On Sunday I noticed members of the Roosevelt Island Public Safety Department ticketing cars parked between the Tram circle and just to the south of the Riverwalk Landing building next to the walls surrounding the construction site for Southtown buildings 5 & 6. Several cars were subsequently towed away as well. This occurred during the afternoon and through at least early evening.
One of the unhappy car owners said she never saw any no parking signs or indications that cars may be towed if parked in that location. A Public Safety officer who noticed me taking pictures pointed out this sign which is on the construction wall.
I did not see any other signs. The direction of the sign pointing to the "corner" is north past the existing Riverwalk buildings. It would seem to indicate that no parking is allowed in front of the occupied Riverwalk Buildings either but that is clearly not the case since cars have been parking there for quite a while.
In other Roosevelt Island Public Safety Department news, Director Keith Guerra reports that the Roosevelt Island Youth Summit was very successful.
The Youth Summit went extremely well. Over 40 residents attended and were informed on many different topics in Law Enforcement. While this summit was geared around Youths, parents and other adults in the community benefitted from the forum as well.
We put on 3 Role Play Scenarios, with the good and bad ways of handling certain situations. The audience was entertained, while at the same time, received the message behind each scenario.
Different crimes were discussed as well as the distinction between juveniles and adults. Many residents were surprised to find out that an individual could be arrested as young as 7 years-old. They were also surprised to find that the Criminal Justice System views a 16 year-old as an adult.
There was a Question / Answer period following the forum and some residents expressed their concerns with certain issues. By enlarge, they were happy with the open dialogue and I feel that the summit was successful. Many residents thanked me afterwards and asked when the next one would be scheduled. I vowed to have many more of these informative forums.

- 8 suspects arrested for spitting and open alcohol containers (9/10)
- assisting a patient with broken wheelchair (9/11)
- responding to possible jumper (9/12)
- public possession of box cutter and spitting in public (9/12) and
- driver failed to yield to pedestrian in cross-walk among others listed below (9/13).
9/8/08-7:00 AM to 9/9/08-7:00 AM
Aided- Male fell and refused EMS.
Hazardous Condition- A mattress discarded was left in the hallway. UA notified and removed it.
Investigation- Unknown subject threw coffee threw on to porch. Doorman notified.
Trespass- Subject arrested by PSD.
Small Fire- In Elevator Room. It was extinguished by Manhattan park porters. FDNY and NYPD responded. No injuries.
Alcohol/Littering- Subject arrested by PSD. Beer can thrown on ground and subject also received a summons for littering.
Aggravated Harassment- Threatening phone calls made to a resident. NYPD and PSD responded and reports made.
Hazardous Condition- Numerous lights out on the West Sea wall. RIOC notified.
9/9/08-7:00 AM to 9/10/08-7:00 AM
Vehicle Accident- a Truck made contact with the temporary loading dock of a building. No injuries. Company will pay for repairs to the dock.
Unsecured Vehicle- Rear window was left open. PSD conducted periodic checks of it.
Found Property- A bicycle. It was secured in PSD.
Aided- An ill person was taken to the Hospital by EMS.
Hazardous Condition- On two Motorgate sections lights not operational. Central Parking attendant notified. Also PSD conducted checks of the area.
9/10/07:00 AM to 9/11/08-7:00 AM
Criminal Mischief- Business window broken. Search conducted for the subject with negative results. The owner was notified.
Petit Larceny-Subject took item from store and fled. PSD responded and conducted a search for the
Lost Property- Book Bag left unattended. When owner arrived it was gone. NYPD was refused.
Water Leak- tenant left a yard hose on. PSD and UA responded and corrected the condition.
Open Container/ Alcohol, Spitting in Public- 8 Subjects arrested by PSD and NYPD.
0700 hrs 09/11/08 - 0700 hrs 09/12/08
Water leak - Officer observed water leak and notified super. Super corrected condition.
Open container - PSD officers responded to baseball field for subjects drinking alcohol. Summonses were issued.
Aided - Officer and EMS responded to apt. Tenant had reaction to medication. Transported to hospital.
Vehicle accident - Two vehicles involved in accident on ramp. No injuries and NYPD report taken.
Harassment/Investigation - Two people had words with each other. PSD responded and took a report.
Aided - Hospital patient stretcher broke on Main Street. Hospital was notified and sent someone to correct condition. Patient was not hurt.
Aided - Coler Hospital patient wheelchair broke down. Access-a-ride picked up patient and took him to hospital.
Escort - PSD escort resident to her apt.
Aided - PSD and EMS responded to apt for sick resident. Tenant taken to hospital.
0700 hrs. Friday September 12th 2008 tru 0700 hrs.Saturday September 13th 2008.
Found Property - Anonymous male reported found a black wallet. Owner was called and the property was returned.
Arrest - NYPD and PSD responded for a possible jumper. Upon Arrival male subject was wet. PSD Officer observed an open container and summonsed subject.
Aided - PSD responded to apartment and observed tenant bleeding. EMS transported tenant to the hospital.
Aided - PSD Officer notified central of a male subject stuck inside the elevator. Service corrected the condition.
Criminal Mischief - PSD Officer observed door to rooftop broken. Service notified.
Unsecured Window - PSD Officer observed window by Stairwell D open. Service Notified.
Aided - PSD Officer observed male subject in 546 lobby showing sings of a possible seizure. Ems transported to the hospital.
Aided - PSD responded to apartment NYFD on scene Aided refused medical attention.
Arrest - PSD Officer reports male subject while traveling Northbound passing PSD Office, Spit in the direction of a PSD Officer. Vehicle was stopped and the subject became irrate. Officer observed a box cutter placed on a waistband. Subject was summonsed for possession of box cutter in public , spitting in public and disorderly conduct.

Larceny- Vehicle radio was taken. Search for the subject yielded negative results. NYPD prepared a report.
Trespass- 6 subjects arrested by PSD.
Runaway/Investigation- Youth from a group home. Search conducted with negative results. NYPD notified group home that youth was at his mother's home.
Aided- Youth fell from playground equipment and injured back. EMS transported him to the Hospital.
Aided- An ill person was taken to the Hospital by EMS.
Unsecured window- In Building. UA notified and secured it.
Graffiti- in the building. Search for the subject yielded negative results. UA notified.

Custody Order Dispute- NYPD and PSD responded. NYPD prepared a report.
Failure to yield to pedestrian in cross walk- Vehicle made contact with adult male who refused EMS. Motorist had dealer plate and used it improperly. Summonses were issued by PSD.
Aided- Female stated she was going to kill herself. EMS, NYPD and PSD responded. She was transported to the Hospital by EMS>
Assault-2 subjects arrested by PSD.

Criminal Mischief- 4 cars were scratched on the passenger's side. Search for the subject yielded negative results. NYPD refused.

Petit larceny- Victim was asleep on the subway bench when unknown subject took a camera. Search for the subject yielded negative results. NYPD refused.
Aided- An ill person was taken to the Hospital by EMS.
Suspicious Activity- In an apt. referred to PSD plain clothes unit.

As a person not only that works on the island, but my husband has worked here over 12 yrs. , I have alot of bones to pick but I must say this as far as the parking issue, there should be a designated space for employees only (no charge)I think that its not fair that Public safety & MTA officers? employees can park for free on the island and the rest of the employees on the island must pay with the exception that the officers get to pick and choose who they give a ticket to. Also, why is it that the space in front of River Road has 6 hour parking but the space between 475-425 Main st. only get 2hours, that street shouldnt even be considered Main St. just like River Road, who makes these decisions?
Public Safety officers need training in Courtesy and Respect, its common sense that tells you if you want the community to run a certain way you must treat those that live and work there with the same respect & courtesy (with the exception that the Public's Safety is not in Danger. key word) they are demanding the community to give to them as authority figures, but i guess its the same everywhere you go, once you give authority to that one wrong person, it becomes a domino effect.
Who gives tickets for spitting?
Anyway, I guess I can go on continuously about how this are handled here, but what does it matter anyway, if issues don't pertain to those in authority, issues just fall on Deaf ears!

Because if you parked on Main Street for 6 hours, thats an extra 5 hours and 20 minutes or 4 hours that someone else who needs a parking space doesn't have one. It's called sharing.
