the NextBus main page hit Menu, select agency, scroll down to New York and click Roosevelt Island, now users should click Red Bus, choose Northbound or Southbound, choose their stop, then click to view map where the buses will appear.

RIOC Director David Kraut provides some historical background on Roosevelt Island Red Bus stop at Rivercross building:
When there was a stop at 505, the next-previous stop was in front of the Stationary Store, so the spacing was natural. The stop was moved to behind the Chapel when we obtained new, longer busses sometime in the mid- 1990's.

Moving that stop lost the Stationary most of it's newspaper business.

Roosevelt Island Red Bus Absent Early Morning From 10 River Road Manhattan Park Stop Says Resident - Not So Says RIOC

Received the following message from a Roosevelt Island Manhattan Park resident this morning:

The morning Red Bus has been pretty much absent from 5:45am to 6:45 at the 10 River Road stop. This used to be a once in a while occurrence and now it has become the norm. During the fall, spring and summer, most of us just walk to the train/tram, but in cold days like today we rely on the bus. The elderly don't have that option. They all rely on the Red Bus being on time. This morning there was no 6:15, 6:30 or 6:45, the MTA bus did show up at 6:50. This happened 2x last week.

If they’re aware of the problem they should inform the residents.

RIOC replied:
Regarding the complaint sent to you about no buses this morning at 10 River Road S/B on 6:15AM, 6:30AM and 6:45AM, I have attached two screen-shots indicating buses at 10 River Road at 6:18AM


and 6:47AM.


We were missing one in between due to a bus operator shortage.

RIOC Surface Transit operation begins at 5:45AM every day.

Manhattan Park Gives RIOC Permission to Install New Roosevelt Island Red Bus Bench At 10 River Road - You Can Sit On It Today

Ever since the Roosevelt Island Southbound Red Bus Route stop was moved across the street from Gristedes which had a bench, to 10 River Road without a bench, residents have asked for a bench to be installed at 10 River Road.

As reported October 28:

... To date, Manhattan Park refuses to allow a Red Bus bench to be installed on Main Street in front of 10 River Road said RIOC's Cy Opperman. Ms Smith suggested having Roosevelt Island Seniors wait for Red Bus in the 10 River Road lobby if Manhattan Park will not allow a bench outside the building....
Good new today for those that need or wish to sit while waiting for the Red Bus after shopping at Gristedes.

Manhattan Park Refuses Installation Of Red Bus Bench At 10 River Road, Fixing the Turnaround Near Gristedes, Tram Station Elevator Design Problems & Coler Hospital Resiliency Plan Among Issues Discussed At RIOC Board Meeting

Roosevelt Island Operating Corp (RIOC) Director Margie Smith presented a recap of the October 13 Operations Advisory Committee meeting discussions (full audio web cast of meeting here) during the October 22 RIOC Board of Directors meeting (full web cast of meeting here).

Ms Smith reviewed the status of the following issues at the October 22 RIOC Board meeting.

New Tram Station Elevator work - bankruptcy issues of vendor appear to have been resolved but still another month before design work can resume.

Coler Hospital Parking Lot - Discussion of area jurisdictional issues and possible new green space for portion of the area. RIOC President Indelicato added that RIOC is meeting with NYC on an East River Resiliency Plan for perimeter of area and scheduling a presentation to RIOC Board on subject, (more on this issue to report coming up).

RIOC Engineering Department Director John Bost reports a continuing drainage problem in the area. Also, Mr. Opperman said the turnaround was not designed to handle the larger and heavier Red Buses now in use.

Roosevelt Island Red Bus Tram Station Stop Moved Across Street Tomorrow For Cornell Tech Construction Says RIOC

According to the Roosevelt Island Operating Corp (RIOC):
The North Loop Road between Sportspark and the Cornell Tech construction site will be closed tomorrow, Friday March 13th, from 7 AM until 6 PM due to construction. Flag persons will redirect traffic.

The northbound Red Bus Stop at the Roosevelt Island Tram Station will be relocated on this date from 7 AM - 6 PM. During this time, the Red Bus will not travel the east-west road behind Sportspark (250 Main St.) but will instead turn west at the Tram Station plaza after dropping off southbound passengers, then continue north. Riders may board the Red Bus at the northwest corner of the Tram Station plaza, opposite the R.I. Visitor's Kiosk. Normal service is planned to resume on Friday evening at 6 PM.

Roosevelt Island Motorgate Turnaround Closed Until Further Notice For Construction Says RIOC - Bus Top Moved To Front Of 10 River Road


According to the Roosevelt Island Operating Corp (RIOC):
Notification issued 10/22/14 at 5:30 PM. Due to construction, the Motorgate turnaround will be closed until further notice. The bus stop will be relocated to the front of 10 River Road. An advisory will be issued to update the public on future developments.

Report From RIOC President Charlene Indelicato - Roosevelt Island Interim Public Safety Director John McManus, New Red Bus Stop At Sportspark, New Benches and Chairs, Motorgate Disabled Signs and 2013 Southpoint Park Outdoor Summer Movies Start Tomorrow

Roosevelt Island Operating Corp (RIOC) President Charlene Indelicato sends the following report to the community.
The hot weather is finally here and I can think of no better place to enjoy the summer months in New York City than on Roosevelt Island. We have some great events planned for our residents and visitors and hope everyone has an opportunity to take part in the fun. You can learn more about one of those activities, the Summer Outdoor Movie Series, below. But first, a more serious matter.

New PSD Interim Director

As I have said repeatedly in the five weeks I have been President of RIOC, resolving issues related to the Public Safety Department (PSD) and ensuring the ongoing safety of residents is a top priority.

To that end, on Monday, June 17, we hired John B. McManus through a consultant firm to serve as Interim Director of PSD. Mr. McManus has extensive public safety, security, and management experience. He served as Commanding Officer of three NYPD precincts, Commanding Officer for the Operations Division, and as Executive Officer to the Chief of Department, where he assisted with personnel management, staff deployment, developing and monitoring operational budgets, and analyzing the effectiveness of departmental and operational plans and major new crime fighting initiatives. He also has served as Director of Security for the Time Warner Center and as Director of Security for the World Trade Center where he managed between 100 and 150 guards daily.

Mr. McManus comes to the job equipped to implement a community-based service model, where officers are fully engaged with the community. The emphasis will be on de-escalation, reducing civilian complaints, and enhanced support for residents, as well as focusing on quality of life issues. Mr. McManus has a background in successfully implementing community-based service and I’m already starting to see a culture change within PSD.

As Mr. McManus is serving as the Interim Director, we have initiated a search for a permanent PSD Director that we plan to complete this year.

New Red Bus Stop

We are always evaluating transportation on the Island to ensure that our Tram and Red Bus systems are meeting the needs of residents and visitors. With that in mind, we are creating a new Red Bus stop at Sportspark. Beginning on July 5, there will be a southbound stop outside the Sportspark pool entrance and a northbound stop on the other side near the gym.

New Benches and Chairs

RIOC’s ever-busy Engineering Department is in the midst of replacing the old benches on the west side of the Island with 30 brand new benches that are made of a more resilient wood. Stretching from the rear of PS/IS 217 to 30 River Road, the new benches will be perfect for relaxing and enjoying the spectacular views of Manhattan. Meanwhile, we are also refurbishing the chairs inside the Good Shepherd Community Center.

Motorgate Disabled Signs

The renovation work at the Motorgate Parking Facility has necessitated the temporary relocation of vehicles during several phases of construction. As a result, the upcoming work scheduled for August 1 will cause the temporary relocation of lots on levels 4B and 4D, which include a large number of parking spaces for the disabled.

In the course of installing the temporary signs currently located on 5D and 6D, there was a misunderstanding with the Motorgate operator regarding the placement and the time frames for installation. The disabled parking placards that are currently posted on levels 5D and 6D will be removed, replaced on July 24, and will to go into effect on August 1. The placards will be posted in areas that are closer to the elevator. The new lots will temporarily replace those in area 4D, as well as the parking spaces for the disabled that were removed from Main Street due to the construction work at Manhattan Park.

Summer Outdoor Movie Series

A beloved Roosevelt Island tradition, RIOC’s Summer Outdoor Movie Series, is back for a fabulous fifth season starting with the 2012 blockbuster The Hunger Games on Saturday, June 29 (rain date: July 6). 
This year we are screening a wide range of flicks that were voted on by residents, including The Breakfast Club (July 12, rain date: July 20), Pitch Perfect (July 13, rain date: July 21), Brave (July 27, rain date: August 3), Rocky (August 10, rain date: August 17), and Inception (August 24, rain date: August 31). In the event of inclement weather, we will announce postponements via RIOC advisories – email subscribe@rioc.ny.gov to sign up – and on our Facebook and Twitter pages.

The movies start at 8:45 pm at Southpoint Park, but residents and visitors are encouraged to come at 6:00 pm for music, movie trivia, and refreshments that will be on sale. The park is ADA accessible and the Red Bus will stop at the nearby bus stop every 15 minutes. As always, admission is free, so bring a blanket or a chair and enjoy the show!
Ms. Indelicato also reported to the June 27 RIOC Board Of Directors meeting. She indicated that negotiations are starting with Cornell NYC Tech and that policies are in the works concerning the Garden Club, Cultural Center and other non profits. Ms. Indelicato thanked the RIOC Board as well as former acting RIOC President and current General Counsel Don Lewis for their support.  Here's what she had to say.

Roosevelt Island Tram Red Bus Stop Temporarily Relocating Tomorrow Thru Friday For Emergency Repair Work Advises RIOC


Received the following advisory form the Roosevelt Island Operating Corp (RIOC) today:
Please be advised emergency repair work will begin near the Tram turnaround, tomorrow morning March 12th and will conclude on Friday, March 15th. During this time, the Red Bus stops located near the Tram will be temporary relocated away from their current locations. Personnel will be at the site to inform and guide pedestrians and commuters. Motorists are advised to drive carefully and follow the cones when approaching the realigned road.

RIRA Rep, RIOC Transportation Manager And MTA Bus Planners Work Together To Get New Q102 Bus Stop Near Youth Center and Manhattan Park Bus Stop Sign Replaced

Reported January 4 on a meeting between Roosevelt Island Residents Association (RIRA) Common Council Member for Roosevelt Landings Romano Reid, MTA Bus Company Transportation Planners and Roosevelt Island Operating Corp (RIOC) Transportation Manager Cy Opperman:
 ... During this meeting, Mr. Reid persuaded the MTA planners to add a Q 102 Bus Stop at 502 Main Street by the Youth Center.

The new Q102 Bus Stop should be operating in approximately 6-8 weeks.

Another issue addressed during the meeting with the MTA Transportation Planners was the Q102 Bus not always stopping at 40 River Road.

The reason some bus drivers are not stopping at 40 River Road is because the bus sign had been removed and not replaced. Mr. Reid and I were told at today's meeting that the 40 River Road Bus Sign will be replaced and the Q102 will soon be making regular stops by 40 River Road....
As of last week the new Q 102 bus stop is now in place by the Youth Center

Now, there is no reason for the Q 102 bus drivers to not stop near 40 River Road.

Report From Acting RIOC President Don Lewis - Roosevelt Island New Tram Bus Stop, Good Shepherd Roof Restoration, Motorgate Renovations And 2012 Review


Roosevelt Island Operating Corp (RIOC) Acting President Don Lewis sends the following report to Roosevelt Island residents.
I hope everyone had a healthy and happy New Year's, is sticking to their resolutions and enjoying 2013! Roosevelt Island certainly had an eventful 2012, highlighted by the opening of Four Freedoms Park, exciting progress on Cornell’s Tech campus plans, the historic Island House Affordability Plan, and many collaborative and successful community events. We will remember the devastation of Sandy, but also our community’s resilience and generosity in the aftermath. With much to look forward to in 2013, RIOC continues to work diligently to make it yet another prosperous year for Roosevelt Island.

New Bus Stop Location by the Tram

As you likely know, we have moved the Tram West bus stop from its previous location near the Roosevelt Island Historical Society kiosk back to its original location just outside the entrance of the Tram Plaza, by the Tram Ramp. We believe the new stop will be more convenient for passengers since they will no longer need to hurry down the hill from the Tram to catch the bus by the kiosk. I would like to say a special thank you to Cy Opperman, RIOC's Transportation General Manager, for spearheading the efforts to get this done.

Roof Replacement at Good Shepherd Community Center

We are pleased to note that the installation of the beautiful new slate shingles atop the Good Shepherd Community Center is complete. The building was designated as a historical landmark in 1975 and the original slate material is fitting for such an important Island site.

Motorgate Renovations

Our renovation project at the Motorgate parking garage is underway. The extensive renovations are twofold: waterproofing on the third and fourth floors will prevent leaks onto the lower levels; meanwhile the installation of new LED light fixtures on each floor and the stairwells will increase visibility. The LED lights are environmentally friendly, as well as more durable and cost efficient than the outdated incandescent lights. The project will require certain parking disruptions and we will provide advanced notice concerning the same.

Changes Starting Tomorrow To Roosevelt Island Red Bus Stop At Tram Plaza - Red Bus Stop Returns To Tram Ramp Area, Kiosk Stop Eliminated

Received the following message from the Roosevelt Island Operating Corp (RIOC) this morning
Please be advised, effective Friday January 4, 2013, the Red Bus will no longer stop at the Tram West bus stop (located near the R.I Historical Society kiosk). The Tram West bus stop has been relocated back to its original location just outside the entrance of the Tram Plaza along the east/west road.

The Q102 will continue to pick up passengers at the Tram West Bus stop.

I sent the following inquiry to RIOC Acting President Don Lewis and Transportation Manager Cy Opperman.
Can you please clarify where the Tram Red Bus stop on the east/west road will now be located?

By "original location" indicated in advisory below, do you mean the current bus stop on the east/west road or do you mean the original bus stop location that used to be about 25 feet west, closer to Manhattan, than the current east/west bus stop?

Also, why is the bus stop being eliminated?

Will update when answer received. However, I have been advised, though not officially confirmed by RIOC, that the East/West Red Bus stop will return to the original location closer to the Tram Ramp.

Looks like no more running down the hill to catch the Red Bus at the Kiosk stop. Will any additional route changes be made such as eliminating the trip to Southpoint Park and a return to going around the Fountain Circle on way back to subway?

UPDATE 9:30 PM - This evening I saw the Red Bus heading north on West Channel Road, drive past waiting passengers at the Kiosk Bus Stop, turn right at the Kiosk corner, stop at the Tram Ramp to pick up passengers and then go around the Tram Fountain Circle on its way to the subway.

Roosevelt Island Main Street Traffic Is Getting Worse, Worse And Worse According To RIOC Transportation Manager - Future Problems Coming Up With Cornell NYC Tech Construction - Proposes Red Bus Route, Stop and Separate Bus Lane Changes

reported that Roosevelt Island Main Street traffic:
...  is getting worse, worse, and worse with trucks, cars, school buses everywhere, now limos during day and increase at night, cyclists running around the Island and the Access A Ride parking anywhere they want to park ... future problems coming up with the Cornell construction... with 50 more cars going down Main Street, the buses will never make their schedule...
Mr. Opperman's remarks begin at the 2 hour 46 minute mark.

Mr. Opperman proposed the following changes to the Red Bus system in order, he says, to improve it's efficiency.

1 - For safety reasons due to building pillar obstruction, move southbound bus stop at 40 River Road to across the street by the park.

which will improve Main Street traffic flow. Several RIOC Directors pointed out that eliminating the Southbound Gristedes Turnaround Bus Stop may be an additional hardship for elderly and disabled residents who will have to cross the street to the park to get on the southbound bus.

3 - Create a separate bus lane from PS/IS 217 to Good Shepherd Community Center from 7 AM - 10 AM. The separate bus lane will eliminate parking spaces in the area during that time.


4 - Have Octagon Express Bus stop at the Good Shepherd Community Center on way to the subway. However, that may be difficult to get the Octagon owners to agree to since they pay for the bus.

5- Better coordination between the MTA Q 102 bus and the Red Bus Schedule. Mr. Opperman would like the Q 102 Bus to turn South at the helix in the afternoon/evening so it can pick up passengers coming home at the subway and drop them off at Manhattan Park and the Octagon. (Q 102 currently turns north at the helix all the time.)

6 - Eliminate dollar bill in fare box because it causes jams in the fare box and increases lines to get on the bus. Dollar bills are also filthy. (Blue gloves that are put on to count the dollar bills are no longer blue when count is finished)

Mr Opperman suggested that it would be cheaper to run the bus without a fare but RIOC Directors are not likely to go along with that suggestion. According to RIOC Chief Financial Officer Steve Chironis, Red Bus annual revenue is $300 hundred thousand from riders and $100 Thousand from the Octagon Express for a total of $400 thousand annually. The annual Red Bus expenses are $1.2 million for a net annual loss of $800 thousand.

Mr. Opperman also noted that he is seeing more grafitti on the Red Buses, that they are getting dirtier at night and has received complaints by Bus Operators that they have been threatened and cursed at by some passengers. There was even an incident of a kid shining a laser light in the eye of a Bus Operator.

Regarding coordination of Cornell construction transportation issues, Mr. Opperman reported that after an initial meeting several months ago, there has been no follow up with Cornell representatives.

Update On Roosevelt Island Main Street Reconstruction Project - Gristedes/Motorgate Bus Stop Moved Across Street To 10 River Road

... on Wednesday, September 12, 2012 Main Street roadway reconstruction will commence from the area below the Helix ramp to 40 River Road. The scope of project will involve removal of the existing Z-Brick Pavers and installation of an asphalt surface....
The Roosevelt Island Operating Corp (RIOC) added today:
Due to the Main Street Reconstruction Project, the Motorgate/Gristedes Bus Stop has been temporary relocated to 10 River Road (On the South West Corner of Main Street and River Road).

Roosevelt Island Resident Asks RIOC For More Red Bus Stops - At Sportspark Pool, Southpoint Park And Every 2 Blocks

Does Roosevelt Island need more stops for the Red Bus? At least one Southtown resident thinks so and sent the following message to the Roosevelt Island Operating Corp (RIOC) Executive Staff.
Please add another bus stop for the Red Bus and the Q102 behind the Sports Park at the Pool entrance as it is hard to get to for those of us that have mobility issues everyday, and really for anyone on the rest of the island, especially in bad storms and seeing as the red bus stops at the stop sign, that would be a great place for one. I wish it would be important to RIOCC that a lot of people depend on the buses here, the Red Bus and the Q102 to get around, yet it seems that getting to the Tram and the F Train is the only important place the buses go to on the South end of the RI.

The Red Bus and the Q102 should make stops every 2 blocks on this island...I also would love to see a stop down at the new Freedom Park for both the Red Bus and the Q102...please make more bus stops more important on this island, is any one listening?

So many people work and play on the Southern tip of the island, it would be wonderful to know one could get on a bus to go down there to the Pool and the new Freedom Park, as well as all the other events at Sport Park...I would like to see the Red bus go to Gold Water so families could get the the hospital to visit their loved ones as well, not to mention the fact that then one could get on one of the buses to come back home or go to the F Train, Post office or to the the Library or to meet a friend at the Trellis.

There are about 4000 people that live in the South Town area and the bus stops in South Town are few and far between...why is that? We like to use the stores and shops on the island as well and use of the bus is a wonderful thing especially when your legs and feet do not want to cooperate and do what they are supposed to do every day.

Please, Please put more bus stops on the South end of the island and make life a little easier and more enjoyable for those that need the bus system here, I am imploring you.

Based upon anecdotal conversations I have had with residents, for the most part people seem pleased with the new Tram Route and bus stops. One reader wrote:
... I have to say I think the new bus route is working out well.  The waiting spot on the west channel drive is pretty easy....

The Roosevelt Island Residents Association (RIRA) is seeking feedback from riders on the new Red Bus Route, Schedule and Tram Station Stops. You can also contact the Roosevelt Island Operating Corp (RIOC) directly with any thoughts you have on this subject, leave your comments on this post or do all three.

On another Red Bus matter, the Roosevelt Island Public Safety Report for 2/4 - 2/5 appeared to describe an incident in which a Red Bus Driver abandoned passengers inside the Red Bus:
Investigation- Bus driver left passengers inside bus, passenger was upset.
I have asked Public Safety Director Keith Guerra for more details as to what happened but have not received a reply yet. RIOC VP Of Operations Fernando Martinez has advised that he is looking into the matter.

New Roosevelt Island Red Bus Route and Tram Bus Stops Coming January 18 - Preliminary 15 Minute Bus Schedule Route From Octagon To Tram Station Being Tested

As previously reported, according to the Roosevelt Island Operating Corp (RIOC) :
 effective January 18th, RIOC will implement two Red Bus stops near the Tram station: one on the East side of the Tram, opposite Firefighter’s Field, the other across the street from the Roosevelt Island Historical Society kiosk. The bus stops will also be serviced by the Q102 and will have bus shelters.

presented the new Red Bus Route, Stops and preliminary schedule as well as the Tram Schedule to Roosevelt Island Residents Association (RIRA) President Matt Katz, Planning Committee Chair Frank Farance and Island Services Committee Chair Aaron Hamburger (UPDATE 8 PM - RIOC Director Jonathan Kalkin also attended via phone). Mr. Hamburger reports on the meeting:
Here's a summary of our meeting on 1/13/11 about the new bus stops at the Tram, the Tram schedule, and the Red Bus schedule.

º Red bus stops at the Tram, one on the east side of the Tram entrance and one at the Kiosk, will be implemented on 1/18/11. Route of the Red Bus leaving the east Tram stop will be east and south, going around Sportspark to  reach the Kiosk stop before preceding to the subway stop. The existing bus stop near 405 Main St. will be eliminated.

º A 15 minute Tram schedule has been implemented. During rush hours, when both Tram cars are in operation, there will be a Tram leaving RI & Manhattan every 7 - 8 minutes. 

º Around 1/25/11, RIOC will implement  a Red Bus schedule for non-rush hour periods that is based on a bus starting its run every 15 minutes. During rush hours, with 4-5 buses operating, there will be a bus departing about every 5 - 8 minutes.
(Note: The 15 minute Red Bus schedule is a change from what was discussed at the 12/22/10 meeting when it was agreed to base the Red Bus on a 20 minute schedule.). The new Red Bus schedule will be tried on an experimental basis for at least a month or two. If problems develop, suitable adjustments to the schedule will be made.

º For both the Tram and especially the Red Bus, our goal remains -- to have reliable and predictable schedules for both operations.

Mr. Martinez emphasized that the Red Bus Schedule is preliminary and will be tested for a few weeks beginning on Tuesday, January 18 (not 1/25 as indicated in Mr. Hamburger's summary of the meeting). From these tests, RIOC will be able to determine whether any changes or adjustments are required.

As an example of the new preliminary 15 minute Red Bus schedule, the Octagon Red Bus local leaves the Octagon at 11 AM,  makes it's regular Main Street stops and arrives at the Tram Station bus stop at 11:10 AM to drop off and pick up passengers. It then follows it's new route around the Sportspark in one or two minutes to the Visitors Kiosk, picks ups or drops off any additional riders, waits until 11:15 and then heads back north to the Octagon where it should arrive at 11:27. The process then repeats with the Octagon Local heading back south at 11:30 AM.

This preliminary 15 minute Red Bus Schedule is planned for both rush hour and non- rush hour service for both the Octagon and Firehouse Local service. During the morning rush hour, there will be 4 Red Buses plus the Octagon Express in service, during non-rush hours there will be 2 Red Buses in service, during the evening rush hours there will be 4 Red Buses in service (no Octagon Express) and one Red Bus during late night service ( I am not sure what time late night service begins - 11 PM? but will check). The Octagon Red Bus Express service is scheduled to begin at 7 AM, run every 20 minutes until 10 AM and take 6 minutes to travel from the Octagon to the Tram Station Bus Stop.

During the January 12 meeting, RIRA Planning Committee Chair Frank Farance disagreed with the planned 15 minute bus schedule and would prefer that the 20 minute bus schedule previously agreed to between RIOC and RIRA be tried. Mr. Farance writes:
RIOC and RIRA met on December 22 to work out a plan for the new red bus schedule and route. The meeting included Fernando Martinez (RIOC), Matt Katz (RIRA President), Aaron Hamburger (RIRA Island Services Committee Chair), and myself (RIRA Planning Committee Chair). Today, January 13, just days before it is being implemented, we RIRA representatives just learned that the plan has changed substantially, and it is not what RIRA agreed to. Our original plan had a fixed schedule of buses leaving the Octagon and the Tram at 20-minute intervals of :00, :20, and :40 past the hour. The reasoning for the 20-minute schedule was to give enough time so the schedule would be predictable and reliable. We agreed that the tram stop would be right outside the tram, not across the street and not at the kiosk. We agree that the bus schedule was of primary importance and the tram scheduling and synchronization would be solved later. We agreed that we would only address the non-rush hour schedule.

All of them have changed. The RIOC bus schedule is now based upon a 15-minute schedule, which has never worked reliably since the introduction of the Octagon stop because the route is longer than 30 minutes many times. When the buses take too long, they get behind and bus bunching occurs and the schedule becomes unreliable. The tram stop (for departing passengers) is now at the kiosk with the possibility of buses lining up and clogging the west service road. In Martinez' presentation today, he started with the tram schedule as the priority (wrong way to solve the problem) and he is changing the rush hour schedule too, not just the non-rush schedule. And the tram schedule will change, too.

I certainly wish RIOC and Mr. Martinez well, however this plan is likely to fail and it was not what RIRA agreed to and RIRA had no chance to review this before implementation. It is very unfortunate that these changes were communicated so late to RIRA and the community.
Mr. Martinez replies to the comments of Mr. Farance:
I disagree with your summary of tonight's meeting. I have been told on numerous occasions, including at the last ops meeting, that the RI community wants predictable and reliability for both the Tram and Red bus. Both are equally important. The 15 minute schedule is a plan, which my managers feel is doable. I mentioned several times tonight that schedule is a plan and that it might be subject to adjustments, if necessary.
During the meeting both Mr. Katz and Mr. Hamburger agreed with Mr. Farance that the 15 minute bus schedule was probably too short a period of time but also agreed with Mr. Martinez to give it a try for the reasons set forth by Mr. Martinez.

Let's see what happens. Again, the new Red Bus Route and preliminary schedule begin on Tuesday, January 18. Mr. Martinez emphasizes that if after a test period changes or adjustments are needed, they will be implemented.
